We must consider resistance capacitance and their circuit connection condition for cable charging current test by IEC60265-1. According to their values and circuits, the ratio of applied voltage and transient recovery voltage are much different. This paper is convinced of TRV waves and proposes the optical circuit required at the standard via the simulation of all circuit conditions.

In this study, we observed the photoinduced birefringence of Ag polarized-photodoping in chalcogenide thin film and the double-layer of Ag doped chalcogenide thin film using the irradiation with the polarized He-Ne laser light. The photoinduced birefringence of Ag polarized-photodoping results in increasing the sensitivity of linearly anisotropy intensity and birefringence(${\Delta}n$). The Ag polarized-photodoping shows improvement of the photoinduced anisotropy property, in polarized photodoping of the chalcogenide thin film. It will offer lots of information for the photodoping mechanism and analysis of chalcogenide thin film.

지난6월 1일 한국과학기술 연구소 강당에서 「과학기술과 정신문화」라는 주제로 심포지움이 열렸다. 한국과학기술진흥재단이 주최한 이 심포지움에는 국내과학기술인과 문학인 등 관심있는 인사 200여명이 참석한 가운데 주제발표에 이어 열띤 공방설전의 선투도 볼 수 있었다. 과진 김립삼 부이사장은 개회사를 통해 이 심포지움은 「엄청난 도전의 의의」를 갖는다고 말하고 장자의 천지편 「기심」,「기사」의 풀이와 아인슈타인의 인간의 alogical을 지적했다. 오늘날 근대화 과정에서 기능분화, 전문화. 세분화의 가속화 파괴와 분열 등 현대문명의 위기에서 인간이란 ,행복이란 ,아름다움이란, 문학적 해답을..과학자와 문학자가 현대사회가 지니는 고민에 해답할 의무가 있다고 했다. 이 심포지움이 공통대화의 광장을 마련함으로 과학과 문학이라는 현대문명의 양거보잉 공통의 이해를 가짐으로 새문화창조의 길잡이가 될 수 있기를 바라는 마음 간절하다. 이날 최형섭 과학기술처장관의 축사, 박종화 학술원 원장의 격려사에 이어 다섯분의 발표가 있었고 참석자 토론이 있었다. 이번에 지면 관계로 일부만 실었다

The revision of domestic laws is in progress according to the UN Convention on the Law of the Coastal Zone Management . Along with it, the governmental policies related to maritime environmental preservation, especially around coastal zones and public works have been promoted based on enviornment, swiftly changed from the old function-based style. Therefore, this report will point out the important aspects which should be considered whenever there is any project on the coastal zones, suggest and classify projects of reviving the nationwide coastal zones, and show how to planning , check and evaluate the necessary technologies for reviving the coastal zones. This research will track down the coastal zone management method based on the natural enviornment as one of the necessary process to check the coastal zone enviornment for effective operating of the coastal zone management equipment method, starting on August 9, 1999, and report the technologies related with it.

The objective of this study is to derive optimal design floods by the Wakeby distribution using the probability weighted moments. parameters for the Wakeby distribution were estimated by the probability weighted moments for the annual flood flows of the applied watersheds. Design floods obtained by the Wakeby and GEV distributions were compared by the relative mean errors, relative absolute errors and root mean square errors. In general, it has shown that the design floods by the Wakeby distribution using the methods of the probability weighted moments are closer to those of the observed data in comparison with those obtained by the GEV distribution.

The paper presents the results of a study on the desired observing system which setting the high-level objectives for an integrated, sustained, national coastal observing system. Knowledge of the coastal zone is demanded by many constituencies, including fishermen, fisheries managers and climatologist, harbor pilots, coastal zone managers, environmental protection professionals etc. Many of these needs are being partially met by coastal zone observing system elements, both satellite and in situ. Nevertheless, these have not enough developed in an integrated manner and have been funded and operated to meet their own purpose. Thus, this study presents the development and application method for a national coastal zone observing system, which is integration of disparate observational systems and data sets to maximize their utility for many users and purposes.

The main objective of this study is to provide a soil surface information, which represent a soil reflectance spectrum, by remote sensing technology. The soil reflectance of the soil was measured using a spectroradiometer in the wavelength range from 300nm to 1100nm. Measurements of soil reflectance have been made in four different soils. The results suggest that the reflectance properties of soils are related to their mineral composition and soil moisture. Increasing soil moisture resulted in an decrease in the rate of reflectance which leads to parallel curves of soil reflectance spectra. The soil line representing the relationship between red and near-infrared soil reflectance is characterized by soil types.

This study is performed to evaluate the engineering properties of permeable polymer concrete with blast furnace slag and fly ash. The following conclusions are drawn; 1. The highest strength is achieved by 50% filled blast furnace slag powder and fly ash permeable polymer concrete, it is increased 36% by compressive strength, 119% by tensile strength and 217% by bending strength than that of the normal cement concrete, respectively. 2. The ultrasonic pulse velocity is in the range of 2,022 ∼ 2,139m/s. The highest pulse velocity is showed by 50% filled blast furnace slag powder and fly ash permeable polymer concrete. 3. The water permeability is in the range of 4.612∼5.913$\ell$/$\textrm{cm}^2$/h, and it is largely dependent upon the mix design.

This study was carried out to derive optimal design drought flows by the Weibull-3 and Wakeby distributions for the annual drought flows series at seven watersheds along Han, Nagdong, Geum, Yeongsan and Seomjin river systems. L-coefficient of variation , L-skewness and L-kurtosis were calculated by the L-moment ratio respectivley. Parameters were estimated by the Methods o fL-Moments with continuous duration. Design drought flows obtained by Methods of L-Moments using Weibull plotting positions formula in the Weibull-3 and Wakeby distributions were compared by the Relative Mean Errors(RME), Relative Absolute Errors (RAE) and Root Mean Square Errors(RMSE). It has shown that design drought flows by the Wakeby distribution using method of L-moments are much closer to those of the observed data in comparison with those obtained by the Weibull-3 distribution using method of L-moments.

An ID certificate is digitally signed by a certificate authority for authentication and a attribute certificate is digitally signed by an attribute certificate authority for authorization. In many applications in web, there should be a mechanism to bind attributes to proper identities. So we analyzed some known binding methods, selective revocation methods and cryptographic binding methods and we proposed the new mechanism in order to solve their problems.
