정부와 한전은 그동안 전력산업을 경쟁체제로 전환하기 위한 사업을 단계적으로 추진하여 왔다. 1993년도에 장기전력 수급계획에서 발전부문의 민간참여를 공식적으로 검토하기 시작하였으며 1995년도에는 제1차 민자발전사업 기본계획 발표로 민자발전시대의 문을 열게 되었다. 1997년도에는 정부에서 전력산업에 대한 진입규제완화 방안을 발표한데 이어 전력산업의 구조개편의 본격 논의를 위한 전력산업구조개편위원회를 구성하여 1999년도에 전력산업구조개편기본계획을 확정하기에 이르렀다. 이에 따라 구조개편 추진이 가속화하여 1999년도 5월에 산업자원부내에 전력산업구조개혁단이 발족되었고 2000년도 12월에 전력산업구조개편촉진법률안이 국회에서 통과되어 2001년도 4월에는 발전부문을 6개 발전자회사로 분할하였다. 정부에서는 전력산업구조개편을 성공적으로 이행하기 위하여 그동안 한전에서 수행해 오던 공익적 기능사업을 정부로 이관하여 추진하게 되었으며 이러한 공익적 기능사업을 체계적이고 안정적으로 추진하기 위하여 재원을 확보하고 전력산업기반조성사업계획을 수립하여 2001년도 하반기부터 수행하게 되었다.

This study investigates the risks that can occur during the development stage of IPP project in developing countries. In case that ECA and MLA cannot participate due to poor credit rating of the country, the diversification of power purchaser in marginal states can be a great help to reduce both market risk and country risk at the same time. In case of thermal power plants and combined cycle power plants, the effect of performance degradation as time passed will be considered and expected profit of sponsors should be maintained. Recently, developing countries are expanding IPP projects to reduce the financing cost and Korean power companies are positively participating in IPP projects. Accordingly, the loss of Korean companies should be minimized by risk management through the risk mitigation methods of this study.

This study is about whether the new Project Finance scheme called "Asset Backed Short Term Bond(ABSTB)" with Project Finance Guarantee Cover provided by Korean Exim Bank(KEXIM) is an appropriate and valid financing structure, through close examinations on domestic and overseas IPP case studies. This study clearly indicates that (i) the interest rate of ABSTB with KEXIM's Project Finance Guarantee is relatively more competitive than the interest rate of other ABSTB guaranteed by EPC Companies (ii) the lower credit rated EPC companies make higher ROE(Return on Equity) through this financing structure. Lastly, Korean EPC Companies can secure profitability through this innovative financing scheme which will also lead to winning more power plant Contracts and become globally competitive.

2002년도에는 국민의 삶의 질 향상과 지역 균형 발전을 각 정부 부처의 정보화 추진이 이루어 질 것으로 전망되고 있다. 또한 정부의 생산성 향상과 산업경제가 발전하는 데에도 큰 몫을 할 것으로 보여지고 있다. 이는 지난 9월 19일 정부가 이한동 국무총리 주재로 제 16차 정보화 추진 위원회를 개최하여 심의, 확정한 내년도에 각 부처가 추진해 나갈 23개 분야별 2003년도 정보화촉진시행계획에 따른 것이다. 이날 확정된 2002년도 분야별 정보화 촉진 시행계획에 따르면 2002년 정부가 추진할 정보화사업은 총 24,156억원(국비 16,867억원, 지방비 6,782억원, 민자 508억원)으로 집계되었다.

Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.

Electric business all over the world is dramatically changed from vertically integrated monopoly to competition systems. Also, independent power producers(IPPs) will start their commercial operation from the year 2001 in Korea. In this regard, determination of the transaction cost between IPPs and electric utilities will be a hot issue, and electric utilities requires a new framework to support their decision-making. This paper presents the concept of the avoided cost which can be used for economic studies. This paper also describes a novel algorithm to evaluate the avoided cost of a IPP. The case studies are performed on the basis of the official generation expansion plan of Korea by using the Wien Automatic System Planning Package(WASP).

세계 100대 건설사 중 하나인 쌍용건설(주)는 1977년 창립 이래 오늘날 까지 꾸준한 성장을 보이고 있다. 해외건설 시장이 중동에 편중되었던 80년대에는 싱가포르, 말레이시아, 미국, 일본 등 해외시장 개척의 첨병 역할을 톡톡히 했으며, 인천국제공항, 경부고속철도, 경의선 등의 대규모 국책사업을 성공적으로 수행했고 더불어 고속도로, 항만, 플랜트 등을 시공하여 국가 산업 발전에도 기여하였다. 2005년 1조 1천600억 원대의 매출액과 300억 원대의 경상이익, 1조 9천억 원대의 수주를 달성하는 성과를 올린 쌍용건설(주)는 2006년의 경영 목표를 턴키 및 SOC민자사업 확대/ 지방 및 수도권 신도시 위주의 주택사업 전개/ 동남아 국가 사회기반시설공사 적극 참여 및 고급 건축분야 수주 확대 등으로 삼아 이를 이루고자 전력을 다하고 있으며, 이런 노력의 결과로 지난 7월, 인도네시아에서 미화 1억 3천만 달러 규모의 '플라자 인도네시아 확장공사'를 수주하여 건설업계의 화제가 되기도 했다.
