On rationale for government intervention is the failure of competition in the market. Health care markets are characterized by such unique aspects as information asymmetry, prevalence of insurance, and cost-increasing competition based on the adoption of costly medical technology. Therefore, government policy to guarantee a sufficient number of providers in markets may not lead to socially beneficisal outcomes such as higher quantity and lower price. This paper examines the unique nature of health services and its implications for competition, the evidence that competition may not reduce health care ex[enditures, and policy tools that government can use to encourage competition which contributes to supporting a sustainable health care system.

본지에서는 이번호부터 일본의 의료제도와 병원경영에 대한 연재를 시작하고자 한다. 일본의 의료제도나 병원운영에 대하여 잘 알려진 것 같으나 막상 그 실체에 대하여 정확한 지식이 부족한 실정에서 우리나라의 의료에 직.간접으로 많은 영향을 주고 있는 일본의 의료제도의 전반에 대한 소개와 함께 현장에서 접한 일본병원계의 실상에 대한 상세한 정보는 우리 병원계에도 많은 참고가 되리라 믿는다. 연재를 맡아줄 남상요교수는 연세대학교 보건대학원을 졸업하고 1988년 도일하여 1993년 일본동경대학교에서 보건학 박사학위를 마친 후 동경대학교 보건관리 학교실 객원 연구원, 병원 종합컨설팅회사인 일본ITEC(주)연구원을 거쳐 1994년 귀국하여 현재 유한전문대학 의무행정과 교수로 재직하고 있다. 전공은 병원행정으로써 약 6년간 일본생활 중 일본 전국의 병원 및 의료관련 기관들을 방문하여 병원 운영에 관한 조사와 컨설팅업무에도 관여하였다. 의료료란 결국 한나라의 문화의 반영이라는 관점에서 직접 일본에서 생활하면서 느꼈던 의료를 포함한 사회,문화에 관한 기술은 독자 여러분의 흥미와 더불어 유익한 정보를 제공해 주리라 믿는다

. 최근 인구구조의 변화는 급속한 노령화로 요약되고, 이에 따라 제기되는 각종 노인문제는 각 부문별로 정책적 대응을 필요로 하고 있음. . 우리나라는 세계적으로 유래를 찾아볼 수 없을 정도의 속도로 노인인구가 급속하게 증가하는 가운데, 전통적으로 가족을 중심으로 하는 사적 영역에서 담당해오던 노인 부양기능이 약화되고 있으며, 낮은 출산율로 인해 청장년층의 노인부양 부담이 점차 더욱 커질 것으로 전망됨. - 특히 노년기의 보건학적 특성으로 인하여 보건 분야의 주요 현안들을 야기하고 있는데, 노인인구는 보건의료서비스에 대한 수요가 높은 집단으로 1인당 보건의료비용 또한 가장 높은 집단일 뿐만 아니라, 노인의 건강문제는 보건의료서비스 이외에 건강문제로 파생되는 다양한 사회적 서비스와 연계되어 있음. - ­이러한 사실은 한편으로는 우리 사회가 향후 노인의 건강문제로 인해 발생하는 높은 비용과 부담을 지게 될 것이라는 사실을 의미함과 동시에 다른 한편으로는 이에 대한 대책을 시급히 마련해야 한다는 것을 의미함. The purpose of the study is to verify the effectiveness the Preliminary Health Administrators(PHA)' Empathy Ability(EA) through the application of Medical Service Design Thinking(MSDT) conducted by undergraduate school of Intrapreneurship education. The pre-post questionnaire survey was conducted on 41 students in the second year of the Department of Health Administration after applying MSDT for 15 weeks from March to June, 2018 at a college in Daegu. The main results are as follows. MSDT was positive influenced on the improvement of Empathic Imagine, Empathic awakening of the PHA' EA. Especially, male student or aged 20-25, it was effective on the improvement of Empathic Imagine and Empathic awakening of the participants. Further research is needed on the development of MSDT programs for each grade to improve the empathy of PHA.

The effects of regional health insurance on access to ambulatory care are examined in this paper. Access is measured as use-disability ratios. The data are collected in a household interview survey at Hwachon county before and after the introduction of regional health insurance. Before the introduction of regional health insurance, low-income class has less contacts with physicians than high-income class. This disparity in accessibility among economic classes is reduced with the health insurance coverage, but not removed, even after adjusting for health need.

This study aims to examine the effects of adjustment factors to college life on the work values of public health major students. We sampled 530 undergraduate students majoring in public health administration and engineering from Kyunggi-do, and analyzed the data using t-test, correlation and regression methods obtained from SPSS Win 21.0 software. We found that (1) a student's intrinsic work value is positively related to their adjustment to college life factors but extrinsic work value is positively related to 'professor-student interaction', 'college life satisfaction' and 'expectation for the service college'; (2) 'social integration', 'professor-student interaction' and 'expectation for the service college' influenced to intrinsic work value; (3) 'career identity', 'family support', and 'college life satisfaction' influenced to extrinsic work value. Based on the results of this study, that the improvement of adjustment to college life factors influence on the work values were discussed.
