Recently, technology intelligence (TI) activities that support technological and/or market innovation have been important for many organizations to develop their competitiveness in trend of strengthening innovation-led economy. It is required to thorough understanding of TI-related activities and investigating methodology that can support these activities to facilitate technology opportunity exploration activities and increase the possibility of innovation. Thus, this research aims at first, investigating the taxonomy of objectives, information and methodology for technology opportunity development (TOD) through literature survey, second, deriving the TOD needs and current status analysis by conducting interview with various domestic firms, and finally, proposing an integrated framework of TI by synthesizing the results of the aforementioned investigation. Therefore, this research can suggest the strategic and political implications on TOD activities and moreover, propose a theoretical foundation to develop a supporting system for TI.

In this article, the excavation and research of cultural assets were set as a process and the improvement measures were considered. To this end, we examined the process of excavating cultural assets to diagnose problems, suggested changes in the format of reports and the establishment of a database, and drew up improvement models for Silla's ancient tombs and research. The problems of the current process of excavating cultural assets are as follows. First, investigation and research fail to integrate and merely comprise 'examination as an administrative procedure' or 'investigation for the sake of investigation', which ultimately hamper research and achievement. Second, there are differences in the composition or description of the report by surveyors or excavation agencies, which make it difficult to integrate data at a higher level. Third, the current form of reporting remains in analog format such as books and PDFs, which not only reduces continuity and efficiency to the research phase, but also lags behind the rapidly changing times. We believe that the improvement of these problems should be achieved by computerizing reports, converting them into digital formats, and establishing them in a database. First, regarding the transition to report format, it was pointed out that the form of excavation data, the final stage of the excavation process, remains analog and the improvement model was presented from the perspective of linking it to excavation and research, and the justification was emphasized through comparison with other cases. Second, the database reviewed the build model for Silla tombs. To this end, the purpose and expected effects, targets, progress, attributes, categories, and interfaces were examined.

IT KOREA 미래전략 '5대 핵심과제'의 전략분야별 주요 이슈와 현재 R&D현장에서 추진 중이거나 추진 예정으로 있는 연구개발 방향과 유망기술에 대해 간략히 살펴보고자 한다. IT융합 부문은 IT와 상호 Win-Win 가능한 자동차 조선 의료 등 비(非)IT산업의 IT융합을 촉진하고, 시스템반도체 스마트SOC Green IT 등을 고도화한다는 전략을 토대로 4개 전략분야에서 23개의 유망기술을 발굴 제시하였다. SW 부문은 IT 분야 중 가장 취약한 것으로 평가되고 있는 SW산업을 하드웨어 인프라 등과 연계하여 세계시장 진출이 가능한 수준으로 동반성장 시킨다는 전략을 기반으로 R&D 연관성이 높은 2개 전략분야에서 11개의 유망기술을 발굴 제시하였다. 주력 IT기기 부문은 반도체 디스플레이 휴대폰 등 이미 세계 시장에서 독자적 위치를 차지하고 있는 하드웨어산업의 글로벌 주도권을 더욱 확고히 한다는 전략에 따라 5개 전략분야에서 유망기술 10개를 발굴 제시하였다. 방송통신 부문은 WiBro DMB 등 세계적 수준의 방송통신기술을 바탕으로 4G 3DTV 등 차세대 방송통신기술의 핵심원천기술을 개발하고, 국제표준을 확보한다는 전략을 기반으로 4개 전략분야에서 유망기술 8개를 발굴 제시하였다. 인터넷 부문은 UBcN 미래인터넷 정보보안 등을 대상으로 하고 있으며, 특히 미래인터넷의 경우, 초기 개발단계부터 핵심원천기술 확보를 목표로 시스코 구글 등과 같은 세계적인 기업들을 배출할 수 있는 여건을 조성한다는 전략에 따라 4개 전략분야에서 유망기술 8개를 발굴 제시하였다.

벽골제는 전북 김제시에 위치하고 있으며 우리나라의 고대 저수지이다. 벽골제는 고대 농경사회의 대규모 토목사업으로 건설되었다. 약 2.5km의 제방이 현존하고 있다. 축조 시기는 삼국시대 서기 330년이다. 이후 통일신라 원성왕(AD.790)과 고려 현종 및 인종 때 보수되었으며 조선 태종(AD.1415)에 대대적인 보수를 하였다. 세종 2년(AD.1420)에 심한 폭우로 유실되었다. 그 후 일제강점기 1925년에 김제 간선수로로 개조함으로써 원형이 크게 훼손되었다. 벽골제는 우리나라뿐만 아니라 동아시아 고대 저수지로서 중요하다. 벽골제의 축조방식(부엽공법)과 측량기술은 일본 오사카부의 사야마이케(저수지)에 영향을 주었다. 사야마이케는 고대저수지로서 원형이 보존되어 있으며 유네스코 세계 유적으로 등재하기 위한 준비가 충실하게 진행되어 왔다. 본 연구에서는 벽골제가 고대저수지로서 가치를 인정받고 보존하기 위해 발굴되고 있다. 더불어 벽골제의 수공학적 능력 평가가 필요하다고 판단된다. 벽골제 유역을 대상으로 현재 지형과 최근이 수문자료를 이용하여 평가하였다. 발굴된 벽골제를 기준으로 유역을 설정하였다. 벽골제 유역 특성을 토대로 강우 분석을 수행하여 홍수량과 벽골제를 기준으로 수면적과 용적을 산정하였다. 벽골제에는 5개 수문이 있으며 3개는 Sluice Gate 형식(장생거, 중심거, 경장거)이고 2개의 월류형 형식(수여거, 유통거)으로 구성되어 있다. 최근에 수여거는 발굴 중이며 유통거는 미발굴 상태이다. 발굴된 수문의 규모를 토대로 수문 개방 정도에 따라, 웨어의 첨단고에 따라, 제내지의 수위를 조합하여 시나리오를 구성하였다. 시나리오에 따라서 최고수위를 산정하여 벽골제의 능력을 평가하였다. 이를 근거로 벽골제의 붕괴 원인을 추정해 보았다.

최근들어 인터넷 방송이 폭발적으로 증가하고 있는 추세이다. 물론 이들 인터넷 방송국의 규모에 있어서도 사별로 큰 차이를 보이고 있다. 일부에서는 닷컴 위기론과 편성해 인터넷 방송의 공급과잉을 우려하는 목소리를 높이고 있다. 물론 이러한 우려의 목소리에는 현실에 대한 정확한 판단이 들어 있기도 하다. 하지만 현재 일반적으로 인터넷 TV가 운영되고 있는 것과는 달리 인터넷과 TV의 단순한 결합이라는 의미를 넘어서 종합적인 커뮤니티와 매체로서의 기능이 잠재되어 있다고 볼수 있다. 그 시장 또한 발굴하기에 따라서 무한하다고 할 수 있다. 다만 수익모델을 광고에 치중한 경영을 한다는 것은 위험성을 내포한다. 다양한 수익모델의 발굴과 인터넷 TV를 이끌어갈 인재양성, 기술개발 등 인터넷 TV가 해결해야할 과제는 아직도 산적해 있다.

공적개발원조(ODA)는 개발도상국 공공부문에 제공되는 경제개발, 복지, 빈곤감소가 주요목적인 사업으로 정의된다. 아국은 원조를 받던 국가에서 원조를 하는 국가로 전환된 세계 유일의 국가이고, 국가의 경쟁력에 근거하여 ODA의 양과 질을 급격하게 확대하고 있다. 항로표지는 해양교통의 기본 인프라 시설로서 해양분야의 대표적인 공공부문이며 해양수산부는 최근 필리핀 해양교통시설 마스터플랜 수립사업 등을 제안하는 등 항로표지 분야의 ODA사업도 확대하고 있다. 본 연구에서는 항로표지분야 개발도상국 ODA사업의 발굴에 대하여 연구한다.

국가차원으로 R&D 성과제고를 위한 노력이 다각적으로 추진되고 있으며, 2015년5월 정부연구개발 (R&D) 혁신방안 세부실행계획 발표로 이의 추진이 가속화되고 있다. 본 고에서는 R&D 성과제고를 위한 첫 실행단계로 현재 R&D 기획 프로세스의 문제점을 분석하고, 연구 개발의 질적 수준을 높이기 위해 추격형 R&D 사업 위주의 국가 연구개발사업이 선도형 R&D 사업으로 전환되는 과정에서 제일 중요한 미래 도전 ICT 기술 발굴 전략(안)을 제안하고자 한다. 더불어 미래 도전 ICT 기술 발굴 전략의 한 예로 2014년부터 ETRI에서 수행하고 있는 ETRI SRA (Strategic Research Area) 발굴 프로세스에 대하여 알아본다.
