IMO는 해상사이버보안 관리기준을 제정하여 2021년부터 ISM code에 따른 선박안전관리 지침 상 사이버보안 관리방안의 반영을 권고하였다. 이에 따라 선박에 대한 사이버보안 관리지침 또는 계획서 등이 선박회사별로 개발되어 적용되어 오고 있으나 명확한 법적 근거 및 표준이 부재하여 선박회사별 차이가 발생하고 있다. 본 연구는 국내 선사들의 사이버보안 계획서를 BIMCO, NIST 등의 Guideline과 Framework 기반으로 비교하여 선사별 사이버보안 대응을 위한 선내조직 및 역할과 책임, 비상 시 대응방안을 비교하였다. 비교 결과를 기반으로 차이점과 개선점 식별을 통해 실효성 있는 사이버보안계획서 수립 및 대응조직 구성 방안제시를 연구목적으로 설정하여 수행하였다.

This study shows the result of the security assessment of the nationwide key energy facilities and suggests the ways of improving the security level. According to the study, most of the energy facilities are adequately equipped with physical security factors such as security personnel, security systems, fences, and guard posts, but lack of awareness is pervasive among those concerned, so the security operation is inefficient. In other words, inefficient deployment of security personnel, lack of the fundamental knowledge of the security systems, excessive dependence on surveillance cameras' functions such as Pan/Tilt/Zoom, misplaced cameras, low efficiency of monitoring, and irrelevant security plans. To solve these problems, above all, the authority concerned need to develop professional training programs to secure certified security mangers, and need to standardize security process to ensure consistency and to harness the standardization as a source of self assessment to improve security level.

오는 7월 1일부터 전면 발효되는 ISPS Code에 대비하여 세심한 준비가 요구되고 있다. ISPS Code 시행시기가 4개월밖에 남지 않은 현재 국적선의 경우 ISPS Code를 이행하기 위한 준비단계에 불과한 선박보안계획서(SSP)의 승인은 회원사 소속 선박 380여척 중 비국적선의 경우 110척, 국적선의 경우도 110척에 불과해 준비를 서둘러야 할 상황이다. 국제 보안증서를 취득하기 위해 소요되는 시일이 대략 75일 소요되는 점을 감안할 때, 늦어도 3월 말까지는 보안계획서 승인을 신청해야 하기 때문이다.

각국들이 수입개방 및 보조금 철폐에 대한 각국에 국제적으로 승인받은 이행계획서 1995년 7월 1일부터 시행되기 시작하여 2001년 6월 30일까지 완벽하게 보안되어 수입규제에 대한 비관세 장벽은 철폐되며 WTO체제는 GATT체제를 대체하여 보다 새롭고 강력한 힘을 발휘하게 된다.

This study is to present an improvement of facility security through the evaluation of facility security operation level. To fulfill the purpose of the study, a survey of some facilities was conducted and the result was analyzed as follows; First, although security personnels were deployed in the facilities, the level of security personnel operation was relatively low. Second, job education training level was relatively proper, that is relevant to the result that show the level of service mind and the working mind of security personnel were proper, also relevant to the relatively good work shift system. Third, although situation room was operated well, the level of restricted area set-up and access control of visitor were low, and the level of article inspection and vehicle access control were very low. Forth, the level of security manual application that include detailed security method and procedure was proper. But accident prevention and response manual application was lower than security manual application, that show preparation for fire and negligent-accident is passive. For the improvement of facility security, the high level part and low level part in the survey result could be merged. For example, we could specify factors that show low level in the survey such as security personnel operation, access control of visitor and vehicle, article inspection, accident prevention and response in the security manual and promote education circumstance that show high level.
