The Russian Revolution and an Alternative Democracy (러시아 혁명과 대안 민주주의)

  • This paper presents that in the Russian Revolution 1) socialist and alternative democratic conceptions between Marx and Lenin are very different, 2) the process and cause of failure of realizing Lenin's democratic alternative conception, 3) the interactive expansion process of the party and the state, 4) the failing process of socialist original accumulation, collectivization, and constructing planned economy. This shows that Russia could not help fail to transit to socialist society due to the combination of wrong conceptions and that new revolution and construction should combine right socialist and democratic conceptions.

A Research on the Construction Market of the Democratic Republic of the Congo(DRC) and Investment Strategy of Korean Construction Enterprise (콩고민주공화국 건설시장 현황과 진출방안)

  • The promotion of overseas projects by construction enterprises has appeared as a way to overcome the current business difficulties of the Korean construction industry, which largely caused by the slow growth of the domestic market and the intensified competition among construction companies. The government has also shown considerable interests in the strategic approach of promoting construction projects by private companies in natural resource-rich countries, which helps the internationalization of Korean companies and the acouisition of natural resources. In this regard, this research examines the status of the construction market in the Democratic Republic of the Congo(DRC) whose potential economic growth is considered as significant, while exploring the appropriate Investment strategies of Korean construction enterprise. Since little appears to be known about the construction market and economic conditions of the DRC, after a documented review of the development trajectory of the country, a field investigation was preformed in June 2008 for obtaining information on the subjects. This research finds that the road construction is the area to fulfill the several important criteria of implementing construction projects in developing regions, including the safety/reliability for gaining investment profits, the possibility of implementing construction projects on the gradual basis, the possibility of using the facilities after the project completion, and the linkage between payment and the construction stages. In regard to the current economic situation of the DRC and the policies of the DRC government, a package deal approach, which contains the exchange of the infrastructure construction by the Korean companies and the provision of natural resources by the DRC government, is the most feasible method for Korean companies to promote their businesses in the DRC's construction market.

Does IT ODA Promote Democracy in Developing Countries? : A challenge to optimistic technological determinism (IT ODA, 개발도상국의 민주주의 발전을 가져오는가? - 낙관적 기술결정론에 대한 도전 -)

  • This research has a purpose to verify whether the Internet diffusion through the Official Development Assistance (ODA) can bring about democratic changes in authoritarian political system of developing countries. This research has found out that IT ODA has 'positive(+)' effect on the Internet diffusion in recipient countries. It seems to support the expectation of donor countries that they can lead the political democratization by constructing infrastructure and promoting the use of the Internet. However, as the impact of IT ODA on the Internet diffusion is not considerable as well as the Internet diffusion has no strong influence on the development of democracy in developing countries, and also each of these aspects of countries looks different, it is hard to see that the democratization hypothesis based on the optimistic technological determinism is reasonable. Therefore, this paper argues that IT ODA must be based on not blind optimism that IT transfer will lead to the political democratization in developing countries, but the social structuralism which is based on distinctiveness and uniqueness of countries. and suggests that the discuss of the effect of IT ODA proceed with the constructive way.

The punishment on social deviance and its establishment of re-socialization in North Korea (북한에서 사회적 일탈에 대한 처벌과 재사회화 양식의 형성)

  • This paper gives analyses on the historical origin where features from social punishment and re-socialization in North Korea have been developed. The process of the development largely consists of three periods, that is, the period of nation construction (1945-1950), the period of Korean War (1950-1953), the period of nation reconstruction (1950-1961). This paper provides that features from punishment and re-socialization have been developed during the historical transformation from pre-Korean War to post-Korean War. The 'wartime socialism system' had been established in the course of reconstruction of postwar nation. In the system, North Korean had been embraced into the structure of re-socialization in its production unit and living space.

Overview of PI Systems in the United States and its Application to Korea (미국의 PI제도 및 국내도입 방안)

  • Recently, several national construction projects such as Chunsung Mt. section of Kyungbu High Speed Rail or Sapae Tunnel of Seoul Outer Ring Road have been delayed or suspended due to the objections of residents or environmental organizations. Considering the development of democracy, increased public participation and interests on environmental issues in Korea, the generation of these social conflicts may be natural phenomenon. However, it is necessary to find measures to effectively implement major construction project and save costs related to social conflicts. In this paper, PI techniques in the United States are investigated and in comparison, the weakness and improvement plans for Korea's current public participation system have been suggested.

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.
