Response Methods against Acts of Terrorism That Utilize Unmanned Aircraft (무인항공기 테러의 대응방안)

  • Al-Qaeda follower who planned to attacks the Pentagon and the Assembly by unmanned aircraft equipped with explosives was caught in the dictionary in September 2011. In addition, high-performance unmanned aerial vehicles in the United States 'sentinel' of the technology being leaked to Iran in late 2011 was an accident. Terrorist attacks on the forces used unmanned aircraft will be the day the not too distant. The purpose of this research is to provide response plans against acts of terrorism utilizing unmanned aircrafts to prevent large losses of lives such as the terrorist attacks of September 11. Discussing in detail, this research suggests revising and newly implementing the definition and categorization of unmanned aircrafts as well as relevant punishment in current aeronautics regulations as an initial response against acts of terrorism utilizing unmanned aircrafts. This is in order to newly implement and revise current relevant regulations that inadequately address the rapidly developing and changing unmanned aircrafts which will lead to increased sense of alarm for the potential terrorists, and also to introduce a systematic tool to punish those who commit such acts by clearly establishing the grounds for punishment. Also, under the binary operating system over airspace currently implemented globally, it is impossible to identify and control the infiltration of airspace by unmanned aircrafts. Recognizing such limitations, this research suggests a combined operation of airspace for unmanned and manned aircrafts as a second way of response for acts of terrorism utilizing unmanned aircrafts. A systematic integrated operation of airspace will appropriately control unmanned/ manned aircrafts that were not previously reported or otherwise have deviated from navigation routes, and will be able to prevent terrorism attempts utilizing aircrafts beforehand.

  • Three phases of development in construction projects (i.e. pre-development, construction and post construction) diversely effect the environment, hydraulics and ecosystem. Currently, the domestic environmental policy is in control of the various environmental hazards produced after completion of development operations. Nevertheless, with the enforcement of water pollution total amount management system, improving the water quality; also the water and ecosystem preservation law recommends enforcing the sediment management for development operations in order to lessen the negative impacts to the environment. Recently, the country is experiencing difficulties in various development project locations due to insufficiency of interpreting the fundamental data for sediment loss and miscalculation of soil loss unit loads of sediment. This research utilizes data from 2000 to 2005 discussing a total of 1,036 environment impact assessment projects gathered from various ministries and offices namely Ministry of Environment (MOE), Ministry of Agriculture, the Office of Forestry, and Ministry of Construction and Transportation. Moreover, quantity of sediment from high land agriculture reports involving contaminant discharge characteristic investigation previously did concerning old land agriculture and So-Yang lake non-point pollution source management area as well as management measured data from MOE. The findings of this study reveal that the highest soil loss rate occurred from mountain district for pre-development and post construction and sports facility during construction.

  • This thesis has defined the legal status of 119 rescue who plays a major role in the Korean prehospital emergency medical system and reviewed the various issues that may occur depending on work related legal liabilities. As a result, the purpose of this study was to represent the countermeasures for legal protection of 119 rescue required for the quality improvement of prehospital emergency medical system and as well as the countermeasures for risk management prepared for its related lawsuits. The legal liabilities of 119 rescue officers can be divided largely into public law liabilities and civil and criminal liabilities. In order to decrease the incidences of legal problems and provide the legal protection to rescue officers, the liability of supervising physician should be emphasized when the emergency medical practice is performed by a rescue officer under their supervision by consolidating medical control and the rescue officer should have legal liability on his emergency medical practice. itself Also, the emergency medical service guideline for 119 rescue officers should be prepared and their works should be performed according to such a guideline and procedures. In addition, the accurate legal documentation on emergency medical system from on-site to ER and related mobilization should be framed and preserved. Moreover, it is required to enact a new law such as the Good Samaritan Act or the Rescue Officers Protection Act.

  • This thesis deals with the legal principles, case law decisions and suggestions for the Sale & Purchase of ships concerning enactment proposal of maritime law. Recently, the shipbuilding market has shown a major shift towards East Asia, particularly Korea, Japan and China. The major Korean shipyards in particular have engaged in substantial investment programmes both to expand their overall shipbuilding capacity and to enter new markets, such as for liquefied natural gas(LNG) carriers. The Korean Government has recently taken interest in the sale & purchase of used ships, utilizing the Internet and has made plans for building the Shipping Exchange in korea. So this thesis examines the situation of the world's shipping industry and the different kinds of the Sale & Purchase of ships. deals with the legal principles, and case law decisions. describes Forms of Shipbuilding Contracts and Memorandums of Agreement of second-hand ships. And makes suggestions for 1) the Shipbuilding Contracts of the shipowner's Association of Korea and 2) The Korean Shipbrokers' Association's Memorandum of Agreement for Ship Sale & Purchase in the korean shipping industry. Having reached the end of this thesis. the writer suggests to make terms of sale of ships in the korean civil code and commercial code, Additionally. the writer suggests to make a special law in relation to the Sale & Purchase of ships. Furthermore, the writer suggests expanding the Shipping Exchange in Korea.

A Study on the Meaning and Prospect of the Certificate of Qualification in Private Security in Korea - Concerning the Enforcement of 2006' Examination - (민간자격증의 의의와 전망 -2006년 시험시행과 관련하여-)

  • This study is concerned Meaning of the certificate of qualification and Prospect of the certificate of qualification in private security in korea. Now, private security area is need the certificate of qualification, and the first examination in 2006' in Korea has meaning that open the period of the certificate of qualification. The 40 university(include colleges) applied the first examination. This exam is enforced 11. 25. 2006. in six part area in Korea. The 822 students are applied and 763 students(the ratio of successful applicants 92.8%) passed this exam. This apply exam is meaning the start of new development and specialization in private security area. I hope that this exam is a opportunity of cooperation between industry and the academic world. Also, this exam is a opportunity of student in private security are more hard training before take a job. As my understanding this exam is the confirmation by an authority, this exam is only neutral evidence to get the confidence and credit from the clients.

  • This study aims to suggest a management system consisting of functional ingredients by establishing guidelines for the analysis of functional animal products in Korea. Further, the guidelines can be used for validity tests of functional animal products. In addition, we can standardize the management system for details, and frame new laws for functional animal products. We researched the current studies on the analysis and assessment of functional foods, and established standard methods of analysis. We devised new analysis and assessment techniques to determine the efficacy and safety of functional ingredients for the legislation and management of functional animal products. This study may contribute to not only the safety and quality of functional animal products but also to enhancing the nation's health and the national image as being health-oriented, through improvements in the productivity and quality of functional animal products.

  • The government has recognized the importance of smart city indicators and prepared the legal grounds for the certification of smart cities in the recently revised "Act on Smart City Development and Industrial Promotion." This study derived smart city indicators adequate for the domestic conditions and compatible with the overseas trends by examining and complementing the indicators through an AHP analysis based on consultations and interviews (surveys) with experts and local government officials, who are actually carrying out related projects. In addition, the adequacy and reliability of the indicators were confirmed by verifying and certifying the Korean local governments' smart city plans through demand surveys on a trial basis. This study is meaningful in that it systematically studies the smart city indicators that have gained in importance and reviews their application. The findings of this study can be used as a basis for implementing a smart cities certification system in the future. Recently, the Special Committee on Smart Cities was established under the Committee for the Fourth Industrial Revolution. This committee is composed of civilian members and is working with the Ministry of Land, Infrastructure, and Transport, the Ministry of Science and ICT, etc., to promote the creation of smart cities. It is expected that smart city indicators that include the levels of both domestic and overseas smart cities will boost the active spread of such cities in Korea.

A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels (우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구)

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

A Study on the Reform of Records and Archives Management System in Japan (일본의 기록관리 제도 개혁에 관한 연구 - 공문서관리위원회의 활동과 국립공문서관의 확충 노력을 중심으로 -)

  • The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

A Study on Security Performance of Registered Security Guards in the Government Buildings (정부청사 청원경찰의 보안성과에 관한 연구)

  • The purpose of this study is to analyze the influence which affects security performance of registered security guards hired by government buildings via job engagement so that basic data can be provided to improve their security performance. To accommodate this study, a survey was conducted from November 26th to December 27th, 2019 through the cooperation of registered security guards working in government buildings in Seoul, Gwacheon, Daejeon, and Sejong. A total of 234 survey sheets were collected and 28 sheets out of them had missing data or incomplete data so a subsequent total of 206 survey sheets were used in this analysis. SPSS 23.0 was applied making use of the collected data for frequency and descriptive statistics analysis, trustworthiness analysis, exploratory factor analysis, and correlation analysis. By applying AMOS 23.0, a means to examine the structural relation between organization, job engagement, and security performance were able to be analyzed. The result of this study is as follows. First, it was found that organizational justice gives a meaningful positive (+) influence on job engagement for registered security guards. Second, it was found that job engagement for registered security guards gives them a meaningful positive(+) influence in their security performance. Third, it was found that organizational justice does not give any meaningful influence on security performance directly. Fourth, organizational justice does not give any meaningful influence on security performance directly but it gives meaningful positive(+) influence on security performance via job engagement as it takes the role of full mediation variable. Based on the results, in order to maximize security performance of registered security guards, this study recommends that government building administrators to try their best to propose to the National Assembly a proposition for Police Assigned for registered security guards Act to be legalized in order to improve the leveling system of registered security guards so that registered security guards can have more job engagement.
