There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).

This study was designed to develop the scale of paternal parenting attitudes which has become an area of interest in child fostering study recently. Considering various factors extracted from previous Korean and foreign studies, the authors constructed a questionnaire composed of total 57 questions. It was applied to 126 mothers from families with no psychiatric patient in Seoul and Pusan who had at least onechild older than age 12 by random sampling. Then the authors extracted the factors which were able to compose the scale and evaluated the concurrent reliability. Also the authors selected mothers of 47 schizophrenic patients and 29 bipolar I patients diagnosed with the criteria of DSM-IV who have treated in Seoul National Mental Hospital and 46 controls which consisted of randomly selected mothers from normal families for the discriminative validity test. The results were as follows. The authors extracted 5 subscales of active participation, democratic guidance, warmth, hostility, devotion for education and Cronbach’s ${\alpha}$ value of each subscale which shows its internal consistency was .82, .78, .65, .78, .61 respectively. In the discriminative validity test, all subscales except ‘devotion for education’ subscale significantly discriminated between fathers of schizophrenics and control group. Furthermore ‘active participation’ subscale and ‘warmth’ subscale showed significant difference between fathers of control group and resting both father group of schizophrenics and biopolar I patients.

The media movement is a movement to separate from the political power and to dismantle the media power and to seek the control of citizens' media. Political power is the biggest factor that violates the fairness and independence of the media in the public domain. On the other hand, the factor that interferes with the healthy and responsible media of the press in the private sector is the media power originating from the owner. Citizens 'media campaign emphasizes citizens' mobility as a subject that monitors the political power and media power that have the sovereignty of the media belonging to the citizen and may infringe on this sovereignty.In the Lee Myung Bak - Park Geun Hye regime, the civil press movement was a period of resistance and struggle. Citizen media campaigns have completely collapsed with governance. As a result, the intellectuals who have expertise in the media have lost their place in the discussion and presentation of the policy alternatives in which the policy production is centered. The influence of citizen media organizations, which are centered on activists rather than citizen's direct action, is limited. In order to strengthen the power of the media reform, it is necessary to reconstruct social forces such as civil society, media unions, media organizations and political forces. We should also look for various ways in which citizens can participate actively in the agenda and activities of the movement. In addition, it is necessary to expand the movement of the media.

Online communities have become playgrounds for enjoyment and political public spheres as well as have been vitalized by participation of diverse users, which shows that users of online communities experience participatory democracy and new subjects who project the politic of everyday life eventually. The purpose of the study is to examine that how phenomenon from above have been revealed in the academic discourses and seek the ways for development of the theory and methodology of community media research. To do this, I analyze that features and tendencies of academic discourses which have historically been accumulated through applying method of meta-analysis into topics, methods, and issues in the precedence studies. Data is centered on Journals of the Korean Society for Journalism and communication Studies, Korean Association for Broadcasting and Telecommunication studies, Korean Association for Communication and Information studies, and the Cybercommunication Academic Society. The reason why I choose these journals is that they have a long history of the publication compared to other journals, thus, I can collect various related articles. Total of 53 Samples are selected after input keywords '공동체' and 'Community'. This study makes a contribution by offering the preliminary data in order to seek the ways for revitalization of local communities and for the future theories and methodologies of community media through researching on precedence studies having piled from 2001 when the first article about community media was published to November 2016.

The case of 'Paik Jong-moon's Taped Conversation,' has presented "an important and serious challenge to the freedom of the press and democracy" in South Korea. Nevertheless, this case has not been reported by the mainstream news media. It has also been forgotten without a proper fact-finding or investigation by regulatory agencies, like The Foundation for Broadcast Culture, The Korea Communications Commission, or The National Assembly. This study aims to examine why the above has happened through in-depth interviews of reporters and TV producers, senior journalists, former and incumbent commissioners of the broadcasting regulatory agencies, and experts of the industry, as well as literature research. Here, I present three answers. First, I found two reasons the mainstream press has ignored this incident. 1) It serves for political interests instead of reporting truth. 2) Public broadcasters' watchdog role has been neutralized. Second, regulatory agencies like The Foundation for Broadcast Culture, The Korea Communications Commission and The National Assembly are ruled by political tribalism. The ruling party's members of the National Assembly and these agencies were reluctant to investigate allegations surrounding Paik Jong-moon, such as illegal dismissals, illegal intervention in programming or production, illegal recruitment and illegal business deals. That's because they considered CEO Paik an ally. Using their majority power, they have rejected the request from opposition-affiliated commissioners or from opposition lawmakers to investigate the allegations. Third, there were no alternative forces within the public broadcasters to unveil the truth. In conclusion, the legal and institutional shake-up of corporate governance is urgently needed for public broadcasters and broadcasting regulatory agencies.

The purpose of the study was to create a probabilistic seismic hazard map using the input data that reflected the seismo-tectonic characteristics of the Korean Peninsula by applying USGS program (Harmsen (2008). The program was partly modified for the purpose of this study. The uncertainty of input parameters given by specialists was reflected in calculating the seismic hazard values by logic tree method. The general pattern of PGA was quite sensitive and similar to the shape of areal source. The probabilistic seismic hazard map showed the contour distribution of peak acceleration (%g) with 10% probability of exceedance in 5, 10, 20, 50, 100, 250, and 500 years. The result showed that the peak ground acceleration (PGA) values of the northern peninsula were almost half values of the southern peninsula except Hwanghae province. The general trend of the hazard map extended in the direction of NW-SE from Whanghae province to south-eastern regions of the peninsula. The values in northern part of Kangwon province were relatively lower than other areas in the southern peninsula. The maps produced through this study are considered valuable in regulating the seismic safety of the major facilities in the Korean Peninsula.

Bitter melon (Momordica charantia L.) has various biological functions, including anti-diabetic, anti-cancer, anti-inflammatory, anti-viral, and antioxidant activities. However, the development of foods using bitter melon (BM) is unexplored due to its bitter taste. In this study, BM pickle was prepared, and changes in quality characteristics and antioxidant activity during ageing were determined. After 4 weeks of ageing, pH levels, salinities, soluble solids, and reducing sugars of BM pickle decreased, whereas acidities increased. In addition, total viable, lactic acid bacteria, and yeast viable cell numbers greatly increased until 1 week, after which they slightly decreased. Levels of soluble phenolics increased during ageing, antioxidant activity increased accordingly. Crude protein, K, and P contents of pickles were lower than in raw material of BM, whereas crude fat and Na contents increased. Corn silk extracts were added to BM pickle during ageing in order to improve the bitter taste and flavor. The best sensory quality was obtained by adding 0.25% corn silk extracts.

In order to increase the productivity of container terminals, automation is being considered seriously in nowadays. A yard is usually automated by running autumated RMGs (rail mounted gantries) which may require somewhat a different stacking strategy to archive a better performance. In this paper, we present a simulation model for RMGs and summarize experimental results with two different stacking strategies applied to a horizontal block which has two non-crossable RMGs. The concentrating strategy, which stacks containers belong to a single ship together and dedicateds each RMG to either ship services or external truck services, showed a good performance in ship unloading. In the contrast, the distributing strategy, which partitions a block into two regions and binds each RMG to one of the regions to improve the productivity of ship services by running each RMG alternately, is suggested for blocks of exporting.

Installation of digital tachograph, black box, and ADAS have been enforced to commercial vehicles for preventing violent driving and accidents by the Traffic Safety Act in Korea. Nevertheless, the damage caused by road hazards has increased 1.5 times in 2016 compared to 2013. So, developing new technologies that can identify road hazard using the sensors installed in commercial vehicles are conducting by the Ministry of Land, Infrastructure and Transport. As a part of the technologies, this research analyze the error range of GPS installed in commercial vehicles that vary according to the driving speed. As a result, the average error was 9.72m at the driving speed of 100km/h, and the error was 2.1 times larger than the average error of 4.69m at the driving speed of 40km/h. The event point proper integration/separation range(m) was analyzed to be 20m with a recognition rate of 90% or more at the same point regardless of driving speed. The results of this research can be used as basic data for improving the accuracy of location-based data would be collected using commercial vehicles.

Purpose : The purpose of this study was to compare the effects of different supporting surfaces on trunk muscle activities during core stabilization exercises. Methods : A total of 20 healthy college students participated in this study for 6 weeks. In this study, we divided participants into a stable surface exercise group and an unstable surface exercise group. Each group performed core stabilization exercises of Curl-ups, Bridges, and Quadrupedal position. Core stabilization exercises were performed 3 times a week for 30 minutes during 6 weeks. The stable surface exercise group used a yoga mat while the unstable surface exercise group used AERO step. This study was designed using pre-test and post-test measurements. We used Surface Electromyograpy (sEMG) to measure for the rectus abdominis, external abdominal oblique, and multifidus muscle of trunk muscle activities. Data was processed using a paired sample t-test on SPSS 18.0. Results : For the stable surface exercise group there was a meaningful improvement in left rectus abdominis, left external abdominal oblique, and right multifidus (p<0.05). For the unstable surface exercise group, a meaningful improvement was seen in the left external abdominal oblique and right multifidus. Conclusion : From the experiment, we concluded that differences in surface can make various degrees of improvement in muscles activities, which suggests patients can choose a better option under their own conditions when planning to have a core stability exercise.
