  • As we observed in Irag war, air force power is integral to military operations owing to its promptness and accuracy. In this regard, strong air force power has a deterrent effect on a war. Meanwhile, as aviation industry is a key-future industry, the importance of the industry in our economy is significantly growing. Therefore, to maximize a national interest in utilizing limited aviation resources, it is necessary to establish a new system in which civil aviation and military aviation system is closely related and consolidated. Thus, our task is to find a way to enhance civil aviation industry to the extent of guaranteeing effective military operations. At the same time, civil aviation resources shall be effectively utilized for the military purposes in the event of a war.   • US 911 incidents have changed all aviation security system in the world. Especially the US changed all existing system into new one. One of the most fundamental changes is aviation security acts, regulation and several programmes. Based on the new aviation security act enacted in 2001, several code of federal regulations have been amended to strengthen US aviation security system. These regulation also enable new aviation security programmes including several airline and airport security related programmes, K-9 programme, BDO programme and air marshall programmed. All the programmes enables US aviation security improvements. Also the creating of TSA based on the aviation and transportation security act has provided the enhancement of aviation security in US. The purpose of this thesis is studying the change of aviation security system in the US especiatly in terms of aviation security legislation perfective and comparing the system with Korean aviation security legal system and provides possible solution to enhance Korean aviation security legislation and structure.

  • 오늘날 기술의 발전으로 시스템들은 점차 대형화 복잡화 되어가고 있다. 이처럼 점차 대형화 복잡화 되어가고 있는 시스템들은 더욱 커진 사고 및 고장에 대한 위험을 내재하게 된다. 또한 대형 복합 시스템에서 발생하는 사고 및 고장은 바로 큰 재산피해나 인명피해와 직결 될 수 있다. 따라서 체계적인 안전관리의 필요성이 점차 커지고 있다. 이에 대응하여 철도, 항공, 해양 등의 산업에서는 각 산업에 적합한 안전관리체계를 수립하려 노력하고 있으며, 표준 및 매뉴얼을 제정하여 보급에 앞장서고 있다. 예로써 가장 활발히 안전관리체계의 도입을 추구하고 있는 항공 분야에서는 국제민강항공기구와 미 연방항공청의 주도로 안전관리체계에 대한 가이드와 매뉴얼을 만들어 각국의 사정에 맞는 안전관리체계를 도입할 수 있는 바탕을 제공 하고 있다. 이처럼 점차 중요해지고 있는 안전관리체계내에서도 위험원 식별 및 분석활동은 그 중요성이 크다. 이를 통해 도출되는 위험원 및 위험원의 영향 및 원인이 시스템 개발 및 운용에서 수행하게 될 안전관리활동의 바탕이 되기 때문이다. 따라서 위험원 식별 및 분석활동에 적용하기 위한 여러 기법에 대한 연구가 활발히 이뤄지고 있다. 본 논문에서는 여러 가지 위험원 식별 기법 중 HAZOP을 이용하여 고속철도시스템의 위험원 식별 및 분석을 수행 했다. 또한 HAZOP의 수행 및 위험원 식별 활동의 프로세스 모델을 제시함으로써 실질적인 위험원 식별 활동의 수행에 도움이 될 것으로 기대한다.

Development of B-Value Based GBAS Ground Facility Error Standard Deviation Model and Verification (B-Value를 이용한 GBAS 지상국 오차 표준편차 모델 개발 및 성능 평가)

  • The ICAO and FAA are developing and verifying of GBAS for civil aircraft landing and take-off. The guarantee of aircraft integrity issue is the important part of GBAS. To guarantee integrity, the GBAS ground facility broadcasts various informations to aircraft. The informations are related to the estimated accuracy of each pseudorange correction and the estimated error terms, for example B-value and standard deviation of the ground facility error. These parameters are used to calculate position error (estimated value of the user). If estimated position errors don't satisfy requirements, aircraft use alternate navigation means. In this paper, GBAS reference stations's real data, which operated by KARI (Korea Aerospace Research Institute) in Jeju international airport, are used to development of new ground facility error standard deviation model. We verify improvement of GBAS availability, with respected to vertical protection level, using B-value based a new ground facility error standard deviation model and a sigma inflation factor.

Development Status of Helicopter Simulator Technology (헬리콥터 시뮬레이터 기술개발현황)

  • The purpose of this paper is to investigate the current technical status and future prospects regarding helicopter simulators. In the introduction section, we briefly summarize the concept of the simulator and the development history of helicopter simulators. In the main section, the development status of helicopter simulation technology is first presented and the FAA/EASA certification is then introduced as a verification method for the reliability evaluation of the developed simulator technology. In addition, several issues that need to be resolved along with future development directions are discussed to improve the reliability of helicopter flight simulator.

  • The monetary penalties system inherently has efficiency as DNA. In the event that administrative measures to recover unfair profits from businesses that violate the law, deprive business licenses, or order to suspend business, infringe the interests of ordinary consumers, a system that can achieve the same effect through financial sanctions. It is a monetary penalties. In addition, it is convenient for the government because it takes effect only by the administrative agency's unilateral imposition order compared to the trial process, which takes a long time and huge cost to prove the illegality. However, it is questionable whether procedural legitimacy is well established in Korea's aviation monetary penalties. Compared to foreign legislation, Korea's aviation monetary penalties system need to be improved. This paper was for the purpose of studying the improvement direction of the monetary penalties system disposed of in the Korean aviation field. This study suggests the direction by examining the US system, which is an aviation advanced country, in the aviation safety area. The research was conducted with the intention of exploring the direction as follows: First, the characteristics of the Federal Aviation Administration (FAA) aviation administrative sanctions and the US aviation penalty system will be outlined. Furthermore, with the recent paradigm shift in aviation safety management, this paper tried to look at new trends that focus on autonomous reporting of aviation safety as a proactive and preventive measure in conventional post-airline accident management administration, focusing on various systems including ASAP. This article also reviewed the formal process for imposing monetary penalties adopted by the FAA. Based on the above review, this paper also looked at ways to improve the reporting system for aviation safety in Korea.

Analysis of the Factors and Patterns Associated with Death in Aircraft Accidents and Incidents Using Data Mining Techniques (데이터 마이닝 기법을 활용한 항공기 사고 및 준사고로 인한 사망 발생 요인 및 패턴 분석)

  • This study analyzes the influential factors and patterns associated with death from aircraft accidents and incidents using data mining techniques. To this end, we used two datasets for aircraft accidents and incidents, one from the National Transportation Safety Board (NTSB) and the other from the Federal Aviation Administration (FAA). We developed our prediction models using the decision tree classifier to predict death from aircraft accidents or aircraft incidents and thereby derive the main cause factors and patterns that can cause death based on these prediction models. In the NTSB data, deaths occurred frequently when the aircraft was destroyed or people were performing dangerous missions or maneuver. In the FAA data, deaths were mainly caused by pilots who were less skilled or less qualified when their aircraft were partially destroyed. Several death-related patterns were also found for parachute jumping and aircraft ascending and descending phases. Using the derived patterns, we proposed helpful strategies to prevent death from the aircraft accidents or incidents.

Software Development Process of Military Aircraft based on MIL-HDBK-516C (MIL-HDBK-516C 기반의 군용항공기 탑재 소프트웨어 개발 프로세스)

  • Since most functions of modern aircraft are controlled by software, software errors are directly related to aircraft safety. The criterion in Chapter 15 of the MIL-HDBK-516C addresses safe development and verification of military aircraft software. As the U.S. Air Force repeatedly experienced non-compliance with Chapter 15 criterion of the MIL-HDBK-516C, it published an Airworthiness Circular (AC-17-01) as a guide to meeting the criterion. In this paper, Chapter 15 of MIL-HDBK-516C, AC-17-01 and the SW Qualification Guideline (DO-178C) as applied by the Federal Aviation Administration are compared and analyzed. For the analysis, a matching ratio formula between the MIL-HDBK-516C criteria specified in AC-17-01 and the DO-178C specified in MIL-HDBK-516C criteria is defined. The sections that satisfy MIL-HDBK-516C criterion are derived when AC-17-01 or DO-178C matches. Based on the analysis results, the aircraft software development process is established and examples of application of Chapter 15 of MIL-HDBK-516C are addressed.
