  • The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.

  • Despite large increases in the growth of the private security industry in the last few decades, very little empirically based information has been collected on the roles of private security within current Korean literature. Attempting to address this gap, this study examined perceptions of the roles of private security by surveying 212 police officers. In order to measure the strength of police officers' perception, not only quantitative but also qualitative methods were adopted. Overall, results of the study indicate that police officers considered private security as an adjunct to the police. However, they also believed that private security industry would grow to get square with the police in the near future. Concerning the specific roles of private security, police officers rated the roles of loss prevention and protection more highly than those of crime prevention and order maintenance. This result reveals that police officers thought private security had focused more on the roles related to the pursuit of profits than on the roles tied to its public functions.

The result of this fact-finding survey about crime prevention system is on the hand pointed out the circumscription of the police power, and the other hand they have the age-old ceremonies on the dependence about police system. Because the public security order needs the compelling power to maintenance the peace and this power is exercising only by police. They don't have the trust about the role of the private security as the crime prevention institution. But, they consider the private security is just for anyone in particular and special class by their demand. And also, they consider the private security is very expensive to utilize for their security in the everyday life. There for, some people have trust for the private security and if they have a chance for the security, they consider to utilize the private security for their safe life as an security agency. The private security has a powerful experts and so many high-tech equipments for the security. Thus, we have to find a solution to get the best out of it. • The purpose of this study was to delve into all sorts of literature concerned in a bid to suggest how the Public Law Enforcement and private Security sector could join forces in preventing crimes and guaranteeing the safety of people. Quite naturally, crime has increased greatly to become one of the major social problems. Crime has been conventionally recognized as 'something' to be prevented and controlled by public law enforcement. However, the rate of crime increase has been so rapid that public law enforcement alone could not effectively control the everincreasing and diversified crimes in our society. To serve as a qualified partner for the police, private security industry should strive to secure excellent manpower and provide education for workers to improve their qualifications. Specifically, they should put sustained efforts into diversifying the types of security business and creating a new market to extend their scope of business and become more competitive. Intensified collaboration between the Public Law Enforcement and private Security security sector is expected to create new synergy in addressing people's needs for safety and enhancing their quality of life.
