The breakwaters are designed by considering the cost optimization because a human risk is seldom considered. Most breakwaters, however, were constructed without considering the cost optimization. In this study, the optimum return period, target failure probability and the partial safety factors were evaluated by applying the cost optimization to the rubble mound breakwaters in Korea. The applied method was developed by Hans F. Burcharth and John D. Sorensen in relation to the PIANC Working Group 47. The optimum return period was determined as 50 years in many cases and was found as 100 years in the case of high real interest rate. Target failure probability was suggested by using the probabilities of failure corresponding to the optimum return period and those of reliability analysis of existing structures. The final target failure probability is about 60% for the initial limit state of the national design standard and then the overall safety factor is calculated as 1.09. It is required that the nominal diameter and weight of armor are respectively 9% and 30% larger than those of the existing design method. Moreover, partial safety factors considering the cost optimization were compared with those calculated by Level 2 analysis and a fairly good agreement was found between the two methods especially the failure probability less than 40%.

Although the existing performance-based design method for the vertical breakwater evaluates an average sliding distance during an arbitrary time, it does not calculate the probability of the first occurrence of an event exceeding an allowable sliding distance(i.e. the first-passage probability). Designers need information about the probability that the structure is damaged for the first time for not only design but also maintenance and operation of the structure. Therefore, in this study, a time-dependent reliability design method based on a stochastic process is developed to evaluate the first-passage probability of caisson sliding. Caisson sliding can be formulated by the Poisson spike process because both occurrence time and intensity of severe waves causing caisson sliding are random processes. The occurrence rate of severe waves is expressed as a function of the distribution function of sliding distance and mean occurrence rate of severe waves. These values simulated by a performance-based design method are expressed as multivariate regression functions of design variables. As a result, because the distribution function of sliding distance and the mean occurrence rate of severe waves are expressed as functions of significant wave height, caisson width, and water depth, the first-passage probability of caisson sliding can be easily evaluated.

심해로부터 해안으로 전파해오는 파랑은 해저지형 또는 구조물 등의 영향을 받아 반사, 쇄파 등과 같은 변형을 겪게 되며, 이와 같은 파랑은 연안침식 및 해안구조물의 안전과 설계에 영향을 미친다. 수중방파제(submerged breakwater)는 입사하는 파랑에너지를 대규모로 감소시켜 연안침식을 방지할 뿐만 아니라 방파제를 수중에 건설함으로써 해역환경의 개선을 가능하게 한다. 또한, Bragg반사를 이용하여 수중방파제를 건설할 경우, 연안의 불필요한 침식 및 퇴적현상을 최소화할 수 있을 뿐만 아니라 입사파에 의해 발생하는 해안구조물의 손상을 사전에 방지 할 수 있다. 아울러, 항만의 정온도를 향상시키는데 효과적으로 이용할 수 있다. A mariner feels the ship-handling difficulty when the vessel onboard passes through breakwater. Until now, there is no a layout design of breakwater to take into account the ship-handling difficulty for the mariner. 11Us paper reproduced this situation which ship-handling is difficult by using marine traffic flow simulation, and it applied to Environmental Stress Model as the assessment model which is a quantitative model for evaluating the difficulty of ship-handling arising from restriction in maneuvering water areas and arising from traffic congestion The results are as follows. (1) The layout change of breakwater has little influence for reduction of ship-handling difficulty in the areas of vessel traffic volume. (2) In the situation of same breakwater width, difference of ship speed has an effect on decrease of ship-handling difficulty. (3) Expansion of breakwater width decreases ship-handling difficulty quantitatively.

In this study, we get an analytical solution for the diffraction and multi-reflection around a semi-infinite breakwater and breakwaters with a gap by using the solution of Penney and Price (1952). We find analytical solutions for single- and multi-reflections around the breakwaters by assuming that the reflected waves are regarded to be those diffracting through a breakwater gap. On the basis of these solutions, it is possible to understand the wave diffraction with different cases of incident wave direction and breakwater layout. These solutions may help harbor engineers to understand the phenomena of diffraction and multi-reflections around the breakwaters. These solutions may also be used to evaluate the applicability of wave transformation models which are used in designing coastal structures.

A Monte-Carlo simulation method is proposed which can evaluate the target failure/safety levels on any failure modes of harbor structures as a function of central safety factor. Unlike the calibration method based on the average safety level of conventional design criteria, the target failure/safety level can be directly evaluated by only using central safety factors of the harbor structures which have been designed by safety factor method during the past several decade years. Several mathematical relationships are represented to straightforwardly connect the conventional safety factor design method with reliability-based design method. Even though limited data have been used in applying Monte-Carlo simulation method to sliding failure mode of the vertical breakwaters, it is found that target reliability indices evaluated by the suggested method in this paper is satisfactorily agreement with new criteria of reliability index of Japan.

방파제 설계시 고려되는 파랑하중에 대한 설계 방법으로 기존 설계는 정수압만을 고려한 정적해석을 실시하였으며 최근 설계에서는 정정해석과 동적해석을 동시에 실시하고 있다. 하지만 이때의 동적해석 방법은 파랑하중에 의한 파압을 구조물내의 임의의 지점에서만 산정하여 등가파압으로 적용하여 해석을 하고 있다. 본 연구에서는 방파제의 경사면뿐만 아니라 해저지반에서의 파압을 추가적으로 고려함과 동시에 등 가파압이 아닌 모든 절점에서의 파압을 산정하여 파압을 적용하였다. 그 결과 현재의 설계법과 본연구의 설계법으로 구한 침하량의 값이 상당한 차이를 나타내고 있다.
