첨단의료기기산업과 바이오산업은 유망한 미래 신산업이다. 바이오산업은 건강(Red), 환경(White), 식량(Green) 등 인류 난제 해결에 필요한 기술 및 제품 개발을 통해 고부가가치를 창출하는 미래 신산업인이다. 핵심 장애요인은 최고기술국 대비 핵심원천기술 확보가 미흡하고, 전반적 기술수준이 선진국 대비 60$\sim$70% 수준이다. 기업중심의 R&D 지원이 미흡하고, 고위험-고수익형 사업성격상 장기투자 부담에 따른 민간투자가 미흡하다.

1987년 3월 세계환경개발위원회에서 발간한 일명 '브룬트란트 보고서' 라고 불리우는 보고서 "우리 공동의 미래(Our Common Future)"에서 "지속가능한 발전"개념이 제시되었다. 보고서에 제시된 지속가능한 발전이란 '미래세대가 그들의 필요를 충족시킬 능력을 저해하지 않으면서 현 세대의 필요를 충족시키는 것'(원문 : Sustainable development is development that meets the meeds of present without compromising the ability of future generations to meet their own needs)으로 이해되고 있다. 이러한 개념적인 지속가능한 발전을 실현시키는 구체적인 방법을 청정기술이 제공하고 있으며, 청정생산은 지구환경 문제를 사후처리 또는 치유하는 개념의 접근 방법이 아니고 사전예방적 전략이다.(중략)

정부 R&D성과의 질적 수준을 제고하고 중장기 국가 재정사업의 효율성을 높이기 위한 각 연구 기관의 시도들이 있어 왔다. 연구사업의 발굴, 기획 및 수행에 있어 효과적인 정부 R&D 예산의 배분, 우선순위를 도출, 기술개발 전략 수립을 하는 것이 매우 중요해지고 있다. 정부 재정사업인 국가 R&D사업은 국가 기간산업을 활성화하고 경제발전을 수반할 수 있는 중요한 모멘텀으로서의 역할을 하고 있다. 또한, 국가 R&D사업의 한 축인 거대과학은 최첨단 기술의 개발과 미래성장동력의 발굴이라는 대명제로 그 중요성이 강조되고 있다. 거대과학 연구는 그 분야의 특수성으로 인해 대학의 과학자, 공공 연구기관의 연구원, 기업의 엔지니어가 함께 참여하여야 하고 대규모 국가 예산을 동원하는 과학 연구 사업이다. 이는 대규모 예산을 기반으로 하고 있기에 집중적 투자가 수반된다면 단기적으로 기초과학의 발전을 이뤄낼 수 있다. 이것은 산업발전에 밑거름이 되어 그 분야 자체로 하나의 산업생태계를 구성하고 요소 기술들의 응용으로 파생기술이 전파된다면 새로운 신산업 창출 등 국가산업에 많은 혜택을 줄 수 있다. 하지만 많은 인력과 대규모 투자 그리고 중장기 프로젝트라는 특성으로 인해 실패 가능성도 높아 전략적 선택 및 추진이 필요하다. 따라서 본 논문에서는 거대과학의 기술개발전략의 수립을 위하여 중이온 입자가속기 핵심부품 국산화 전략수립 사례를 중심으로 효율적인 R&D추진 방안을 도출해보고자 한다. 또한, 논문, 특허를 기반으로 한 3P분석을 통하여 중이온 가속기 핵심부품의 국산화 전략을 제안하고, 추진 우선순위 및 전략을 제시하고자 한다.

Recently the Northeast Asia region, which includes Korea, China and Japan, has become one of the top three regions for trade and, therefore, is being recognized as a new hub for the global economy. Meanwhile, tourism not only improves the economy, but also enhances mutual understanding through interchange and has cultural functions such as that of the sharing of human values for a bright future. In addition, the promotion of the tourism industry will not only ensure Korea of becoming a hub for the Northeast Asia economy, but it can be a win-win plan that contributes in forming a future Northeast Asian community achieved through peace and prosperity based on the social and cultural connections within the region. Taking the above into consideration, there is a need to carefully scrutinize the status of tourism in Northeast Asia for the management of the future of Korea.

The purpose of this study was to promote the growth and development of South Korea's cruise tourism industry by pointing out current issue and presenting solutions in South Korea's cruise tourism industry. The study analyzed issues such as status, the advantages and disadvantages of cruise tourism industry to Korea, the capacity of cruise ships and port facilities, the immigration procedures for cruise passengers, and presented effective solutions. This study propose 8 futuristic strategies for cruise tourism industry in Korea that include the establishment of mid-and long-term master plan, the expansion of cruise expert wharf, the composition of the foundation for development of domestic cruise companies, simplification of immigration. Moreover, Korea has to strengthen its promotional activities for cruise companies, the expansion of cruise routes and development of linking tourism belt, activation of cruise specialists training program, and development of associated cruise product with China and Japan.

전문 서비스로봇인 국방 무인 로봇은 무기체계 개발 시, 소요군의 운용개념 미확정, 국내 로봇 기술수준(TRL) 및 기술성숙도 미흡 등으로 무인체계의 소요기획 및 전력화 소요 반영이 되지 않고 장기적인 획득 대안으로 생각하고 있으나, 미국의 미래 전투체계(Future Combat System)에서 보듯이 네트워크 중심전(NCW)으로의 전장 환경변화 등 무인전투체계의 통신 및 소프트웨어(복합체계 공통운용환경(SOSCOE: System of Systems Common Operating Environment))의 중요성은 더욱 커지고 있다. 국가적으로는 국방 무인 로봇을 시장확산분야로 인식하고 있으며, 그동안 해외 도입 위주의 국방 무인 로봇 시장에 대한 중요성이 부각되고 있어, 우리나라 창조경제 발전의 견인차 역할로 무인체계 시장의 선점 및 새로운 고용시장을 창출할 수 있는 기반으로 투자를 확대하고 있다. 따라서, 본 논고를 통하여 무인체계에 대한 체계개발 활성화 방안에 기여하기 위한 선제적인 방법으로 연구개발 방향을 설정하고, 기술개발 방향 및 획득 우선순위 등 개발전략을 수립하고 그 대안을 제시하고자 한다.

This study is about development of technology for electronic government of S. Korea with cloud computing analysed by the application of scenario planning. As a society of knowledge and information has been developed rapidly, because of changing from web environment to ubiquitous environment, a lot of countries across the world as well as S. Korea for e-Government have a variety of changes with cloud computing service. So this research focused on the strategy consulting of e-Government of S. Korea with development of cloud computing technology analysed by the application of 'scenario planning' as a foresight method. As a result, the future policy for development of cloud computing technology for electronic government of S. Korea is to further spur the development of technology for hard ware and internet data center as SLA(Service Level Agreement) and service provisioning, more improvement of level of technology with soft ware solution as resource virtualization, open API(Application Programming Interface).

본 연구는 문헌고찰, 기존의 관련 교육프로그램 분석 그리고 여성농업인들을 대상으로 실시한 설문조사와 면접 결과를 기초로 하여 여성농업인들의 자아성장에 도움이 되는 교육프로그램을 개발하는데 목적이 있다. 여성농업인들에게 자아성장을 위한 교육의 필요한 이유를 제시하면 다음과 같다. 첫째, 여성농업인들은 도시에 사는 여성들에 비해 전반적으로 자아의식이 낮으며 부정적이다. 둘째, 여성농업인들은 자기를 돌아볼 시간적 여유를 갖지 못한다는 것이다. 가사와 농업 그리고 자녀양육 둥에 많은 시간을 보내기 때문에 자신이 누구인가를 생각해 볼 여유가 없다. 셋째, 성인기는 많은 위기를 경험하는 시기인데 여성농업인들은 위기상황이 왔을 때 그것을 극복할 전략을 모르기 때문에 어려움을 주게 되고 결국 부정적 자아개념을 갖게 된다. 넷째, 미래의 자기에 대한 구체적 계획이 없어 미래의 자아상을 갖지 못하고 자신의 삶에 소극적이 된다. 프로그램 개발을 위해 관련문헌을 고찰하였으며 기존 교육 프로그램들을 분석하였다. 그리고 여성농업인들이 자아의식과 관련해서 가지고 있는 문제점이 무엇인지를 구체적으로 분석하기 위해서 설문조사와 면접을 실시하였다. 1차적으로 개발된 프로그램은 농업인 교육 담당자 및 전문가들을 초청하여 프로그램 수정, 보완에 관한 자문을 구하였다. 최종단계로 여성농업인을 대상으로 프로그램을 적용하여 타당성과 효과성을 검증 받았고 피드백 결과를 기초로 프로그램을 확정하였다.
