In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.

In this paper, we present an algorithm to determine the abnormal behavior through a CCTV-based behavioral recognition and a pattern of hand using ConvexHull. In the existing way that using CCTV for crime prevention, facial recognition is mainly used. Facial recognition is the way that compares the faces that are seen on the screen and faces of criminals for determining how dangerous targets are, however, this way is hard to predict future criminal behavior. Therefore, to predict more various situations, abnormal behaviours are determined with targets' incline of arms, legs and bodys and patterns of hand movements. it can forecast crimes when an acting has been getting within common normality out, comparing whose acting patterns with the crime patterns.

Criminal profiling, also known as offender profiling is designed to predict the characteristics of unknown criminal perpetrator through an analysis of the crime scene. Until now, there has been conflict about the effectiveness of criminal profiling among academics. In this study, 113 police investigators', working in serious crime divisions, were interviewed about their experiences with criminal profiling, and their belief about its effectiveness. 63.7% of the respondents agreed that criminal profiling is a valuable investigative tool and 62.8% agreed that profilers are valuable to criminal investigations. A total of 31.8% agreed that profilers help the police identify offenders and 15.0% agreed that there is no risk of profiler misdirecting and investigation. 61.5% of the respondents who had reported using a profile agreed that profiling is helpful and 71.4% told that they would use profiling again in the future.

With the introduction of video cameras into law enforcement, a great deal of police organizations have adopted the technology in their routine crime prevention activities. The up-to-date systems of ambient surveillance energized by CCTV, police wearable cameras, drones, and thermal imaging devices enable the police to thoroughly monitor public spaces as well as to rigorously arrest on-scene criminals. These efforts to improve the level of surveillance are often met with public resistance raising concerns over citizens' rights to privacy. Recent studies on the use of police video equipment have constantly raised the issues related to the lack of applicable legal provisions, risk of personal information and privacy infringement as well as security vulnerabilities. In this regard, the present study attempted to review the public surveillance methods currently used by law enforcement agencies worldwide within the context of public safety and individual rights to privacy. Furthermore, the present study also discussed the legal boundaries of police use of video equipment to address public concerns over privacy issues.

The purpose of the paper is to offer an analysis of adult probationers and their recidivism and to suggest a policy to prevent recidivism. Various data analysis methods like frequency analysis, cross-tabulation analysis, regression analysis and logistic regression analysis were used to determine which of a second offense factors and recidivism included in initial data investigation could effectively explain or forecast reference values. This study focused on identifying relations associated with follow-up misconducts of adults under probation, and supposing that those factors could be associated with their second offenses. But it failed to yield so much significant findings. Nevertheless, this study has its own significance in a sense that it explored various risk factors and desires of adults under probation according to empirical data, and suggested formulated measures useful in practice to select and categorize appropriate treatments.

There are many CCTV cameras connected to the video surveillance and monitoring center for the safety of citizens, and it is difficult for a few monitoring agents to monitor many channels of videos. In this paper, we propose an intelligent video surveillance system utilizing a safety map to efficiently monitor many channels of CCTV camera videos. The safety map establishes the frequency of crime occurrence as a database, expresses the degree of crime risk and makes it possible for agents of the video surveillance center to pay attention when a woman enters the crime risk area. The proposed gender classification method is processed in the order of pedestrian detection, tracking and classification with deep training. The pedestrian detection and tracking uses Adaboost algorithm and probabilistic data association filter, respectively. In order to classify the gender of the pedestrian, relatively simple AlexNet is applied to determine gender. Experimental results show that the proposed gender classification method is more effective than the conventional algorithm. In addition, the results of implementation of intelligent video security system combined with safety map are introduced.

최근 범죄의 급격한 증가로 인해 사회적 불안감이 고조되고 있다. 이에 사람들의 범죄 예방에 대한 관심이 높아지고 있으며 지능형 CCTV의 발전에도 큰 영향을 미치고 있다. 본 논문에서는 일상적인 환경 잡음 데이터를 분석하였다. 수행 방법은 환경잡음 데이터를 주파수 영역으로 추출하였다. 향후 환경 잡음 데이터를 분석한 결과를 토대로 위험상황을 감지할 수 있도록 하여 보다 효과적인 범죄 예방을 기대한다.

컴퓨터의 생활 전반에 걸친 영향으로, 컴퓨터는 우리 생활 속에서 빼놓을 수 없는 하나의 정보 매체로 자리 매김 되었다. 하지만 그 이면에는 컴퓨터를 이용한 전산망 침해 행위, 전자기록 위.변조, 각종 음란물 유통, 바이러스 제작 유포 등 많은 위험들이 우리를 위협하고 있다. 그래서 컴퓨터를 사용한 범죄 행위를 탐지하는 방법에 대한 관심이 높아지고 있다. 또한 각종 범죄 행위는 인터넷을 통한 범죄가 늘고 있어, 네트워크 정보를 통한 포렌식에 관한 연구가 활발하다. 하지만, 매일 많은 양의 패킷을 분석하는 것은 많은 전문 인력과 비용이 소요된다. 본 논문에서는 의사결정나무를 이용한 패킷분석을 통하여 네트워크 포렌식의 정보를 추출하는 방법을 제안한다.

대리운전업은 서비스업으로 세무서에 신고만 하면 사업자 등록을 하고 사업을 할 수 있고, 설사 신고를 하지 않고 영업을 하더라도 규제할 방법이 마땅치 않아 진입장벽이 없는 상태이며 대리운전업에 대한 규제법은 전무한 상태이다. 이들이 법적 관리로부터 방치되어 있는 결과 대리운전행위의 사회적 편익에도 불구하고 요금시비 등 서비스의 질, 생계형 운전미숙자의 진입, 주로 야간에 다수의 낮선 차량을 운전하여야 하고 겸업이 47.3%에 이르러, 과중한 노동으로 인한 피로누적, 주의력 산만, 과속경쟁 등 대리운전의 속성상 교통사고 발생위험, 사고발생시 피해보상책임, 절도나 성폭력행위와 같은 범죄유발 등 여러 가지 문제가 끊이지 않고 있다. 관련업계나 일부 단체에서는 대리운전업 종사자가 15만 명을 넘어섰다고 주장하며 당당한 직업으로 인정해 달라고 요구하고 있고, 근로형태나 조건 등 사업자 내부의 문제도 제기된다. 본고(本稿)에서는 대리운전으로 발생하는 범죄의 현황과 대책을 개괄적으로 조망하고자 한다.

A study on the Diagnosis Program Development for Street and House CCTV Installment. In our society, there are dangerous factors increasing which threaten citizen's life and property. Recently, CCTV becomes an important factors. This is due to the fact that there are dangerous factors increasing which threaten citizen's life and property. The local government need to responsible for citizen's safety. In order to make safety local community, the government need to improve and support policies for citizens. The role of CCTV for crime prevention is to increase police power and budget. Also, in order to make local community, not only police, local community but also citizen need to make effort. The purpose of this study is to analyze crime prevention diagnosis about crime prevention, analyzing the environment's problem and suggesting problem solving. The content of this study consist of introduction in chapter 1, theoretaical consideration in chapter 2, crime prevention diagnosis in chapter 3, conclusion in chapter 4.
