Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

축산물등급판정제도는 축산물 생산, 유통, 소비에 이르기까지 모두에게 도움을 주는 제도로서 정부에서 수입축산물의 파고를 넘기 위해 `93년도에 우리나라 최초로 축산물등급판정관련법적 근거를 마련하여 시행한 제도이다. 동 제도를 시행한 지도 벌써 10년이 훌쩍 넘어서고 있다. 등급판정 시행 초기에 한우 출하 생체중이 약 450kg 정도 이었던 것이 현재는 600kg이 넘어서고 있다. 등급판정기준 제정당시의 한우수소 거세율은 0$\%$에 가까웠으나, `03년 현재 수소의 거세율이 30$\%$를 육박하고 있고, 젖소 수소의 거세율은 `97년의 2$\%$에서 `04년도에는 78$\%$로 급격한 증가를 보여 등급제도시행에 따라 고급육생산의 기초를 다지는데 일조하고 있다. 돼지의 경우 `93년도의 출하 도체중(박피기준)이 65kg이었던 것이 `03년도에는 77.3kg에 이르렀고, 등지방두께 또한 4$\~$12mm가 `04년도에는 12$\~$22mm로 두꺼워 졌다. 계란등급판정은 `02년 12월 처음 시작하여 현재 9개소에서 월평균 850만개 판정하고 있다. 닭고기 등급판정은 `03년 4월 시작 이래 `04년 현재 4개소에서 월평균 13만수 정도 판정하고 있다. 이러한 등급판정 대상증가 및 물량확대는 소비자의 축산물에 대한 고급화 규격화 선호가 등급판정이후 꾸준하게 증가한 것에 기인한다.

정부는 2006년 8월 기존의 발전차액 지원제도를 개정하여 발전차액 기준가격 지원대상 확대, 적용기간의 15년 단일화, 수력, 바이오에너지는 고정요금과 변동요금 중에서 선택할 수 있는 선택권 부여, 기술발전에 따라 태양광, 풍력, 연료전지는2-3년간의 유예기간 이후 매년 감소율을 적용하여 기준가격을 낮추는 등 많은 제도개선 내용을 반영하였다. 2006년 10월부터 개정된 발전차액 지원제도가 시행된 이후 태양광, 풍력의 신규진입이 대폭 증가하였고 수력, LFG, 바이오가스는 대부분 변동요금을 신청하였으며 2007년 집행된 신재생에너지 발전차액 기반기금의 55% 이상이 태양광발전에 지급되는 편중현상의 영향이 나타났다. 따라서 변동요금 설계시보다 SMP 평균이 22원 이상 높아져 변동요금의 재설계, 태양광 발전의 기반기금규모가 55% 이상을 점유하고 있으며 향후 더욱 심화될 예정이므로 특정전원의 기반기금 점유비중 제한 및 최근 수년간 준공된 신재생에너지의 운영실적을 분석하고 법적요건을 상세히 검토하여 투자비, 운영비, 이용률등을 재조정하여 기준가격을 합리적으로 개정하여 제2의 신재생에너지 도약기를 마련해야 할 것이다.

Currently, in Korea the scientific diving activity is being conducted without any legal basis, thus confusions arise in work coverage, equipment usage, and wage calculation etc. In this paper, introduction of scientific diver certification system is suggested to clear such confusions and to enhance the safety of scientific divers. Also the codes and regulations of foreign countries were introduced, and from the analysis of scientific diving tasks and applying skills, the hostility of the scientific diver's working environment as well as requirement of high level diving skills are explained. Finally the necessity of establishment of scientific diving regulation and introduction of diver certification system were emphasized and the promotion plan was discussed.

In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

In 2017, the world's first WIG ship (WIG: Wing In-Ground) pilot's license written test was conducted in Korea. The WIG ship is a ship that combines the characteristics of ships and airplanes. Therefore, the pilot of the WIG ship was allowed to apply only for those who had the aircraft pilot's license and the 6th class marine nautical license. The WIG ship pilot's license system was first introduced by Korea, so there are no international standards for the license system, and the introduction of a domestic qualification system also requires institutional arrangements due to various restrictions such as pilot training. However, in order to become a valuable industry as a future growth engine for the ocean, several urgent problems need to be solved, and that is the training of manpower for WIG ships. Therefore, I reviewed the institutional issues related to pilot training as this subject. Since 2001, various countries around the world have been discussing this issue, centering on IMO, and Korea has continued to participate and cooperate in IMO meetings. And the national qualification test for surface flying ships was conducted in Korea from 2011. However, there are still problems to be solved, and I pointed out the advancement of the manpower training system, the education and training system, and the designated national educational institution system. As a solution to this, it was suggested through the improvement of the license system and the operation of designated educational institutions. Among these solutions, I believe that the best way is to entrust the operation of designated national educational institutions to private educational institutions. However, I propose a plan that the government entrusts to private educational institutions, but the government is responsible for licensing and supervision. WIG ship will be a new market for the aviation industry and aviation workers.

Game industry is certain to change rapidly as its attribute. Therefore, It's not easy that the law response to reflect the technological change of game industry properly, and a new legal issue that is difficult to cover with the existing law. Recently, Court battle or cases about games are socially receiving attention. Nevertheless, Research accumulation about the legal action to response this is rare situation. The legal system that is related games mostly approach in the regulation and punishment of one-sided administration so far. Relatively, Approach from the game industry development and promotion act standpoint is low. Shrinking rapidly the current game industry is not an irrelevance to this. So It is necessary to reconstruct rationally in side that embrace with variety of views of members of the society and interests about current game-related laws, systems and regulation instruments. Access to how will develop competitiveness of the game industry in legal aspects and how will promote the balanced development between game industries are needed. The problems that needs to handle in legal aspect such as game development, game distribution, and game usage which in the part of the game industry are getting more and more in the future. Therefore, there is a need to review consistently in the legal aspect for the game industry promotion.

This study is intended to analyze the actual condition of operating the full-text information disclosure system of government and Officials' Perceptions. According to the results of analysis, the public servant group's level of full-text information disclosure system was high. With regard to the positive and negative function of full-text information disclosure, an expectation for positive function was high in the aspect of assuring the transparency of administration. And public servants were worried about an increase in the burden of administrative duties. With regard to factors in hindering the development of full-text information disclosure, it was shown that the percentage of clients' abuse and misuse of full-text information was the highest. For the activation of full-text information disclosure system, it is necessary to prepare measures for preventing the abuse and misuse of full-text information.

This study aims to analyze the level of members' awareness of records management in the Republic of Korea Army within the institutional context extensively. Accordingly, in-depth interviews were conducted after comparing and analyzing the institutional systems that restricted the members' record management activities. As a result, it was identified that the members were confused by the inconsistency among the systems that defined the work procedures, and that the value of responsibility and efficiency in the records management system does not match the organization's goals. Therefore, the legal justification of the system should be improved in harmony with the responsibilities and efficiency and to match them with the organization's objectives. Moreover, the improved system should be internalized by the members through instructions that are relevant to the content of the system. This study intends to increase awareness in the records management system and improve the system as well.

As a part of school safety network construction project, a system of school marshal in Seoul-si and a project of academy safety guard in other regions are on the way of improvement. But, the crimes in and around the school, occurring frequently, are not solved easily, as this study points out. The effective improvement way of school safety network construction project is as followings. First, to enforce assistant-class school safety teacher system in order to nurture and educate experts in school safety, as a systematic support for strengthening occupational professionalism. Second, to enforce school safety network construction projects for construct circumstances through legal fix of school safety CPTED to make students free from crimes. This study looks into the real status and problem of school safety networks, and suggests system of school safety teacher and a legal enactment of CPTED, as systematic and a planed school safety countermeasure, not temporary.
