This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

This paper examined closely on the application of the private securities to the measures for countering terrorism. It is related to the fact that the role of human information comes into the picture nowadays. On closer examination of the application of the private securities to the national facilities, transportation, and multi-use facilities, it was found that having consistent commissioned education through the private-public cooperation and enacting legislation for allowing armed guard to board ships, making private security guards to use sniffer dogs, placing private security guards in each subway station is required, and the active publicity campaign of the government concerned needs to take place for directing and setting up the system for supervising managers of the authorities and changing the way they think of countering terrorism.

This study examines the increasing influence of the private sorter in global media governance, which represents decentralization of international politics resulted from the rapid globalization in the areas of politics, economy and culture. Introducing a concept of the private authority which theoretically explains increasing power of the private sector, including transnational corporations and business associations in global governance, this study discusses how the private sector and its governance activities ran be recognized as legitimate as those of the state. The purpose of this study is to contribute to an understanding of the policy instruments used by the public sector to ensure cooperation with the private sector in the delivery of space policy. Despite the importance of public and private partnership in recent years, there has been a lack of research on policy instruments. This study categorized 16 policy instruments into 4 types: purchase contracts, capital subsidies, research and development support and input subsidies. In addition, 5 cases of public private partnership in the United State, Europe and Japan were studied to explore policy implications to strength industrial competition.

Purpose: Securing the continuity of essential functions in the private sector and ensuring the stability of people's daily lives. Method: Based on the national core-based management targets, private sectors in areas directly related to people's lives are selected. Presents standards for establishing functional continuity plan obligations. Result: Establishing the scope of establishing a functional continuity plan in five areas that have not been designated as mandatory in the private sector and presenting standards based on this. Conclusion: In disaster situations, functional continuity of the private sector, which is directly related to people's lives, can be secured to maintain people's daily lives and establish a social safety net.

The study defines the job characteristics anxiety of the private security workers and the effect of the performance. While the study selected the private guards working at the private security companies registered at the National Police Agency in Seoul 2011 and sampled total 300 people by using the judgment sampling method, the final input case number is 266 people. The study used alpha value of the reliability analysis and the maximum-likelihood classification of the covariation structure analysis in order to verify the validity of the survey and the reliability. With the research method and the process the result of the study is as follows. First, the task importance of the private security workers affects the minus influence to the characteristic anxiety. Second, the feedback of the private security workers affects the minus influence to the characteristic anxiety. Third, the job autonomy of the private security workers affects the minus influence to the characteristic anxiety. Fourth, the feedback of the private security workers affects the plus influence to the task performance. Fifth, the job autonomy of the private security workers affects the plus influence to the task performance. Sixth, the skill variety of the private security workers affects the plus influence to the task performance. Seventh, the characteristic anxiety of the private security workers affects the plus influence to the task performance.

The purpose of this research is to achieve qualitative growth for private security industry as a sector of service industry to attract clients and promote the growth of the private security industry by analyzing the factors which influence the customer's service satisfaction in using the private security services. A regression analysis was conducted to determine the factors which influences the satisfaction of private security service to ultimately achieve the research purpose. In the regression analysis, the difference between corporate clients and individual clients were analyzed for the sake of providing better security services and marketing applications. As a result, the factors that influences the satisfaction of the categorized groups were very clearly signified. Both individual and corporate clients showed increase in satisfaction rate when the fear of crime decreased. This result implies that the private security firms must possess segmented strategies as well as strategies to lower the fear factors of clients. There were no differences in all satisfaction-influencing factors when the fear reduction variable was exempted among both corporate and individual clients in usage satisfaction. This result shows that clients demand varies according to the client and the security firms must react to these demands by the clients. Although private security industry possess very clear publicity, it is a profit generating industry sector therefore, like other service industry, the private security services must implement strategies to keep up with the paradigm. If the satisfaction determinants from the research results are grafted into strategies such relationship marketing and target market selection, higher service satisfaction can be achieved from the clients.

As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility. Finally, the use of professional and visible use of professional personnel should be achieved through benefit assessment for those who are qualified for

The purpose of this study is to calculate the economic value of transport demand forecasting risks in the road PPP project. Under the assumption that volatility of the road PPP project value occurs only in regard with uncertainty of traffic volume forecasting, this study calculates the economic value of the traffic forecasting risks in the case of the road PPP project. To that end, forecasted traffic volume is assumed to be a stochastic variable and to follow the Geometric Brownian motion as time passes. In particular, this study attempts to differentiate itself from existing studies that simply use an arbitrary assumption by presenting the application of different traffic volume growth volatility and the rates before and after the ramp-up period. Analysis of the case projects reveals that the risk premium related to traffic volume forecast of the project turns out as 7.39~8.30%, without considering option value-such as minimum revenue guarantee-while the project value volatility caused by transport demand forecasting risks is 17.11%. As the discount rate grows higher, the project value volatility tends to decrease and volatility in project value is always suggested to be larger than that in transport volume influenced by leverage effect due to fixed expenditure. The market value of transport demand forecasting risk-calculated using the project value volatility and risk premium-is analyzed to be between 0.42~0.50, implying that a 1% increase or decrease in the transport amount volatility would lead to a 0.42~0.50% increase or decrease in risk premium of the project.
