A Study of Smart Robot Architecture and Movement for Observation of Dangerous Region (위험지역 감시스마트로봇의 설계와 동작에 관한 연구)

  • Catastrophic disasters are sprouting out recently, i.e., the radiation leaks and the hydrofluoric acid gas leaks, etc. The restoration work for these kinds of disasters is very harmful and dangerous for human beings to handle themselves, thus allowing manless robots to fly the reconnaissance planes over to the disaster stricken areas and do the necessary work instead. For this endeavor and purpose, we created and tested an intelligent robot that can inspect those areas, using Mbed (ARM processor) technology temperature sensors and gas sensors aided by CAM (Computer-Aided Manufacturing) cameras. Also, HTTP Server, PC, androids and their combined efforts allow their remote controlled operation from far away with timing control. These intelligent robots can be on duty for 24 hours, minimizing the accidents and crimes and what not, and can respond more quickly when these misfortunes actually happen. We can anticipate the economic effects as well, derived from the reduced needs for hiring human resources.

  • Korea has set up a radiation emergency planning zone based on the 「Act on Physical Protection and Radiological Emergency」 to protect residents living near nuclear power plants in the event of nuclear disasters. Little research has been conducted on the appropriateness of existing nuclear evacuation facilities because of a general lack of interest in nuclear accidents. This research addresses this gap by analyzing the location adequacy of evacuation facilities in Busan's emergency protection planning area based on vulnerable populations and accessibility analyses. The Gijang-gun which has the greatest risk, shows that only 4.05% of the total urban area was included in the evacuation service area within 5 minutes while only 36.93% of Geumjeong-gu and 37.23% of Haeundae-gu were included in the evacuation-enabled area. In addition, evaluation facilities in the elderly population hotspots were lacking, and there was a wide gap between dongs within the same Gu. Thus, additional evacuation facilities need to be designated and installed considering the spatial equity between areas and safety of both the public and vulnerable populations.

  • The habitability of a reactor control room in a French 1300 MWe P'4 type PWR has been evaluated through the exposure dose assessment for the reactor operator following a Loss of Coolant Accident. The main hypotheses adopted in this evaluation are based on the French Standard Safety Analysis Report. A simple computer program, named COREX(Control Room EXposure), was developed to calculate : the time-integrated radioactivities released from the reactor building, the volume factors for radionuclides concerned and the resulting time-integrated external whole body and internal thyroid doses to the reactor operators staying in the control room up to 30 days following the LOCA. The results obtained in this study, on the whole, well agreed with those proposed by the EDF(Electricite de France) except for the case of the whole body exposure, which was attributed to the differences in the volume factors for the radionuclides concerned.

  • The amount of the radionuclide release to the environment during a LOCA and its radiological consequence are assessed, for a 900MWe French PWR which is similar to the KNU 9/10, according to RFS V.1.a, in which the source term has been revised more conservatively after the TMI accident. The assessed result shows that the whole body and thyroid doses at the site boundary(500m) for 2 hours after the release are 66 mrem and 13.5 rem, respectively, and are within the corresponding limits. It is expected, however, that the thyroid dose would exceed the limit if the fraction of the organic iodine is over 10% of the iodine inventory.

  • In Fukushima accident, when the severe accident such as a natural disaster happens, it is impossible to monitor the plant status due to a extreme environment and station blackout and most I&C systems break downs. Finally, these cause the loss of emergency cooling function and thus results in a hydrogen explosion and radiation leak. In this paper, the emergency response system is introduced that monitors and controls properly when the sever accidents like Fukushima accident happen, And the performance requirements of a wireless communication system used in the emergency respons system is described and the performance of emergency communication system is analyzed using the markov model.

  • Nuclear power provides 30% of our country's power, which acts as one of the most important power sources. But on March 11, 2011, the earthquake that hit Northeast Japan with a 9.0 magnitude, known as the Fukushima Reactor Leak Incident has created fear in the public's mind that 'nuclear power is unstable'. The reason for such distrust are many but inaccurate reports of the incident by the media has added to the fear. This paper will analyze the contents of the media report of the heavy water leakage in reactor 3 at the Wolsong Nuclear Power Plant on October 4, 1999 to discover the problematic areas and ascertain a more appropriate method of media coverage.

  • Advanced spent fuel Conditioning Process(ACP) project which is under development for efficient spent fuel management has finished process feasibility study and is preparing $\alpha$-${\gamma}$ type hot cell construction for process experimentation. Radiation dose evaluation for the radioactive nuclides were preliminarily performed for normal operation and accident case with the basic concept design report, the meteorological data and the recent site specific data. According to the production and release rate of nuclides, dose evaluations for residents around facility were performed. The evaluation result shows a safe margin for regulation limits and SAR(Safety Analysis Report) limit of IMEF(Irradiated Material Examination Facility) where this facility will be constructed.

  • This review article indicated accident examples in the past and discussed dangerousness according to these examples. In addition, the ways to remove radioactive ions in radioactive waste, they were divided broadly and enumerated experimental case. These were many results of the experiment and patents used various ways complexly, but domestic technology prowess lower than foreign technology prowess. Even in case of accidents that could happen afterwards, it is essential for growth and competitiveness of domestic technology. Through this article, it considered today's technology for removing radioactive ions and was trying to find out about the possibility of development.

A Feasibility Study for Decision-Making Support of a Radioactive Contamination Model in an Urban Environment (METRO-K) (도시환경 방사능오염 평가모델 METRO-K의 대응행위 결정지원을 위한 실용성 연구)

  • A Korean urban contamination model METRO-K (${\underline{M}}odel$ for ${\underline{E}}stimates$ the ${\underline{T}}ransient$ Behavior of ${\underline{R}}adi{\underline{O}}active$ Materials in the ${\underline{K}}orean$ Urban Environment, which is capable of calculating the exposure doses resulting from radioactive contamination in an urban environment, is taking part in a model testing program EMRAS (${\underline{E}}nvironmental$ ${\underline{M}}odelling$ for ${\underline{RA}}diation$ ${\underline{S}}afety$) oragnized by the IAEA (${\underline{I}}nternational$ ${\underline{A}}tomic$ ${\underline{E}}nergy$ ${\underline{A}}gency$). For radioactive contamination scenarios of Pripyat districts and a hypothetical RDD (${\underline{R}}adiological$ ${\underline{D}}ispersal$ ${\underline{D}}evice$), the predicted results using METRO-K were submitted to the EMRAS's Urban Contamination Working Group. In this paper, the predicted results for the contamination scenarios of a Pripyat district were shown in case of both without remediation measures and with ones. Comparing with the predictied results of the models that have taken part in EMRAS program, a feasibility for decision-making support of METRO-K was investigated. As a predicted result of METRO-K, to take immediately remediation measures following a radioactive contamination, if possible, might be one of the best ways to reduce exposure dose. It was found that the discrepancies of predicted results among the models are resulted from 1) modeling approaches and applied parameter values, 2) exposure pathways which are considered in models, 3) assumptions of assessor such as contamination surfaces which might affect to an exposure receptor and their sizes, 4) parameter values which are related with remediation measures applied through literature survey. It was indentified that a Korean urban contamination model METRO-K is a useful tool for dicision-making support through the participation of EMRAS program.

지상파 DMB 기반의 긴급재난 방송 서비스

  • 기상이변에 의한 자연재해나 방사능 유출, 가스폭발 등에 의한 인재는 예보방송도 중요하지만 사고 현장에 있는 사람들에게 현재의 상황 정보를 전달하고 행동지침 요령을 전달하여 2차 피해를 예방하고 재난 지역 및 재산상의 손실을 최소화 시킬 수 있기 때문에 긴급 재난 방송 또한 매우 중요하다. 지상파 DMB는 휴대폰, PMP(Portable Multimedia Player), 내비게이션 등과 같이 개인 휴대 단말기와 결합된 형태로 보급되어 보급률 및 사용률이 매우 높으며 이동 중에도 별도의 비용 없이 양질의 데이터 수신이 가능하기 때문에 긴급 재난 방송 서비스를 시행하는데 있어 가장 최적화 된 모델로 평가된다. 이에 본고에서는 국내 재난방송의 특성을 살펴보고 지상파 DMB를 이용하여 어떻게 긴급 재난 방송 서비스를 할 수 있는지 서비스의 구조와 특성에 대해 알아본다. 또, 향후 긴급 재난 방송이 우리 생활에 끼치는 영향과 앞으로의 해결되어야 할 문제점에 대해 고찰한다.
