A Study on the Effect of Expansion of Responsibilities and Obligations for Construction Accidents on Improvement of Safety Management System (건설재해 책임 및 의무 확대가 안전관리시스템 개선에 미치는 영향에 관한 연구)

  • Purpose: To study the effect of the amended Occupational Safety and Health Act on the expansion of the employer's responsibility and obligations and the evaluation of the employer on the improvement of the safety management system. Method: An academic discussion was conducted by comparing the contents of previous studies with the analysis results. A questionnaire was prepared using the measurement tools collected from previous studies, and statistical multiple regression analysis was performed with the collected data. Result: Research hypothesis It was found that the expansion of responsibility and obligations of the business owner and the reinforcement of the employer's evaluation of the ordering party had a positive (+) effect on the improvement of the safety management system. Conclusion: The expansion of the responsibility and obligations of the employer and the strengthening of the evaluation of the owner of the orderer are having a positive effect on the improvement of the construction safety management system for the prevention of construction accidents.

  • The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

  • Purpose: In order to establish a safety management system led by an orderer in the construction industry, the orderer should be positioned at the peak of the construction industry safety management system and a system that can effectively support safety supervisors who can assist the orderer's role should be reflected. Method: This study collected and analyzed data on the status of safety management of construction business owners through prior research on safety management of construction business owners and a survey on the actual condition of those involved in the construction business. Results: The top priority is to improve the safety awareness and safety management capabilities of the orderer, and through these efforts, the orderer-led safety management system will be established when a national consensus on the responsibility of the orderer, such as the Serious Accident Punishment Act and the Occupational Safety and Health Act, is formed in the event of an accident such as a serious accident. Conclusion: In order to establish a safety management system led by an orderer in the construction industry, it contributes to disaster prevention by positioning the orderer at the peak of the construction safety management system and reflecting a system that can effectively support safety supervisors who can assist the orderer's role.

  • The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

  • The purpose of this study is to study how to draw up a safety guarantee certificate and its future expected effects in connection with the Industrial Safety and Health Act as it becomes mandatory to draw up a safety guarantee led by the owner who exercises practical decision-making authority and pays for the construction work. Therefore, Therefore, this study predicts the expected effects of the health and safety guarantee on the construction industry and the weaknesses that future health and assurance have in settling in the construction industry in relation to the revised Act on Industrial Safety and Health. And It will be used as basic data on the changes that will be brought by the shipper-led preemptive safety and health management system, as well as strengthening responsibilities and safety for the role of the shipper in the construction industry.

  • CM at Risk has been introduced in Korea to keep up with the global standards of construction management and provide a higher quality of cm service in line with a rapid change of the construction industry recently. However, it is widely considered that more time would required to settle down the system due to a lack of understanding towards CM at Risk, shortage of reliability and low capability to manage and undertake CM at Risk. Therefore, this research is analyzed problems of contract types, open book policies, and contract conditions of 33 numbers of projects undertaken by a bespoke domestic construction management firm in this research. Moreover, this research is suggested a method to establish an open book policy of CM at Risk aiming a better customers satisfaction through staff training, simplifying and improving a payment system, and a way to settle down an open book policy by improving a performance management system on site. It's expected that this research will contribute to a more competitive system with more dominating the market and a differentiation of the service so as clients to rely more on the CM at Risk.

  • 최근 B2B 전자상거래 확산에 따른 물류문제를 해결하고 오프라인 물류와의 차별화롤 시도하기 위한 목적으로 다양한 물류측면의 대안이 제시되고 있다. 먼저 물류산업 자체의 e-business화를 추진함으로 기존 물류체계에서의 고비용 문제, 책임 소재가 불분명한 서비스 문제를 해결하고 운송정보의 실시간 제공을 통한 발주자, 화주자 간의 긴밀한 커뮤니케이션 형성과 해외시장을 겨냥한 글로벌 물류체계를 구축해야 한다. 다음으로 물류업종의 지나친 세분화, 기존 물류업체의 영세성과 혁신마인드의 부족, 그에 따른 제조 유통업체의 경쟁적 자가물류 확충의 악순환으로 제3자 물류시장 성장기반이 제한되어 오는 등 구조적인 문제점을 극복하기 위하여 주요 운송업체가 영세한 화주나 창고관리 위탁업무까지 대행하여 주는 지금까지의 제3자 물류 체제에서 대기업이 물류시장에 새롭게 진출하면서 사이버 물류시스템을 기반으로 기존 주요 운송업계와 VAN 사업자가 장악하고 있는 물류정보 서비스를 주도하는 제4자 물류체제로의 전환이 요구된다. 왜냐하면, SCM과 전자상거래 환경 하에서는 공급 망 내의 물류를 최적화하여 기업의 경쟁력을 강화하기 위해서 기능적 아웃소싱의 단계를 거쳐 물류기능의 통합과 운영의 자율권이 증대, 전체적인 공급연쇄 솔루션을 제공하는 서비스 제공자와 함께 기업의 경영자원, 능력, 기술을 관리하고 결합하는 공급연쇄 통합자로서 제4자 물류가 필요하기 때문이다. 이와 같은 제4자 물류체제가 본격 형성될 경우 물류정보와 인프라가 복잡하게 업혀있는 기존 물류산업이 재편되고, 특화된 물류솔루션을 바탕으로 한 산업별 물류체제 구축이 가속화될 것으로 예견되며, 일반기업 입장에서 물류부문의 아웃소싱이 촉진되어 물류산업기반이 확충될 수 있을 것이다.

U.S. Architectural Engineering Service Procurement System for Public Construction Project and Its Implication (미국 공공건설사업에서의 건설기술용역 조달시스템 고찰 및 시사점)

  • In selecting a company of A-E service provider for a public construction project, public owners make widely use the evaluation method based on the quantitative criteria to emphasize transparency and fairness instead of putting more weighting on bidders' technical capability. The selection method and process to select technically better company has been in discussion to motivate company to build up their technical capability and better quality of service. This paper examined US laws and regulations related to evaluating and selecting an A-E company for public construction project in terms of principles, process, selection committee, evaluation methods, and contract management and so on. Then deduced several implications for domestic public owner to select the most adequate company for a certain architectural service through fair and efficient way. The major findings are technical capability based selection, emphasizing owner's role and responsibility, consideration of small and mid-sized company, debriefing, and post-service evaluation.

A Study on the CM at Risk Business Model using Business Model Canvas (비즈니스 모델 캠버스(BMC)를 이용한 시공책임형 CM 비즈니스 모델에 관한 연구)

  • The domestic market of CM at Risk has not been activated yet. It was analyzed duo to the fact that construction owners didn't have confidence in CM at Risk, because of the concerns regarding CM firms reliability, service, specialty, system and feasibility. Therefore, this study analyzed the problems to find the reason for declines in orders through a business diagnosis based on the Business Model Canvas(BMC) and set up the direction of business model improvement with one on one expert interviews. Additionally, we suggested the sub-activities for the business model improvements of CM at Risk service that are divided into 9 building blocks. Through this method, we determined that we would need preceding innovation activities such as good communication with customers, reinforcement of subcontract and excellence in project operations to convert the successful practice and settlement of the CM business model based in BMC. It is expected that the business model suggested from this study would contribute to improvement of CM at Risk competition and the differentiation strategy when compared with other firms. Also, it would be used a basis data to develop CM at Risk business model in the future.
