Characteristics of Non-Point Pollutants from Forest Landuse (산림 지역의 비점오염물질 유출 특성)

  • 모니터링 자료의 부족으로 인하여 다양한 토지이용에서 발생하는 비점오염물질의 관리에 어려움을 겪고 있는 실정이다. 현재 환경부에서는 현행 토지계의 원단위를 세부적으로 분류하여 재산정하기 위하여 지목별로 장기 모니터링이 수행되고 있다. 특히, 산림 지역의 경우 도시 및 축산지역에 비하여 강우유출수의 농도는 낮더라도 유량적인 측면에 보았을 때 전체 수계에 대한 부하량 기여도는 매우 높다고 볼 수 있다. 따라서 본 연구는 장기모니터링의 일환으로 산림지역에 대한 비점오염물질 유출 특성을 파악하기 위하여 모니터링 및 분석을 실시하였으며, 이러한 결과는 향후 비점오염원 평가기반을 마련하고자 한다. 본 연구는 활엽수지역을 대상으로 2010년 4월부터 10월까지 총 16회에 걸쳐 모니터링이 수행되었으며, 시료의 성분 변화를 막기 위해 냉장기능이 있는 자동채수기를 이용하여 시료를 채취하였다. 수질분석항목은 BOD, COD, DOC, SS, T-N, $NO_3$-N, $NH_3$-N, T-P, $PO_4$-P로 총 9가지 항목을 분석하였다. 강우사상에 대한 모니터링 결과, 총강우량은 7.0~76.5mm, 강우지속시간은 1~30hr, 평균 강우강도는 0.88~18.50mm/hr의 범위를 보이고 있으며, EMC(Event Mean Concentration, 유량가중평균농도)결과 BOD는 0.4~2.4mg/L, T-N은 1.156~14.777mg/L, T-P는 0.009~0.562mg/L인 것으로 나타났으며, SS는 1.8~71.9mg/L 로 비교적 높은 값을 나타내는 것으로 분석되었다. 농도 변화 및 유출경향의 패턴을 볼 때, 유량이 증가함에 따라 농도도 점점 증가하여 첨두유량이 발생된 후 감소하는 경향을 나타내는 것으로 분석되었다. 또한 우리나라의 경우, 시험유역을 대개 산지 소유역에 설치하는 경우가 많아서 일반적으로 지연시간이 짧은 경우가 많기 때문에 이 지역 역시 강우가 내린 후 계류유출량의 증가에 영향을 주는 강우의 유출속도는 비교적 빠른 것으로 나타났다. 그리고 단기 수문곡선상에서 강우량이 많을 시 유출이 빠르게 일어나 첨두 유량에 도달하는 시간이 짧고, 강우량이 적을 시에는 첨두 유량의 출현시간이 늦어지는 것을 볼 수 있었다.

Estimation of Water Pollution Load Based on Watershed Unit in Bocheong Seream (보청천에 대한 유역단위의 오염부하량 산정)

  • 현재 오염총량관리제를 시 군 단위의 기초자치 단체별로 시행하고 있는데 실제로 오염물질의 전달은 행정구역단위가 아닌 유역내에서 이루어지진다. 따라서 본 연구에서는 기초자치 단체별이 아닌 유역단위로 오염부하량과 삭감량을 산정함으로써 유역 단위의 오염총량관리제 계획 수립을 위한 토대를 제공하고자 한다. 본 연구에서는 보청천 유역을 대상으로 유역의 오염부하량을 산정하고자 하였다. 이를 위하여 지리정보시스템(GIS)인 WMS(Watershed Management System)와 ArcView를 이용하여 유역의 지형인자들을 추출하고, 각 소하천의 토지이용도와 생활계, 축산계, 양식계, 토지계를 바탕으로 원단위를 적용하여 발생부하량을 산정하였다. 그리고 각 소하천별 발생부하량 산정 결과를 토대로 각 수질관측점을 기준으로 하여 배출부하량을 산정하였으며, 배출부하량의 산정결과를 이용하여 유달부하량을 산정하였다. 이를 위해서 필요한 수질 데이터는 QUAL2E 모형을 이용하여 모의 하였으며, 수리 및 수질 매개변수를 추정하고 모형의 보정 및 검증을 수행하였다. 그 결과 유달부하량은 BOD는 2013.16kg/일, TN은 1091.34kg/일, TP은 235.16kg/일이 도출되었다. 따라서 장래에 수질이 악화될 경우를 고려하여 수질 항목별 오염량이 2배, 3배로 증가한다고 가정하였다. 오염량이 2배 증가하였을 경우, 오염부하량을 산정한 결과 보청천3 지점에서 BOD는 184.68kg/일이 삭감되어야 하고, 오염량이 3배 증가하였을 경우 BOD는 1775.69kg/일이 삭감되어야 한다는 결과를 도출할 수 있었다. 본 연구와 같이 유역단위로 오염부하량을 산정할 경우, 오염원을 줄이는데 효율적일 것으로 생각되며, 향후 오염총량관리제를 위해 유역단위의 오염부하량 산정을 고려하면 좋을 것으로 사료된다.는 지배적인 요인으로 남게 될 것이다. 본 연구에서는 현재 진행중인 승기천 오염하천 정화사업이 종료되는 시점을 기준으로 남동유수지에 대해 승기천과 연계한 유수지의 환경개선 방법을 제안하였다. 준설을 통해 유수지의 근본적인 오염원을 제거하고 남동유수지 유입부에 인공습지와 수처리설비를 설치하여 유수지의 수질을 개선하고 개선된 수질이 3급수로 유지하도록 하였으며, 설치된 인공습지에는 철새도래지를 조성하여 유수지 유입수인 철새가 날아드는 하천인 승기천의 테마와 연계하도록 하였다. 인공습지 주변으로 식생호안을 설치하고 유수지 주변에는 산책로를 설치하여 지역주민들의 친환경 수변공간으로 활용하도록 하였다. 1유수지와 연결된 2유수지는 BTL사업을 통해 주변공단으로부터의 오폐수를 원천적으로 차단하도록 하였으며 2유수지를 매립하여 지하는 강우시 유출수 저류가 가능한 화물차주차장으로 활용하고 지상은 녹지공간으로 조성하여 공단근로자 및 지역주민을 위한 휴식공간으로 활용될 수 있도록 제안하였다. 본 연구는 남동유수지 환경 개선 사업 실행을 위한 정책 연구로 연구결과를 인천시가 적극 수용하기로 결정함에 따라 인천시의 환경 현안 문제인 남동유수지의 수질개선을 통해 시민의 휴식 및 여가선용 공간으로 활용하기 위한 사업의 기초자료로 활용되며 이미 설계검토가 시작되었다. 본 연구결과는 유수지 및 저수지의 환경개선 사업의 선두적인 성공사례로 국내 타 지역의 유사한 사업에 있어 벤치마킹을 할 수 있는 훌륭한 사례가 될 것이다.요 생산이 증가하자 군신의 변별(辨別)과 사치를 이유로 강력하게 규제하여 백자의 확대와 발전에 걸림돌이 되었다. 둘째, 동기(銅器)의 대체품으로 자기를 만들어 충당해야할 강제성 당위성 상실로 인한 자기수요 감소를 초래하였을 것으로 사료된다. 셋째, 경기도 광주에서 백자관요가 운영되었으므로 지방인 상주

Fuel Consumption Estimation Models for Heavy Freight Vehicles on Various Operating Speeds (대형화물차량의 주행속도에 따른 연료소모량 산정 모형 개발에 관한 연구)

  • It is common that basic unit and model of fuel consumption have been used to evaluate effectiveness analysis of transportation infrastructure investment programs. However they could not reflect vehicle characteristics such as loading capacity and types of heavy vehicles. For these reasons, this study reviews convention fuel consumption model which is widely used and conducts a field experiment for 5 classes of heavy vehicles. To develop the fuel consumption quadratic model the field data are used and we develop each model by classes, and then compare with convention fuel consumption model. As a result, between convention and suggested model, there are considerable differences, which have a similar pattern between an 11-ton cargo of convention model and a 25-ton cargo type dump truck of the suggested model. Likewise we identify that there is an approximately 26% gap between convention model result and the result which is calculated a weighted average by registered number of heavy vehicles based on 5 types of fuel consumption model suggested in this study. This result implies that convention fuel assumption model has a realistic limitation.

Characteristics of Collected Sediments from Road Sweeping and Reduction in the Nonpoint Source Pollutants Loading (도로청소 수거퇴적물의 특성과 비점오염물질 저감효과)

  • The stormwater runoff from road or expressway is known as one of important nonpoint pollution sources. To reduce the pollutants discharge from road or expressway, many best management practices(BMPs) have been applied and planned. Among the BMPs, road sweeping can be effective way to prevent pollutant washoff to environment. This study is performed to evaluate the characteristics of particles collected from the road by sweeping car. Size distribution and pollutant concentration of particles were analyzed. Based on the pollutant concentration and the specification of road such as length, width, and unit for pollutant generation, total amount of pollutant to be removed by road sweeping was estimated. Most of sediments collected by road sweeping was classified into sandy soil and fraction of fine grained soil was low. Although the concentrations of pollutants such as heavy metals in road sediments did not exceed the soil contamination criteria, washout of pollutants during sweeping work by spraying water might cause leaching of pollutants contained in sediments and thus resulted in low pollutant concentrations. Reduced amounts of pollutant by road sweeping showed 31.4% TSS reduction for ${\bigcirc}{\bigcirc}$ region and 7.7% TSS for ${\triangle}{\triangle}$ region. Other pollutants showed low reduction rate, because of their leaching by water spraying. Results from this study indicate that detailed and well-planned investigation for the road sweeping is necessary for the accurate estimation of pollutant reduction from road or expressway.

An Analysis of Local Quantity of Carbon Absorption, Fixation and Emission by Using GIS

  • Due to increasing greenhouse gas emissions, global warming and abnormal weather phenomena it has become important on a national level to keep a count of greenhouse gases being emitted. We want to take advantage of any selected area, as the basic data for the calculation of greenhouse gas emissions, Forest and Grassland, Paddy fields, and Fields(crops), Greenhouse(crops), Pig farm, Cattle farm, Farm household(populations, agricultural machinery) and Vehicle, the basic building blocks shots with a small amount of per-unit basis, the statistics calculated based on regional carbon emissions through the literature and experimental. Carbon absorption 772,960 ton C/year, amount of fixation 487,477 ton C/year, amount of emission 1,112,607 ton C/year were noted in Gimje-si, and amount of carbon absorption 55,559 ton C/year, amount of fixation 25,864 ton C/year, amount of emissions 58,355 ton C/year in Gongdeok-myeon, respectively. The carbon absorption at Hwangsan-ri is 25,107 ton C/year, fixation 4,301 ton C/year, and emission 20,330 ton C/year respectively. We were able to estimate the amount of carbon according to the specific characteristics of each unit village, then expanding it to a large-scale and comparative analysis, therefore we were able to obtain basic data on the national levels of carbon absorption.

Estimating the Market Size of the Marine Environmental Industries and Analyzing Their Economic Effects (해양환경산업의 시장규모 추계 및 경제적 파급효과 분석)

  • Using the inter-industry tables over the period 2010-2013 published by the Bank of Korea, this paper attempts to uncover the national economic role of the marine environmental industries through the estimation of their market size and value-added, and to analyze their economic effects through inter-industry analysis. The results show that the market size of the marine environmental industries has increased from 1.34 trillion won in 2010 to 1.97 trillion won in 2013 and their share in total national output went up from 0.04 % in 2010 to 0.05 % in 2013. Moreover, the value-added of the marine environmental industries, 618.5 billion won in 2010, amounted to 841.5 billion won in 2013 and their proportion in total national value-added has grown from 0.05 % in 2010 to 0.06 % in 2013. Three findings emerge to be used demand-driven model from the inter-industry analysis. First, the production-inducing effect of 1.0 won production or investment in the marine environmental industries has decreased from 1.8845 won in 2010 to 1.8115 won in 2013. Second, the value-added creation effect of that has declined from 0.7680 won in 2010 to 0.7063 in 2013. Third, the employment-inducing effect of 1.0 billion won production or investment in the marine environmental industries has went down from 10.17 people in 2010 to 9.18 people in 2013. In short, the market size and value-added of the marine environmental industries show an increasing trend, but their economic effects reveal a diminishing trend.

The Application of Nature-Based Technologies for Addressing Urban Environmental Problems (도시 환경 문제를 해결하기 위한 자연 기반해법의 적용)

  • LID technologies are capable of mitigating the negative impacts of non-point source (NPS) pollution generated in different land uses. Apart from the increase in point and non-point pollutant generation, highly developed and paved areas generally affect microclimate conditions. This study evaluated both the efficiency of Low Impact Development (LID) facilities in treating NPS pollutant loads as well as the unit pollutant loads (UPL) generated in various urban features (such as parking lots and highways). This investigation also looked at how LID technology helped to alleviate Urban Heat Island (UHI) conditions. As compared to the typical unit pollutant loads in South Korea, the unit pollutant loads at Kongju National University were relatively low, because of no classes, limited vehicular transmission, and low anthropogenic activities during vacation. After receiving treatment from the LID facilities, the effluent pollutant loads were significantly decreased. The sedimentation in filtration mechanisms considerably reduced the pollutant fractions in the influent. Additionally, it was shown that LID facilities' mean surface temperatures are up to 7.2℃ lower than the nearby paved environment, demonstrating the LID systems reducing the UHI impact on an urban area.

The Runoff Characteristics of Non-point Pollution Sources in Industrial Complex(II): Focusing on the Outflow Characteristics of the C Industrial Complex by Rainfall Event (산업단지 비점오염원의 유출특성(II): C산업단지의 강우사상별 유출특성을 중심으로)

  • In this study, rainfall water outlet water quality monitoring was performed on the C industrial complex to evaluate the characteristics of non-point pollutant runoff from the industrial complex during rainfall and to use it as basic data for calculating the load and unit of non-point pollutant. As a result of calculating EMC according to the outflow amount by rainfall event, the 1st rainfall showed EMCs ranges of BOD, CODMn, SS, T-N, and T-P of 1.32~48.76, 3.32~43.75, 2.89~199.43, 2.76~8.93, 0.08~068, and the 2nd rainfall was 0.5~2.9, 2.71~7.13, 2.82~174.94, 1.33~4.03, 0.01~1.28 mg/L, respectively. As a result of calculating the ratio of cumulative outflow and cumulative pollution load, most of the pollution load was less than the rainfall outflow, but over time, the initial washing phenomenon occurred as the ratio of cumulative rainfall outflow and cumulative pollution load increased to more than 1.

Investigation of Measurement Feasibility of Large-size Wastes Based on Unmanned Aerial System (UAS 기반 대형 폐기물 발생량 측정 가능성 모색)

  • Efficient management of large-size wastes generated from disasters etc. is always in demand. Large-size wastes are closely connected to the environment, producing adverse effects on the air quality, water quality, living environment and so on. When large-size wastes are generated, we must be able to estimate the generated amount in order to transfer them to a temporary trans-shipment site, or to properly treat them. Currently, we estimate the amount of generated large-size wastes by using satellite images or unit measure for wastes; however, the accuracy of such estimations have been constantly questioned. Therefore, the present study was performed to establish three-dimensional spatial information based on UAS, to measure the amount of waste, and to evaluate the accuracy of the measurement. A measurement was made at a waste site by using UAS, and the X, Y, Z RMSE values of the three-dimensional spatial information were found to be 0.022 m, 0.023 m, and 0.14 m, all of which show relatively high accuracy. The amount of waste measured using these values was computed to be approximately $4,273,400m^3$. In addition, the amount of waste at the same site was measured by using Terrestrial LiDAR, which is used for the precise measurement of geographical features, cultural properties and the like. The resulting value was $4,274,188m^3$, which is not significantly different from the amount of waste computed by using UAS. Thus, the possibility of measuring the amount of waste using UAS was confirmed, and UAS-based measurement is believed to be useful for environmental control with respect to disaster wastes, large-size wastes, and the like.

Improvement on Management of Non-point Source Pollution for Reasonable Implementation of TMDL - Focusing on Selection of Non-point Source Pollution Management Region and Management of Non-point Source Pollutant - (수질오염총량관리제의 합리적인 시행을 위한 비점오염원관리 개선방안 - 비점오염원 관리지역 선정 및 비점오염물질 관리를 중심으로 -)

  • For effective implementation of total maximum daily load (TMDL), this study presented the improving plans of non-point source pollution management including the classification of non-point source pollution, calculation of non-point source pollution load (generated, discharged), selection of non-point source pollution management regions and management of non-point source pollutant. First of all, the definition of point source pollution and non-point source pollution based on the legal and scientific viewpoint should be precisely classified and managed. Especially, the forest, grassland and river without occurrence of environmental damage by activity of business and human should be separately classified natural background pollutants. The unit for generated and discharged non-point source pollution should be preferentially changed according to actual condition of watershed. The calculation methods of generated and discharged non-point source pollution should be corrected consideration on the amount and duration of rainfall. While the TMDL is implemented, non-point source pollution management regions should be selected in the watersheds exceed the targeted water quality standards by the rainfall. The non-point source pollution management regions should be selected in the minimal regions where have high values of discharged non-point source pollution density in the urban area, farmland and site area except forest, grassland in the whole watershed. The non-point source pollutant treatment facilities, which take into consideration non-point source pollution load per unit area, duration of the excess concentration, realizable possibility of treatment, effectiveness of treatment cost versus point source pollutant, should be established in the regions with a large generated non-point source pollution load and a high concentration of water quality exceed the targeted water quality standards by the rainfall.
