신기술 출현과 동아시아 기술혁신체제의 변화 : 한국, 일본 및 대만 기술혁신체제의 거버넌스 비교

  • This paper raises two questions about the overall national innovation system (NIS) in Korea, Japan, and Taiwan - (1) what has distinguished the three countries in terms of their NIS in the past and (2) why are the changes that are taking place now, relatively make the NIS in these countries similar to each other\ulcorner At present, the NIS of each country is becoming more privatized and flexible than the pre-financial crisis period. We argue that this assimilation is due to the free flowing technologies readily available in the international technology markets. We argue significant shifts in the NIS of these three countries, notably a move from a manufacturing-based NIS with a high level of protection, piracy, and stability to a venture-based NIS with high levels of flexibility, risk taking, and technological innovation.

The Change of Policy and Public Administration System in Post Catch-up Phase (탈추격단계에서의 정책과 행정체제 변화)

  • This study analyzed the meanings and drives, and government roles in NIS transformation process. Specifically, I deal with changes in the S&T policy and S&T public administration system as NIS changed from catch-up to post catch-up. As a result, S&T policy and administrative structure has changed as key elements of a new form of steering the transformation process. Though changed from direct to indirect, the role of the state remains strong in 'vision creation' and 'discursive coordination' as supporter and facilitator of the NIS transformation process. Especially, administration structure has been changed to strengthen decentralized pluralism and linkages and cooperation between government and private, between firms and universities, among inter related ministries.

  • This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.

Governance of Regional Innovation Policies of the Ruhr Area in Germany (독일 루르지역의 지역혁신정책 거버넌스 연구: 혁신주체간 협력관계를 중심으로)

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

국내 과학기술 연구개발 현황 및 전망

  • 1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.

  • The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.

  • As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.

Interaction between Innovation Actors in Innovation Cluster: A Case of Daedeok Innopolis (혁신클러스터 내에서의 혁신주체들 간 상호작용의 변화: 대덕연구개발특구를 중심으로)

  • Various innovation theories, such as innovation system, innovation cluster, triple helix model, are different in their focus. However they all emphasize the interaction between innovation actors in order to generate, diffuse, and appropriate technological innovations successfully. This study analyzes how the interaction of innovation actors in Daedeok Innopolis has been changed since the introduction of innovation cluster policy like the designation of Daedeok Innopolis. Based on the analysis of survey data, Innopolis statistics, and patent joint-application data, we come to the conclusions that the Daedeok Innopolis has characteristics of multi-level governance structure, in which innovation cluster, i.e. Daedeok Innopolis, regional innovation system, and national innovation system directly overlap under the framework of innovation system. In addition, from the perspectives of triple helix model, we are able to verify that the inter-domain interactions between innovation actors, such as tri-lateral network, have been constantly increased in the Daedeok Innopolis. Based on our analysis, we identify some policy suggestions in order to strengthen the competitiveness of the Daedeok Innopolis as well as other innovation clusters in Korea. First, the network activities between innovation actors within innovation cluster should be strengthened based on the geographical accessibility. Second, private intermediate organizations should be established and their roles should be extended. Third, the entrepreneurial activities of universities within innovation cluster should be strengthened. In other words, the roles of universities within the Innopolis should be activated. Finally, the government should provide relevant policy supports to activate the interactions between innovation actors within innovation cluster.

The Role of Local Government in Building Regional Innovation System (지역혁신체제 구축과 지방정부의 과제)

  • This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.
