A Study on the Korea Post Workers' Safety and Health Consciousness (공영우편업 물류센터 종사자의 안전보건의식에 대한 연구)

  • The Korea Post plays a public role in providing postal services such as mail, savings, and insurance to the public. Although postal machines are becoming automated, workers are still exposed to various industrial accidents caused by being caught in the mail, and musculoskeletal disorders. Therefore, occupational safety and health activities are needed to prevent serious accidents. In this study, the level of safety and health consciousness was analyzed for employees working in the postal logistics center The tasks such as regulations and procedures, organization composition, and safety and health education method improvement, were classified into five items and proposed, and efficient industrial accident prevention was presented.

  • 우리나라의 경우 안전보건이 경 영의 일부로 체 계 적으로 관리되지 못하여 재래형 재해가 지속적으로 발생되는 등 안전관리의 한계에 다다르고 있다 이미 영국 등 외국에서는 작업 시스템 규정 및 절차 그리고 훈련방법, 공정변경 사항의 관리 등에 대한 지속적 점검 및 감사와 경영검토를 통해 사고예방에 노련해오고 있으며 작업장 안전보건 관리를 사업장에서 체질화하기 위한 모델을 산업규격 BS 8800( British Standard 8800 )으로 제정하여 전업종에 시행해오고 있다 BS 8800을 기초로 하여 전세계 표준 및 인증기관(13개)이 컨소시움을 구성하여 작업장 안전보건경영시스템에 대한 OHSMS의 심사기준인 OHSAS 18001( Occupational Health & Safety Assessment Series)를 99. 4월 작성하여 공포했다.(중략)

  • 현대에 이르러서 기술의 발전과 COVID-19 확산, 인구 고령화, 3D 업종 기피 등의 영향으로 부족한 노동력을 대체하고 비대면 업종 증가에 따라 이동성을 갖춘 서비스 로봇이 대거 개발 및 보급되고 있다. 서비스 로봇의 시장 진입을 촉진하기 위한 움직임을 활발히 있으나 이에 관한 체계적인 사고조사 및 안전연구가 이루어지지 않는 상황이다. 본 논문에서는 전문 서비스 로봇의 안전한 사용을 위하여 서비스 로봇의 설치 및 사용 단계에서의 위험성평가 모델 개발과 건설업 무인 시공 로봇의 위험성 평가과정을 기술한다.

  • The construction business has a high accident rate among all the industries, and it accounts for 68% of the total accident rate for the small and medium-sized construction sites where a safety manager is not appointed,. Thus, through effective safety management and education of the construction sites, the accident rate can be significantly reduced. This study proposed a plan to improve the system suitable for small and medium-sized construction sites by integration with the basic safety & health education system. Through previous research and survey, the improvement points of special safety & health education at small and medium-sized construction sites, and the preference for integration with basic safety & health education were analyzed.

Distribution of Occupational Safety and Health Management Costs (OSHMC) by Project Size and Activity Type with the Consideration of Accident Rates (공사규모 및 공종별 위험도에 따른 산업안전보건관리비 차등 분배 방안에 관한 연구)

  • Occupational safety and health management cost (OSHMC) is helpful for managing safety in construction sites. However, OSHMC has been criticized for various aspects, including the fact that OSHMC cannot reflect features of individual constructions when counting up and executing OSHMC. This study proposes the approach to distribute OSHMC by project size and activity type with the consideration of accident rates for various activities. Using 1,046 data obtained from Construction Safety Management Integrated Information (CSI), this study calculated the relative risk factors for each activity. The distribution of OSHMC is proposed based on the risk factors. The results were validated by industry expert interviews. The distribution proposed in this study will help construction managers establish and execute OSHMC usage plan effectively.

  • Laboratories in public institutions are facilities that handle chemicals and are small but handle various types, so safety management is performed as a small-scale handling facility. Hazardous properties of chemicals can occur regardless of the handling scale, and even small-scale handling facilities handle high-risk substances such as strong acid, so there is a possibility of chemical accidents. Therefore, the level of consciousness was analyzed by investigating safety consciousness through a survey of laboratory workers in public institutions handling chemicals. The analysis results presented safety-related regulations and work procedures, safety and health organizations, safety and health education, and laboratory safety and health management, which are investigation items, respectively, and are intended to be used as basic data for future safety and health policies and plans.

  • Recent accidents in school environment involving violence, and bullying indicate that school safety is exposed to a serious threat to community well-being. Such incidents come as big problem because various policies and programs have widely long been implemented in order to protect the school environment. Thus, it is critical for the local community and goverment to develop measures for prevention. However, some of the incidents are misrepresented because school environment still remains as one of the safest settings. The current study discusses successful case studies of education, policies and projects regarding school violence and safety that are enforced in many other nations. One of the most practical and concrete means of pursuing an improved level of school safety is for the local community to be actively involved in the process. And one of the key factors for the success of international programs was that it was very much an integrative approach involving a joint effort with the local communities, accompanying a strong tie between the school and its surrounding context.

  • 본 논문에서는 건축물의 고층화, 대형화로 외벽 청소, 도장, 견출, 검사등 작업시 손쉽고, 빠르며 경제적으로 작업을 위한 방법으로 작업의자형 달비계를 사용 하고 있으나 최근 3년간 유지·보수공사 작업시 근로자의 중대재해가 36명으로 신축·증축·재건축공사 2명으로 유지·보수공사에서 많은 중대재해가 발생되고 있는 실정으로 50억이상 신축 작업에서는 산업안전보건법에 의하여 관리감독자 및 안전관리자가 선임 되어 현장의 전반적인 안전관리 활동을 하고 있으나 50억 이하 소규모 작업장에서는 안전관리 할동이 전무한 실정이고 저가수주, 적정 공사기간 불가 및 산업안전보건관리비 미계상 등 근로자들에 대한 안전대책이 없고 외부 안전점검기관의 사각지대로 근로자의 안전 확보에 어려움이 있은 실정으로 사업주 및 근로자에 대한 안전교육 및 관리감독이 철저히 이루어져야 할 것이다
