A Study of the Determination of the Priority of Strategies for the Activation of the Business Ecosystem of Big Science: With a Focus on Nuclear Fusion and Accelerator Devices (거대과학 산업생태계 활성화 전략의 우선순위 결정에 관한 연구: 핵융합과 가속기 장치를 중심으로)

  • Big science such as nuclear fusion accelerators shares the characteristic of requiring long-term and massive budget input, human power, and related state-of-the-art technology. Because big science, by nature, thus requires large-scale budgets and facilities yet harbors the possibility of failure, most projects are led by the government. When the actual circumstances are examined, however, such projects are often implemented through the formation of cooperative relations with small and medium businesses (SMBs) possessing outstanding technological capacity. On the other hand, the reality is that the entry of corporations into the business ecosystem of big science is not easy and that even those that have once entered big science likewise fail to find sales outlets for technology that they have developed following the supply of single items, thus leading their technological capacity to lie idle. Consequently, based on an awareness of the problem, the present study seeks to propose strategies for activating the business ecosystem of nuclear fusion and accelerators and to present alternatives regarding which policy tasks must be pursued first by using the analytic hierarchy process (AHP) technique. The present study derived the four policy alternatives of approach, care, expansion, and infrastructures in accordance with the results of empirical analysis to activate the business ecosystem of nuclear fusion and accelerators and analyzed their priority in terms of urgency and effectiveness, the results of which were, in this order: care-approach-expansion-infrastructures. The significance of such research results lie in presenting the policy direction when the government determines which policy task must be pursued first and implements strategies for the activation of the business ecosystem of nuclear fusion and accelerators with limited financial resources in the future.

  • Since the Korean economic development path has been unique compared to other counties, it is necessary to build an incubation ecosystem matching with unique economic environment in Korea. In order to revive the dynamism of the economy, establishment of the incubator ecosystem should be a policy priority so that ventures with innovative ideas and challenging minds can grow into a global stage. The purpose of this study is to derive the policy implications for establishing ecosystem and infrastructure by comparing to other OECD countries such as US, Israel, Finland, and Japan that can offer meaningful policy implications to Korea. For this purpose, the most appropriate model for explaining the incubation ecosystem in Korea was designed. PCII Model (People, Capital, Incubating, Infra) has 4 elements. It provides a framework for incubation of entrepreneurship, funding for start-up, incubation course, establishment of business foundation infrastructure. The comparative analysis was conducted with 12 sub-items under 4 elements and qualitative and quantitative evaluations were performed for each category. As a result of the comparative analysis, Korea's incubation policy seems to be still in the initial stage in terms of establishment of ecosystem compared to other countries. Therefore, a systematic approach based on the ecosystem model is needed other than the short-term incubation policy.

SSQUSAR : A Large-Scale Qualitative Spatial Reasoner Using Apache Spark SQL (SSQUSAR : Apache Spark SQL을 이용한 대용량 정성 공간 추론기)

  • In this paper, we present the design and implementation of a large-scale qualitative spatial reasoner, which can derive new qualitative spatial knowledge representing both topological and directional relationships between two arbitrary spatial objects in efficient way using Aparch Spark SQL. Apache Spark SQL is well known as a distributed parallel programming environment which provides both efficient join operations and query processing functions over a variety of data in Hadoop cluster computer systems. In our spatial reasoner, the overall reasoning process is divided into 6 jobs such as knowledge encoding, inverse reasoning, equal reasoning, transitive reasoning, relation refining, knowledge decoding, and then the execution order over the reasoning jobs is determined in consideration of both logical causal relationships and computational efficiency. The knowledge encoding job reduces the size of knowledge base to reason over by transforming the input knowledge of XML/RDF form into one of more precise form. Repeat of the transitive reasoning job and the relation refining job usually consumes most of computational time and storage for the overall reasoning process. In order to improve the jobs, our reasoner finds out the minimal disjunctive relations for qualitative spatial reasoning, and then, based upon them, it not only reduces the composition table to be used for the transitive reasoning job, but also optimizes the relation refining job. Through experiments using a large-scale benchmarking spatial knowledge base, the proposed reasoner showed high performance and scalability.

Feasibility Study on the Introduction of the Transfer-Traffic System to Tourist Resorts (Focused on Naejang Mt. National Park) (관광지 환승 교통시스템 도입 타당성에 관한 연구 (내장산국립공원을 중심으로))

  • Tour traffic takes largely place at certain limited period of time so that it is desirable to adopt some kind of software-typed approaches like the introduction of a new traffic system rather than hardware-typed ones of extension or construction of roads, and which naturally leads to the need of establishing a new tour traffic policy that makes the most profit at the lowest cost. In this research, I studied cognitive characteristics of traffic congestion of tour traffic and non-tour traffic and constructed a transfer traffic-choice behavior model for the introduction of transfer-traffic system and examined its influence factors. As a result, it is revealed that respondents feel much more the cognitive strength of traffic congestion at tourist resorts than they feel usually at non-tourist sites. That means the necessity of the introduction of the policy that enhances access to tourist resorts. In closing, through the transfer-traffic choice behavior model, I identified the fact that the introduction of transfer-traffic system could convert the trend of highly frequent use of passenger cars on tourism season into public transportation use, which shows that relevant policy-makers ultimately need to make a comprehensive policy considering traffic aspect in revitalizing tour resorts.

  • South Korea is currently facing multiculturalism, appropriately demanding broadened view and access to the study of Unification, especially in terms of who should be the subject. In congruence, recent Unification Education studies are proposing values stressed in Multiculturalism to function as the core ground, upon which other traits and contents are to follow. Similarly, Christian Education field is also reflecting the recent trend, welcoming 'everyone' to participate in preparing reunification of Korean Peninsula. However, most studies consist of suggesting and introducing directions for new approaches, not so much of dealing with systems or guidelines for practical practices. Information provided in fragments can rather cause confusion in understanding the concept, and lack of specific guidelines can soon lead to poor performances. In this study, Universal Design for Learning (UDL) is introduced as a methodology to be examined, whether it could effectively embody and systemize the newly emerged Multicultural Christian Unification Education. Therefore, the purpose of this study is 1) to generalize the concept of Christian unification education introduced in the multicultural era and 2) examine whether UDL is suitable for uniformizing and spreading the Multicultural approach of Christian Unification Education. Specifically, this study highly focused on examining whether UDL is a suitable methodology to achieve the goal of Multicultural Christian unification education, while uniformizing the diversities within multicultural Christian Unification Education. Through a thorough research, it was proved that the purpose and characteristics of multicultural Christian unification education are similar to those of UDL in that both focus on accepting heterogeneity as something "different" rather than something "wrong." Also, it was found that the application of the theory and guidelines of UDL can effectively unify while respecting the diverse methodologies used in Multicultural Christian Education.

Study on analysis of PAHs in consumer products (공산품 함유 PAHs 분석법에 관한 연구)

  • Polycyclic aromatic hydrocarbons (PAHs) that are carcinogenic and persistent will be restricted in consumer products from December 27, 2015 by EU REACH regulation. Pretreatment using Soxhlet extraction and quantitative analysis by GC-MS were studied to develop the method for analyzing 18 PAHs in consumer products as well as to detect the amounts and the kinds of PAHs in consumer products such as grips of a bag and a hammer, a cable and a plastic sandal. Linearity and precisions were evaluated by analyses of the standard PAH solutions ranging from 0.3125 mg/L to 5.00 mg of each of 18 PAHs. Linearity of resulting standard curves for all 18 PAHs were obtained with $R^2$ above 0.999. Precisions of the retention times and the peak areas were found to be 0.00%~0.05% and 1.16%~3.69% of relative standard deviations, respectively. The recoveries for spiked samples were all around 95%~105% after Soxhlet extration using three different solvents such as dichloromethane, hexane and toluene. The limits of quantitation for 18 PAHs in solutions and polymer samples by GC-MS were evaluated to be 0.327 mg/L (Benzo[ghi]perylene)~0.464 mg/L (Acenaphthylene) and 1.635 mg/kg (Benzo[ghi]perylene)~2.32 mg/kg (Acenaphthylene) based upon dilution factor of 5, respectively. Under the developed analytical method, only trace amounts of phenanthrene were detected in three samples while 15 kinds of PAHs including phenanthrene were detected in a grip of hammer with concentrations of maximum 83.4 mg/kg of Phenanthrene and minimum 8.5 mg/kg of Acenaphthylene. Further studies are needed to decrease the quantitation limit and to check the feasibility of decreasing Soxhlet time as well as to demonstrate cases that the clean up is required.

Investigation of Aircraft Plume IR Signature for Various Nozzle Configurations and Atmospheric Conditions (노즐형상 및 대기조건에 따른 항공기의 플룸 IR 신호 연구)

  • Nozzle configurations and atmospheric conditions play a significant role in the infrared signature level of aircraft propulsion system. Various convergent nozzles of an unmanned aircraft under different atmospheric conditions are considered. An analysis of thermal flow field and nozzle surface temperature distribution is conducted using a compressible CFD code. It is shown that the IR level in rear direction is considerably reduced in deformed nozzles, whereas the IR level in adjacent azimuth angles is increased in aspect ratios around 6 due to the plume spreading effect caused by high aspect ratio of nozzles. In addition, an analysis of atmospheric transmissivity for various seasons and observation distance is conducted using the LOWTRAN 7 code and subsequently plume IR signature is calculated by considering atmospheric effects. It is shown that the IR signature is reduced significantly in summer season and near the band of carbon dioxide in case of relatively close distance.

  • After Bitcoin was proposed by Satoshi Nakamoto in 2009, studies have been carried out to apply the Block Chain technology in various environment, which was applied as a distributed transaction of Bitcoin. Smart contracts, voting and proof of ownership of digital contents are typical applications of Block Chain. They used the feature that it is impossible to modify or delete once recorded facts. They also applied to prove relevant facts and to provide data integrity. The applied cases are mainly made in an environment where the data should or could be open to the public, and they have been proposed as solutions to solve the problems occurred in relations. This fact has led to the attention that Block Chain can be applied as a good alternative in similar circumstances. In this study, real estate market service was selected to expand the application range of Block Chain. Although there are about 250 applications and web services in total, the satisfaction is not high due to false offerings. Thus we propose a countermeasure against the problem by applying the Block Chain to the real estate market service, and investigate the research direction of the Block Chain in the future market.

Research trend on the sociocultural approaches to science learning identity for the realization of 'Science Education for All' ('모두를 위한 과학교육'을 실현하기 위한 과학 학습 정체성에 대한 사회문화적 접근 연구 동향 분석)

  • This study posits that a more equitable science education is possible through analyzing the sociocultural mechanisms that operate in the participation and marginalization in science learning process, and therefore aims to review research trends in this area of science education. To do so, the study analyzed 85 articles that adopted a sociocultural approach to science learning identity in major international journals. The review was organized into 1) overall trends such as the number of articles by year, country, learner's sociocultural background, research context and research methods, and 2) a more in-depth analysis of the main research problems and conceptual frameworks along with concrete research examples. The study found that the current research works in this area have contributed to broadening the idea of legitimate learners in science education by considering learners' various sociocultural identities as the positive resource for learning based on the premise that science learning occurs as identity formation through participating communities of practice, and critiquing the culture or discourses that oppress such identity formation. The studies in this area also brought up the equity issue in science education in ways which embrace various learners that had been marginalized in the traditional science class and facilitate their agency. Based on these findings, the study made a case for analyzing various sociocultural mechanisms relating to the participation and marginalization in science learning to realize 'science education for all Koreans' and proposed future research direction.

An Structural Design for Cyclone Tower's Connections Using Diagrid System (다이아그리드 구조시스템의 접합부개발과 성능평가)

  • Recently, High-rise building are irregular-shaped to be city landmarks and function as vertical cities to enable the efficient use of land. 3T (Twisted, Tilted & Tapered) designs are being suggested for irregular buildings and studies to develop new structural system have been actively made to satisfy slender shape ratio. In diagrid system, not only gravity load but also lateral load is delivered based on the triangular shape of diagrid, so most of columns are eliminated. Because shearing force is delivered by the axial behavior (tensile/compressive) of diagrid to minimize shearing deformation, the system is more applicable to irregular buildings than existing system where shearing force is delivered by the columns. In this study, the process of selecting connection details and the structural safety of the selected details are verified using the finite element analysis with focus given to the construction overview of the Cyclone Tower. However, the relersed methods of stress concentration are suggested and the performance of stress concentration relieves that it's suggested for the appropriate cap plate thickness and extended length.
