Current Status and Analysis of Durability for Buildings Long Neglected after Construction Discontinuation in Jeju (제주지역 공사중단 건축물의 현황조사 및 내구성 분석)

  • Buildings that have been long neglected can suffer severe durability reduction due to factors such as rebar rust and concrete quality deterioration resulting from exposure to outside air. Furthermore, the issues associated with these suspended buildings, including safety accidents, social crimes, and environmental pollution, are becoming increasingly serious. This study investigates the current status of these buildings in the Jeju area, identifies the problems, and examines the durability of the structure in a specific location to assess the possibility of future use. Aesthetic surveys(visual and slope inspections) as well as non-destructive tests(compressive strength tests, neutralization tests, and rebar detection tests) were conducted to assess durability. The analysis revealed that the structure maintained satisfactory durability and the building's condition was good in comparison to the years of neglect.

  • The corpse make-up depending on the cause of death shown in CSI is the only evidence to solve a case, and shows the characteristics of the unique make-up on the corpse, according to the causes of death. There are many types of death causes such as strangulation, manslaughter, assassination and shooting, of which the strangulation is caused by strangling the neck with the hands or using a weapon and has characteristics of showing other external wounds with purple spots appearing on the body after death. This is a presentation of the corpse with a face of white, and the purple spots bruised on the neck. Manslaughter shows deep wounds caused by a stab or laceration using a weapon, and the material feeling of the wound that makes new skin tissue, is realistically presented with make-up of gooey blood. Assassination can be thought as manslaughter in disguise as an accidental death, which the causes can be due to electrocution, suffocation from oxygen deficiency and from excessive monoxide. The make-up is presented by realistically showing the surrounding fragments of the bullet shell, the blood running down, the size of the hole in the body made from the bullet, and shows the broken skin tissues. The shape of the bullet wound can be presented differently based on the body part where the bullet penetrated into, and the part where the bullet shot out through.

Effect of forensic short wavelength UV on DNA (법과학 단파자외선이 DNA에 미치는 영향)

  • RUVIS(Reflective Ultraviolet Imaging System) is an effective equipment that detects the location of latent fingerprint at crime scene using short wavelength ultraviolet of 254 nm. In this study, the degree of DNA damage in biological samples was compared depending on the distance and time of processing using four commonly used RUVIS. 50% of DNA was damaged by treating 10 seconds at 10 cm distance in 3 types of RUVIS such as Police RUVIS, SIRCHIE mini light and SIRCHIE RUVIS. In addition, the degree of DNA damage was increased as the distance was closer and the treatment time was longer. It showed that short wavelength UV could cause DNA damage when used close to the samples at crime scene. Therefore, it was suggested to use RUVIS at a distance of at least 1 m. The degree of DNA damage was not significant by Polilight which used long wavelength ultraviolet of 350 nm. As a result, the choice and usage of which UV light and RUVIS were critical for detection of fingerprint and successful DNA typing.

  • The effects of the U-Police Service is expected to go much beyond present police service. Scientific police service using the UIT will enable the police to confront rapidly to the crimes which has been in the blind spot of law enforcement in the result of insufficient police forces and maintenance of law and order by putting police manpower first. Cetizens' feeling of safety from crimes is also expected to be much improved and this will bring about noticeabe effect on crime prevention by suppressing the crime impulse in advance. This thesis have come up with various research results by interviewing police officers and citizen of the City of Seoul under the circumstances that there has been no positive and analytical studies on the areas that the UIT could apply to or the possibility of utilizing the UIT. As we apply the UIT to the police service, how we solve the problem occurring by adopting the UIT and how much we can protect private information is much more important than what kind of service we can provide. Especially, embodiment of U-Police service is a necessary precondition for constructing ubiquitous city in near future. Following studies to draw relevant research results by expanding the objects of the study are much needed including the study on the measurement of efficiency of U-Police service in each service sectors which the UIT applies to.

Preliminary semi-quantitative evaluation of developed latent fingerprints on non-porous surface with natural powders using a densitometric image analysis (비 다공성 표면에서 천연분말로 현출된 잠재지문의 농도계 이미지분석을 이용한 예비적인 반 정량적 평가)

  • Conventional fingerprint powders used during crime scene investigations pose potential health hazards. Thus, multiple natural replacement powders, including squid ink powder, indigo and rice powder were used to develop (visualize) latent fingerprints on non-porous surfaces (e.g., glass, plastic and tile). Fingerprints developed using the natural powders were compared using the Automatic Fingerprint Identification System (AFIS) with those developed with traditional black powder. The peak areas of ridges were also compared using densitometric image analyses. Collectively, objective and quantitative evaluation methods were developed. The effectiveness of natural powders varied depending on the surface but, in general, squid ink powder performed well on most surfaces. Indigo powder performed well on tile surfaces, while rice powder performed well on glass surfaces. Plastic was the most difficult surface from which to develop fingerprints. Image analysis using Field Emission Scanning Electron Microscopy (SEM) demonstrated the importance of the size and shape of natural powder particles to properly adhere to the ridges. Although densitometric image analyses did not correlate the number of minutiae and ridge peak areas, an unbiased, objective evaluation method would be possible using image analyses with a reference image. Additional experimentation will yield safe and cost-effective natural powders with which adequate fingerprint development can be performed.

  • Finding the blood left at a crime scene is very important to reconstruct or solve a criminal case. Although numerous reagents have been developed for use at crime scenes, luminol is the most representative. Bluestar Forensic has been used in recent years, but is expensive and cannot be stored after preparation. This study aims to develop a new luminol reagent that can be stored for a long period of time while maintaining the chemiluminescence intensity at the level of Bluestar Forensic. Because luminol dissolves well in aqueous alkaline solutions, the use of sodium hydroxide in the preparation of luminol reagents can promote the decomposition of hydrogen peroxide. Magnesium sulfate, sodium silicate, and potassium triphosphate have been used as hydrogen peroxide stabilizers. The effects of the addition of these substances on the chemiluminescence emission intensity and the storage period of the luminol reagents were confirmed. The addition of a hydrogen peroxide stabilizer was shown to have no significant affect on the chemiluminescence emissions intensity or stabilized pH of the luminol reagent during storage. It also greatly increases the shelf life of the reagents. The use of magnesium sulfate as a hydrogen peroxide stabilizer is the most appropriate. When sodium perborate is used instead of hydrogen peroxide as an oxidizing agent, there is no significant change in the sensitivity and chemiluminescence emissions intensity, but the storage period is shortened. However, after the reaction with blood, the pH of the mixed solution does not increase significantly, and is judged to be more suitable than a reagent made of hydrogen peroxide.

  • Lately, intrusive incidents (including system hacking, viruses, worms, homepage alterations, and data leaks) have not involved the distribution of an virus or worm, but have been designed to acquire private information or trade secrets. Because an attacker uses advanced intelligence and attack techniques that conceal and alter data in a computer, the collector cannot trace the digital evidence of the attack. In an initial incident response first responser deals with the suspect or crime scene data that needs investigative leads quickly, in accordance with forensic process methodology that provides the identification of digital evidence in a systematic approach. In order to an effective initial response to first responders, this paper analyzes the collection data such as user usage profiles, chronology timeline, and internet data according to CFFPM(computer forensics field triage process model), proceeds to design, and implements a collection application to deploy the client/server architecture on the Windows based computer.

  • This study aims to investigate the public big data standard analysis model developed by Ministry of the Interior and examine its accuracy and reliability of prediction. To do this, big data standard analysis index were calculated to apply them to the real world case of CCTV monitoring system prior installation in K city. The result of this case study revealed that the areas to be installed CCTV consisted with the area where residences requested and complained to install CCTV monitoring systems, which indicated that the result of big data standard analysis model provided accurate and reliable outcomes. The result of this study suggested implications on effective exploitation of big data analysis.

  • Various Kinds of social pathology and crimes that threaten our daily safety are on the increase in process of time as a result of the development of science and technology empty of moral sense, Value Confusions, apolaustic tendency, economic and social transformation recently. Moreover the effective provision of police service lies beyond the boundaries of the police organization. Therefore private security personnel have made an effort for safety and protection of group as well as an individual through the introduction of private security industry based on a benefit principle and private security industry is being become complexes utilizing technology as well as high-end devices through various international events. The field of private security industry in Korea is being extended rapidly with expansionism of society and public services but the quality improvement is declining. Furthermore the study of recruit education program for security personnel as the basis of quality improvement is insufficient compared with the study of police service. Consequently, this investigation is going to contribute to development of recruit education program for security personnel through the analysis about difference of each subject usability for education about electronic security and facility guard.

The studies of developing latent fingerprint in general print papers by chemical reaction (화학반응을 이용한 일반 프린트용지의 잠재지문 현출에 관한 연구)

  • Porosity paper evidence is encountered in case of forgery, kidnapping, fraud and terrorist activity. The present study was designed to evaluate the effect of three chemical reagents (Ninhydrin, 1,8-diazafluoren-9-one (DFO), Iodine fuming) to the quality of developed latent fingerprints on porosity printing papers and newspaper. In case of printing papers, print quality was better with Iodine fuming method than Ninhydrin and DFO treatment to developing latent fingerprints. Developing latent fingerprint on newspapers was achieved with Iodine fuming processing. The processing of Iodine fuming followed by DFO and by using blue light (orange red filter) exhibited better results with Iodine fuming. Enhancement of latent fingerprint detection image using Digital Imaging System was achieved.
