Micro-Geopolitics against the U.S. Forces in S. Korea: Local Problems Caused by the U.S. Military Bases and Strategies for their Resolution (주한미군의 미시적 지정학 - 미군기지로 인한 지역사회의 범죄 및 환경 문제의 발생과 해결방안 -)

  • Problems caused by the U.S. military bases have attracted little attention until recently due to the national security of S.Korea and the peace of North-Eastern Asia, emphasized from the perspective of macro-geopolitics. However, since the political regime has been democratized and political discourses have been liberalized from the 1990s, those problems become a nation-widely serious social issue, though they have been brought about on the local areas. Thus, it can be suggested that micro-geopolitics is highly relevant and significant in approaching the local problems caused by the U.S. military bases, and ultimately resolving the macro-geopolitical problem of longstanding unfair relations in the SOFA and the withdrawal of U.S. troops. This paper aims to consider local problems caused by the U.S. military bases and resolving strategies from the perspective of micro-geopolitics. First of all, it discusses some significance of the micro-geopolitical perspective, as it has been recently emphasized in political geography in considering local problems and politics of life on the basis of place, then looks on empirically criminal and environmental problems caused by the U.S. military bases, analyses the questionnaire date on the perception of local dwellers around the military camps in Nam-gu Daegu, and finally suggests strategies to resolve those problems, which level up from the micro to the macro-scale of geopolitics.

Analysis of the Construction Process Managed by the U.S. Army Corps of Engineers Far East District Using IDEF0 (주한미군공사 수행을 위한 FED(Far East District) 프로세스 분석에 관한 연구)

  • A significant number of projects have been managed by US Army Corps of Engineers FED. Today, more information must be provided to the parties involved in the projects by phase than ever before. Specifically, USFK`s construction projects have been managed by FED(Far East District). Recently, however, large US private construction companies have been filling the role previously taken by FED. However, there is few construction managers to implement FED project in Korea. Accordingly, this study analyzes FED projects practices with focus on the construction management actors in order to suggest guideline. This study suggests a model FED construction process(Bid, Contract, Construction, As-Built Phase) by analyzing the existing FED project process using a IDEF0 methodology.

Participatory Design Process for the Utilization of the Military Relocation Site - The Case of the Idea Competition for the Fukaya Communication Site in Yokohama - (군기지 이전지 활용에 관한 참여설계과정 - 요코하마 후카야 통신소 이전지 아이디어 공모사업 사례 -)

  • Since 1950, the city of Yokohama has been demanding the return of US. military base sites in Yokohama. Yokohama has established a systematic utilization plan for these relocation sites. The Fukaya communication site is one of former US. military bases verified for return in 2004. The Fukaya communication site is distinctively circular in shape and is entirely national land. Yokohama took an idea competition to its citizens to create a new park at the relocation of the Fukaya communication site, involving lots of citizen opinion in its utilization goals. This study determined the process of the idea competition at the Fukaya communication site in encouraging civic participation and analyzing citizen demands for the utilization of the relocation site. Through the idea competition, Yokohama city was able to obtain several ideas on the new park from various angles such as the function and shape of the urban open spaces. Citizens showed great interest in creating a park as green infrastructure on the Fukaya communication site. In addition, beyond utilization as an urban open space, many ideas suggested new lifestyles for the region in connection with the natural environment in the vicinity. Yokohama city tried to share the process and results of the idea competition with as many citizens as it could through a variety of means such as Participation, Judging, Support, Observation and Understanding. The case study on the idea competition at the Fukaya communication site is a good example of community design practice in public projects, and is full of suggestions for military bases in Korea, which has just established the plan of utilizing relocation sites as parks. Based on this case study, it can be concluded that it is important to make a systemic form for utilization planning with a clear process, open information and partnership in a variety of participatory design processes in order to ensure maximum civic utilization of relocation sites.

A Study on Remediation Methods of Contaminated Soils at Former Military Bases (군기지 오염토양의 정화 방법에 대한 연구)

  • Handling of the large quantity of oil, generation of heavy metals at the military blasting range and outworn facilities could cause the environmental accidents. Pollution levels of the former five U.S military bases located in Uijeongbu, Gyeonggi-do were measured. Soil contamination by TPH (Total Petroleum Hydrocarbons), BTEX (Benzene, Toluene, Ethylbenzene, Xylene), and heavy metals and groundwater contamination were detected. In order to purify contaminated soil, a variety of technologies including soil vapor extraction, slurping, landfarming and soil washing were applied. Contaminated soils of five target bases were purified and the results were suitable for the legal standards.

  • The use of technical proposal tendering has been expanding recently with the aim of effecting cost reduction, quality enhancement, technological development and value realization centered on multifunctional administrative cities, innovation cities, and the Yongsan relocation project. In line with the increasing interest towards life cycle cost improvement measures as an important evaluation category concerning technical proposal tendering, efforts in preparing measures that can execute the security of credibility and objective evaluation concerning architectural life cycle cost are being made. However, problems such as lack of applicable cases of design development and detail design, distortion of initial construction costs concerning the original plan, combination of constant price and current price, the ambiguity of the calculation standards between tendering corporations, inaccuracy of terms, and insufficient compositional formats concerning life cycle improvement measures are being cited. Accordingly, this study sought to propose a measure to improve the compositional guidelines, format, and standards so that a systematic life cycle cost evaluation can be executed for the reliable distinction of each participating corporation, enhanced credibility and objective evaluation of the life cycle cost improvement measure for technical proposals.

Study on the soil contamination characteristics according to the functions of the returned U.S. military base (반환미군기지 기능별 토양오염특성에 관한 연구)

  • There are U.S. troops with a force about 290,000 strong stationed all around the world, approximately 150 countries. Among the troops, USFK has performed principal part with its stationing for 50 years against the military threat of North Korea. However, as a result of an investigation made into environmental contamination of several bases which were restituted from US to ROK by the Land Partnership Plan in the process of relocation of USFK, it was found that the area was contaminated by not only TPH and BTEX caused by diesel fuel and JP-8 but also various heavy metal over the standard level according to the operations of corps. Among these bases, 4 corps, each of which has different duties and function, were chosen to be analyzed for the characteristics and degrees of soil contamination. Fisrt of all, in armored camp the soil was contaminated by TPH and heavy metal (Zn, Ni, Pb) due to the repairing activities of tracked vehicles and shooting exercises. In army aviation camp, the soil was contaminated by TPH, BTEX and heavy metal (Zn, Cd) due to repairing activities of aircrafts. Also, in engineer camp there was contaminated area polluted by TPH and heavy metal (Zn, Pb) caused by open-air storage of various construction materials and TPH, BTEX and heavy metal (Zn, Pb, Cu) contamination of aircraft shooting area in shooting range camp were detected. Managing environment will be more effective when we identify the contaminative characteristics and take necessary measures in advance.
