한국에서 가장 아름다운 바다가 통영에 있다. 거친 바다의 하루를 담아 온 고깃배들이 어깨를 맞대고 쉬고 있는 강구안 바다. 그 바닷가에는 쪽배를 띄우고 파도와 함께 일렁이는 여름한낮 땡볕 같은 바다사람들의 삶이 있고 그들의 삶이 엉기고 풀리는 또 다른 바다, 항구 앞 난전도 있다. 통영의 바다는 여름 보다 뜨거웠다.

국토의 삼면이 바다로 둘러싸인 우리나라에서 바다쓰레기는 점점 늘어가고 있지만, 바다라는 특성상 그 처리와 재활용에 어려움이 많아 문제가 되고 있다. 이와 관련 6월 13일 블루환경교육센터 세미나에서 협회 최주섭 부회장이 발표한 바다 쓰레기 적정 처리 방안(양식용 부자를 중심으로)의 내용을 소개한다.

This paper is about design and implementation of 'SeaMap' importer module which is for map-based application using 'SeaMap' data. 'SeaMap' data importer is a module that reads 'SeaMap' data in consistent form and offers using easily change the format and the internal data structure in the application. Design of data importer module is based on analyzing characteristic of 'SeaMap'. The comparative analysis between the data type of 'SeaMap' and standard S-57 Electronic Navigation Chart (ENC) of the International Hydrographic Organization (IHO), based on this, to be applicable of S-52 standards 'SeaMap' data is defined as a structure of data. The importer module is designed and converted to allow to use distribution type of 'SeaMap' data sets in map application, parsing 'SeaMap' data around the object defining transformation data structure. In addition, we implemented a 'SeaMap' data viewer in order to test our 'SeaMap' data importer module.

바다의 자원고갈문제는 갈수록 심각해져 21세기 국내 수산물 수급에 차질을 예고하고 있다. 20여년 전만 해도 꿈으로나 그려보던 바다목장이나 해양목장개발이 절실해졌다. 바다목장연구는 해양수산부 용역사업으로 환경관리개선, 어장조성기술, 자원증대기술, 바다목장의 어용관리분야 등 4개 분야로 나누어 1998년 4월부터 2004년 3월까지 6년계획으로 추진하게 된다.

바다는 무한한 자원의 보고이다. 미국ㆍ일본ㆍ중국 등 선진국에선 이미 바다의 개발과 보호를 위한 장기 전략을 세우고 이미 실처네 옮기고 있다. 바다를 경사하던 우리나라에서도 60년대부터 선원, 조선 수출 등 바다관련산업이 등장하여 우리나라 경제발전의 견인차 역할을 해왔다. 당장 투자효과가 나지 않더라도 해양기술 개발과 축적을 위해 과감한 투자가 앞서야 하겠다.

음악계가소리바다를상대로낸음반복제금지가처분신청이받아들여졌다. 과거중앙서버방식의‘ 소리바다1’에대해서는 서비스 중지 판결이 내려진 바 있지만 중앙서버를 두지 않는‘ 소리바다3’에 서비스 중지 판결이 내려진것은 이번이 처음이다. 이번 호에서는 소리바다사건을 통해 본 P2P와 ISP의 책임법리에 대해 소개하고자 한다.이는국내법원의공식적인견해는아님을밝혀둔다.

자바 환경에서 데이터베이스 연동을 위한 표준 인터페이스를 위해서 Sun에서 JDBC를 제시하고 있으며, 본 연구에서는 객체지향 멀티미디어 데이터베이스 바다-IV 시스템에 대한 JDBC 인터페이스를 위한 바다-IV/JDBC 드라이버를 구현하였다. 바다-IV/JDBC 드라이버는 별도의 라이브러리 없이 순수한 자바 코드로 개발하였으며, 데이터베이스 서버에 직접 연동하는 방법을 사용하여 고성능을 추구하였다. 또한, 멀티미디어 데이터베이스를 위한 BLOB, CLOB 등의 변경기능과 Collection 타입에 대한 기능을 확장 구현하였으며, 사용자는 바다-IV/JDBC를 사용하여 바다-IV 서버와 연결하여 SQL 문을 사용한 자바 응용 서비스의 개발이 가능하며, 동일한 응용 서비스를 JDBC를 지원하는 다른 데이터베이스를 사용한 응용 서비스로 쉽게 변경할 수 있다.

본 연구는 가족중심의 바다낚시가 증가함에 따라 바다낚시공원을 가족낚시인에게 적합한 해양레저시설로 계획하기 위해 현재 운영중인 11군데 바다낚시공원을 대상으로 현장조사, 관리인 인터뷰조사 및 이용자 설문조사를 실시하고 그 결과를 바탕으로 바다낚시공원의 입지선정기준을 마련하였으며 바다낚시공원의 시설위치와 이용자의 활동형태에 따라 레저 스포츠형, 힐링 휴식형, 체험 활동형, 문화 휴양형 등 4개 시설유형을 결정하고 각 유형별로 시설특성 및 시설구성안을 제시하였다.

Establishment of limits and names for oceans and seas is necessary for a safety of navigation. Even if there are no national and international standard for the delimitation of sea boundaries, we can take guidelines for the delimitation of sea boundaries through the analysis of IHO official publications, Limits and Names for Oceans and Sea; S-23. This paper shows the changes of the spatial limit of seas since first edition publication, and the standards for a delimitation of oceans and seas were analyzed using S-23 4th edition draft(2002) in terms of physical geographic features. The generic terms of S-23 include Ocean, Sea, Channel, Passage, Strait, Sound, Gulf, Bay and Bight, and each generic term shows hierarchical structures. Several seas show different characteristics compared with definitions of IHO dictionary. Sea boundaries are delimited by longitude and latitude, cape, river mouth, sandbar, and so on. Undersea features such as a shelf, trench, trough, rise, bank and reef are also important features for delimitation of sea boundary. Especially, seas that are delimited by undersea feature are mainly located Arctic and Southern ocean area in S-23 4th edition. Advanced knowledge of marine science with a technical advance might affect to delimit for sea boundary.
