집중탐구 - 닭·오리 농장·부화장에 CCTV 의무설치

  • 7월 1일부터 조류인플루엔자(AI) 등 가축전염병에 신속히 대응할 수 있도록 닭 오리 농장에 폐쇄회로(CCTV) 설치가 의무화된다. 살충제 사용을 위반한 산란계 농가는 전문 업체를 통한 해충 방제를 의무적으로 실시해야 한다. 농어촌에 거주하면서 영농 창업을 희망하는 비(非)농업인도 귀농인에 준해 창업이나 주택 구입 등에 필요한 자금을 지원받을 수 있게 됐다. 농식품 계열 대학에 재학 중인 고학년 학생들은 졸업 후 농업분야 취 창업을 조건으로 등록금 전액을 지원받을 수 있는 장학금에 도전해볼 수 있다. 기획재정부가 내놓은 농림축산식품부 소관 '2019년 하반기 달라지는 주요 제도'를 소개한다.

  • 이 논문은 현재 해양오염관리의 패러다임을 분석하고 시스템 과학화에도 불구하고 드러난 초동대응 실패, 대응체계혼선, 피해 최소화 실패 등 문제점과 이를 통한 변화의 전조와 인과관계를 동시에 고려할 수 있도록 인과지도(Causal Map)를 작성하여 변화를 분석했다. 현재 패러다임의 지배적 피드백 루프(Dominant Feedback Loop)를 파악하고 이를 통해 유출원을 신속하게 봉쇄할 수 있는 장비 개발과 더불어 피해자로만 인정하는 지역주민에 대하여 방제활동 및 전략수립을 결정하는 자원으로 전환시킬 수 있도록 프로그램 개발과 더불어 지원, 협조되는 기관의 증가에도 현장에서 신속하게 판단할 수 있는 체계로 개선되어야 한다.

  • Kwangyang Yeosu Port is consisted of narrow strait and inclosed harbor and also where is frequently occurred maritime pollution accidents at seas bemuse of a lot of sea traffics for major oil refining company including Yeocheon National Complex. In the paper, we suggest methods to quickly remove the pollutants at seas form maritime pollution accidents in kwangyang Yeosu Port and also protect environmental life and property.

  • That occur in the ocean and the efficient management of marine litter on marine pollution oil spill response one step further strategies are needed. Marine pollution accidents occurred in 2011, a total of 287 and was found in runoff 369 kL, respectively compared to the previous year decreased by 13% and 39%. Average amount of marine materials during 5-years represent the oil flow of 310.5 kL (heavy fuel oil of 106.0 kL, diesel of 178.9 kL, oily bilge water of 22.3 kL, other oil of 7.7 kL) and the waste of 62.3 tons, the hazardous and noxious substances (HNS) was 510.6 kL. Marine emissions in 2011 by type of waste that a total amount of dumping 3,972 $m^3$, and livestock manure 795 $m^3$(20%), waste water 1,431 $m^3$(36%), sewage sludge 887 $m^3$(22%), wastewater sludge, 813 $m^3$(21%), manure 5 $m^3$(0.1%), other 41 $m^3$(0.9%), respectively. The concept of marine waste and needs to be more clearly defined. Integrated management of hazardous chemicals according to the incident management system should be established. To remove of coastal pollution, response officer needs korean coast response system. Like the marine pollution response, coastal pollution response systems also require step response.

Distribution Analysis of Optimal Equipment Assignment Using a Genetic Algorithm (유전알고리즘을 이용하여 최적화된 방제 자원 배치안의 분포도 분석)

  • As a plan for oil spill accidents, research to collect and analyze optimal equipment assignments is essential. However, studies that have diversified and analyzed the optimal equipment assignments for responding to oil spill accidents have not been preceded. In response to the need for analyzing optimal equipment assignments study, we devised a genetic algorithm for optimal equipment assignments. The designed genetic algorithm yielded 10,000 optimal equipment assignments. We clustered using the k-means algorithm. As a result, the two clusters of Yeosu, Daesan, and Ulsan, which are expected to be the largest spills, were clearly identified. We also projected 16-dimensional data in two dimensions via Sammon's mapping. The projected data were analyzed for distribution. We confirmed that results of the simulation were better than those of optimal equipment assignments included in the cluster.In the future, it will be possible to implement an approximate model with excellent performance based on this study.

  • This paper is to identify the dynamic phenomenon of the marine pollution management that is connected directly or indirectly by using system dynamics analysis. The method used herein is based on system dynamics analysis that analyzed the sub-systems for marine pollution management. Furthermore designed feedback loop between system elements. And made total casual map of marine pollution management. The main results of the paper are the following : 1. It's necessary to equipments and technology development and law revision for feedback loop slump of initial measures delay in oil spill. 2. It should be come up with partnerships and new business for community corrosion non-proliferation caused by social conflicts. 3. Marine pollution management should be an obligation that must be minimized to include social conflicts in the community and national levels besides oil spill response on-site. This model confirmed the hidden cause of delay by existing response plans, manuals and programs. And oil spill response in broader sense is more important from now on. The result can be useful in the guidance of marine pollution and management.

Analysis of the Effect of Temperature on the Pesticide Efficacy and Simulation of the Change in the Amount of Pesticide Use (온도가 농약효과에 미치는 영향분석 및 농약사용량 예측 모의실험)

  • Pest population density models are very important to monitor the initial occurrence and to understand the continuous fluctuation pattern of pest in pest management. This is one of the major issues in agriculture because these predictions make pesticides more effective and environmental impact of pesticides less. In this study, we combined and predicted the mortality change of pest caused by pesticides with temperature change and population dynamic model. Sensitive strain of two-spotted spider mite (Tetranychus urticae Koch) with kidney bean leaf as host was exposed to mixed acaricide, Acrinathrin-Spiromesifen and organotin acaricide, Azocyclotin, at 20, 25, 30, and $35^{\circ}C$, respectively. There was significant difference in mortality of T. urticae among pesticides and temperatures. We used DYMEX to simulate population density of T. urticae and predicted that the initial management time and number of chemical control would be changed in the future with climate change. There would be implications for strategies for pest management and selection process of pesticide in the future corresponding climate change.

  • 본 논문에서는 Unmaned Aerial Vehicle(UAV)를 이용하여 양식어장에 유입될 수 있는 적조 모니터링에 대한 연구를 실시하였다. 적조는 한반도 주변 해역을 포함한 전 세계 연안 지역에서 물고기의 집단 폐사, 해안구조물에 대한 물리적 손상등과 같이 사회 경제적인 피해를 야기 시켜왔고, 최근 해수면 온도상승과 같은 기후 변화에 의한 영향으로 증가되고 있는 실정이다. 특히 남해안과 같이 생활하수가 다량 유입되고 저층에 퇴적된 영양물질이 용출되는 곳에서 상습적으로 발생한다. 1995년에 발생한 코클로디니움에 의한 적조는 764억원의 기록적인 피해를 입히면서, 적조에 대한 신속한 대응과 효과적인 방제작업의 필요성이 대두되었다. 이렇게 양식어장 운영에 다양한 문제가 발생이 된 후 대응하는 것보다 모니터링을 통해 사전에 유입을 차단하고 대처하는 연구가 필요하고 판단된다. 원격탐사를 활용한 적조 탐지 및 모니터링 연구는 UAV에서 취득한 RGB color 영상을 통한 적조 추출 및 분석, 시계열 분석을 위한 영상자료 수집, 현장관측 자료와 위성영상에서 추출한 클로로필 농도 비료글 통해 이루어 졌다. 또한 매년 발생하는 적조생물에 관한 속성정보를 통해 적조발생지역에 대한 적조생물종과 국내 연안에서 발생한 적조의 발생 범위 등의 정보를 지리정보기반에 의한 공간분석을 실시하였다.

A Study on the Development of an Oil Sweep System for Small Patrol Vessels (소형 경비함정 장착용 유흡착장비 개발에 관한 연구)

  • Due to limitations in responding to oil spill incidents that are urgent or that cover a wide area with only oil spill response vessels, Korea Coast Guard (KCG) patrol vessels are utilized. In this study, we have developed an oil sweep system suitable for small patrol vessels. The equipment consists of three components - fixed support, poles, and slide fixers - and can be fastened with a toggle pin to a fall prevention bar on small patrol vessels without welding or additional efforts for installation. The respective weights of each component - fixed support, poles (2 pcs), and slide fixers (4 pcs) - are approximately 9.2 kg, 6.5 kg, and 3.5 kg. The 3 m-pole, which is rotatable 180 degrees horizontally, is folded deckward when replacing oil absorbents. As the development of this equipment has improved the method of deploying and retrieving oil absorbents on KCG small patrol vessels, we expect that more efficient oil spill cleanup will be possible.

A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.
