This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.

제주 강정항은 2015년까지 국부와 안보를 지키는 21세기 청해진을 수행하기 위한 해군기지로서의 기능과 세계자연유산을 보유하고 있는 제주도의 관광산업을 활성화고자 15만톤급 초대형 크루즈 선박이 이용 가능한 민군복합 항만으로 건설될 예정이다. 또한 정부 시책에 발맞춰 친환경적인 설계와 공법으로 신재생에너지 기술을 접목한 미래 지향적인 친환경 민군복항으로 추진되고 있다. 본 연구에서는 제주 민군복합항의 건설 개요를 바탕으로 항만시설의 규모와 현행 추진 현황 등에 대하여 설명하고자 한다.

In times of current warfare, importance of civil military operations(CMO) is more on the rise because the military winning does not couple the political winning immediately. For this reason, CMO Model Development Program has been commenced by ROK JCS since FY 2014. As CMO is non-kinetic operations which is focused on civilians, it depends on the commander's decision that reflects the results of the evaluation of the CMO performance level. The evaluation of CMO performance level is a very important factor of this model. So, I decided my subject a study of simulation method for evaluation of CMO Performance level. It is affected in CMO performance level by the occurrence of some event, and the achievement results of CMO for the response action on such event is evaluated by the 5 factors(administration level, security level, infrastructure level, humanitarian support level, friendship level) on the evaluation of CMO performance level. Even more it is affected in achievement of new CMO and new event by evaluation results. In this study, I provided a methodology of how apply the evaluation results and how simulate the achievement results of CMO performance with the 5 factors on the evaluation of CMO Performance level. Also this study is expected that it will be highly contributed to training and exercise in CMO branch in ROK JCS, when CMO Model Development Program is done as a new model applied such evaluation factors matching military environment in the Korean Peninsular, and applied this simulation method for evaluation of CMO Performance level.

A civil-military facility sharing project is a part of mutual cooperative efforts, which enables the military to use any civilian (local government or company) or a civilian to use any military facility. Such facility sharing project may reduce or clear possible conflicts with the local residents in the surrounding area of a military facility while being available to save budgets for new construction or maintenance of a defense or military facility. Various measures have been proposed for institutional resolutions on conflicts with the local residents in the surrounding area of a military facility. This study collects and organizes previous cases of the civilian-military facility sharing projects, and analyzes the characteristics of such cases based on the project types. In addition, by organizing and proposing the project characteristics, plans (ideas) and determination criteria to expand and vitalize are presented regarding the project types having restrictions. AHP technique is employed to research on the matrix for the project feasibility determination. Also, the opinions organized through the cause analysis are categorized and presented as a project for the expansion and vitalization of future project. According to the rearch result, Type I, II and III are determined to be projects that can be implemented without difficulties. Type IV, on the other hands, is determined as not illegal, yet inadequate so that some legal and institutional complements are required to expand and vitaliza this facility sharing project.

When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts' opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project.

This study aims to compare Jeju Island, Shanghai, and Yokohama cruise ports and to investigate the relative strengths and weaknesses of Jeju Island. This study conducted comparative evaluation of 8 factors [airport, berth, expenses, distance, access to town, shopping facilities, source market (background market), and tourism] through a cruise network analysis. Comparative evaluation results find that Jeju Island, which secured 2 berths (berthing capacity) by completion of the civil-military complex port, has ascendancy over Shanghai cruise port and will have ascendancy over Yokohama cruise port once construction of the new airport is completed. Therefore, it will qualify as the best cruise port in Northeast Asia in the future. Results obtained from the cruise network analysis provide insights for administrative policy. Study limitations include only eight factors are used for evaluating the cruise-ship harbor area and surrounding hinterlands, and thus cannot sufficiently evaluate the complex conditions of the sites. In the future, it is necessary to reexamine the evaluation factors of the cruise ship harbor in detail. Furthermore, future research will need to consider the economic effects of the cruise ship industry, and its relevance to related industries as a possible fusion or hybrid industry.
