Analysis of the Construction Process Managed by the U.S. Army Corps of Engineers Far East District Using IDEF0

A significant number of projects have been managed by US Army Corps of Engineers FED. Today, more information must be provided to the parties involved in the projects by phase than ever before. Specifically, USFK`s construction projects have been managed by FED(Far East District). Recently, however, large US private construction companies have been filling the role previously taken by FED. However, there is few construction managers to implement FED project in Korea. Accordingly, this study analyzes FED projects practices with focus on the construction management actors in order to suggest guideline. This study suggests a model FED construction process(Bid, Contract, Construction, As-Built Phase) by analyzing the existing FED project process using a IDEF0 methodology.

주한미군공사 수행을 위한 FED(Far East District) 프로세스 분석에 관한 연구

최근 많은 FED프로젝트가 많이 진행되고 있습니다. 주한 미군기지 이전 계획이 발표됨에 따라 이에 참여할 건설업계는 발주기관 및 공구 수, 공구별 공사비, 입찰참가자격, 시공사 선정방법 등 구체적인 입찰사항에 대한 궁금증을 불러일으키고 있다. 사업 진행이 미군기지 이전시설 종합계획(MP) 수립 및 평택 주민 이주협의, 사업관리업체(PMC: Program Management Consortium) 선정 등 사업 초기부터 체계적으로 진행되지 않고 있어 계속 지연되고 있는 상황이다. 이는 물리적으로 군 시설이라는 특성에 시설공사에 까다로운 기준을 가진 주한미군이 공사를 공동으로 수행함에 따라 의사결정에 많은 시간이 소요되는 데다 주한 미군 공사를 수행하기 위한 지침 및 경험 부족으로 인하여 사업을 체계적으로 진행시키기 못하고 있다. 이에 따라 PMO(미군기지 이전사업 합동추진단:Program Management Office)는 건설사업관리용역업체(PMC:Program Management Consortium)로 CH2M HILL - 건원 컨소시엄을 선정하여 주한 미군기지 이전 사업을 종합적으로 관리하도록 하고 있다. 하지만 주한 미군 공사의 경우 FED(Far East District)와 국방부 조달본부에서 공동으로 관리하도록 되어 있어 효율적인 사업관리가 곤란한 실정이다. 또한 한미의 사업진행 문화의 이질성 및 세부실행지침 미비로 갈등이 발생하고 있으며, 이를 관리할 국내 전문가도 부족한 실정이다. 따라서 본 연구에서는 기존 행해졌던 FED 공사 사례를 바탕으로 하여 입찰부터 준공까지 각 단계별 정보의 흐름 및 수행 주체, 또한 각종 제한사항 및 규제 등을 분석하여 향후 미군 공사 수행에 있어서 기초 자료로 활용할 수 있도록 하고자 한다.
