  • Injuries and fatalities at construction site have been rated higher than other industries in Korea and moreover safety management performance has been driven at the construction site only now days. Some of the foreign countries have recently begun to drive safety management performance of the owners and designers from an early phase of the legislated and researched projects As a result, they can get rid of injury and fatality risks at an earlier phase and then they are able to prevent those accidents in the construction site. Accordingly, it is required to introduce the concept of Safety Through Design applied in these foreign countries as a part of the collaborative safety management of our domestic construction site. Therefore this study aims to suggest the role of domestic owners and designers on the basis of the foreign safety concept and to apply it as an essential part of their roles in the domestic construction projects.

  • Construction industry is based on receiving an order. So, it has a special feature that market and manufacture activity is formed by a user. For this reason, it has a great influence on other industry compare construction industry with other industry. Specially when build public structure as infrastructure, importance of owner is emphasized then private construction because the primary role of owner have a great effect on national finance. Inspite of that, the importance of a faculty and role of an owner and an ordering organ, it is weak that a study about objective and meaningful evaluation of the specially, common standard and ability of public ordering organ as a major user of domestic construction industry. So, this study define the evaluation sphere and an element of an ordering ability for develop an ordering ability evaluation guide which can evaluate objective ability of an ordering organ.

  • Large scale construction disasters such as recent Noryangjin flooding incident and Banghwadaegyo collapse accident are occurring persistently. Thereupon, the role and responsibility of the various construction participants are considered as major element to reduce disaster at the construction site. Construction industry is a process of building construction object by going through planning, designing, constructing, and maintenance controlling in which various bodies of act, from contractor to designer and builders, participate. However, the subject of current safety supervision is focused on the builder, the contract enterprise which directly employs workers, while the safety activity participation of the contractor, who exerts decision-making authority at the highest level, is excluded. Therefore, this study understands the level of awareness and reality on the safety activity of each construction participants from which the improvement plan on the contractor centered safety management system is proposed.

  • Larger and more sophisticated building construction requires more input resources such as worker, materials and devices. Growing resource volume brings risks at a construction site. The industry makes an effort to protect probable incidents at the site by organizing a safety management team. conducting a safety instruction and etc, but losses especially in the construction are higher than other industries. Major reason is that the safety management program is conducted only at the step of construction work and a root cause is not eliminated. Conventionally a concerned party shifts the blame to other parties such as constructor and site workers who are direct participants in the construction site. However, the whole causes of incidents go to the all subject of the construction not only the constructor but the client, designer and others related in the construction, and especially the clients are heavily involved in general concerns of the project. Therefore, this study is defined the role of the clients in nations and domestic condition of construction safety management is investigated. And it is analyzed surveys to prevent incidents at construction sites, and suggested the role of the clients which is classified pre and post construction, and in the middle of construction, and also categorized planning and design & construction schedule especially for the pre-construction level.
