The competition for technological supremacy is unfolding in the high-tech field, and quantum computing can be determinant for economic and security ripple effects. The United States and China, leaders in quantum computing, have developed this field through adequate policies. The United States has fostered quantum computing through government policies and competition among private companies, while China has secured world-class technology through large-scale government investment and attracting foreign talent. In quantum computing, securing talented people is essential to guarantee independent technology development regarding academic attributes and security. We analyze quantum computing policies in the United States and China on a timeline and determine their policy trends. In addition, the policies for securing talent in these countries are reviewed, and the policy effects are compared based on literature analysis. Through the analysis of policy cases between the United States and China, bilateral policy implications for Korea are delineated.

Even after Fukuyama declared "The End of History" in 1989, the challenge to liberal democracy continues. Controversy about totalitarianism is constantly being raised both internally and externally in democratic countries and leaders, as well as the US-China war of supremacy. In this paper, I explored a hypothesis about the totalitarian process, and to explain this hypothesis, I analyzed the case of Venezuela, which was once referred to as a welfare model state. This paper presupposes Fukuyama's insistence on the universality of liberal democracy but considers the last man Nietzsche argues for the last man he assumes. Accordingly, the process of totalitarianism was viewed as a process in which totalitarianism was institutionalized and spread internationally through the linkage and interaction of the last fallen humans, the masses, and totalitarians in the international and domestic environments. According to this hypothesis, the Bol?var Revolution and Chavez show the process of transformation into a typical quasi-totalism. Although the Venezuelan people preferred democracy, they remained the last man who had become a man of "rich consciousness." While investigating this hypothesis, it was confirmed that extensive and interdisciplinary studies such as digital t otalitarianism and the development of science and technology should be followed.

The U.K. during the war on terrorism, the number of military serviceable resources decreased and the volunteer recruitment rate decreased due to the decline in the birth rate, but faced a situation in which complex security threats from IS and Russia gradually increased. As one of the measures to overcome these challenges, the British military promoted a policy to break down existing social conservatism and assign female personnel to close combat positions. The British military formed a consensus within the military through discovery of female military use cases, longitudinal studies, and combat experiments, and then conducted strategic communication to form a social consensus and collect public opinions. In addition, to improve the reliability of the policy, established a combat fitness evaluation system that any combatant who performs close combat should pass. In Korea, amid accelerating competition for hegemony between the U.S. and China, security threats are increasing due to a decrease in military serviceable resources caused by population cliffs. Therefore, the case of the British military will give us considerable implications while also helping to provide the direction necessary for establishing future women's workforce policies.
