Analysis of Causes and Impact of Change Orders in the U.S. Military Construction Projects (미군 시설공사 설계변경 요인과 영향에 대한 연구)

  • Change orders that occur frequently during the construction phase, af ect the construction performance in terms of cost, time, quality, safety and environment, and place a huge burden for stakeholders of given projects. This study analyzed the causes of change orders and their impact on the basis of 721 cases and a questionnaire of 164 domestic U.S. military construction participants in a total of 24 U.S. military projects. Important factors for change orders in the US military construction projects were engineering change due to design errors (348 cases, 48.3%), user requests change(86 cases, 11.9%), and different site conditions (69 cases, 9.6%). In addition, due to the change orders, construction cost increased by 6.56% on average and construction period was extended by 21.1% compared to the original schedule. As a result, it is anticipated that domestic construction companies can obtain a better understanding of change orders and construction performance, which may be difficult due to accessibility and limitations to military facilities. Also, it is proposed a successor study that guides in the right direction for the U.S. Military Construction.

A Pilot Study on the Present State and Transformation of Construction Management Actors of USFK's EC Projects (주한 미군 EC 프로젝트의 현황과 시공관리 주체의 변화에 대한 기초연구)

  • Emerging trends regarding USFK(United States Forces, Korea)'s EC(Engineering/Construction) market include: (1) introduction of MATOC(Multiple Award Task Order Contract); (2) increase of DB(Design-Build) contract; and (3) encroachment of large US-origin private EC firms upon Korea. This study analyzes the change of USFK's EC market with focus on the change of construction management actors for USFK's EC projects. Specifically, USFK's EC projects have been managed by FED(Far East District). Recently, however, the large US private EC companies substitute the role previously taken by FED. This phenomenon is accelerated by the business chances in Korea due to LPP(Land Partnership Plan) and intentions of US Government to save military construction costs by means of utilizing US private EC companies. The large US EC firms entering into Korea are business opportunities as well as challenges to Korean EC firms, which are contracting USFK's EC projects. This study concludes that, through teaming joint venture with the large US EC firms, the market changes can be opportunities to acquire foreign market information and learn advanced construction management skill from them.

Analysis of the Construction Process Managed by the U.S. Army Corps of Engineers Far East District Using IDEF0 (주한미군공사 수행을 위한 FED(Far East District) 프로세스 분석에 관한 연구)

  • A significant number of projects have been managed by US Army Corps of Engineers FED. Today, more information must be provided to the parties involved in the projects by phase than ever before. Specifically, USFK`s construction projects have been managed by FED(Far East District). Recently, however, large US private construction companies have been filling the role previously taken by FED. However, there is few construction managers to implement FED project in Korea. Accordingly, this study analyzes FED projects practices with focus on the construction management actors in order to suggest guideline. This study suggests a model FED construction process(Bid, Contract, Construction, As-Built Phase) by analyzing the existing FED project process using a IDEF0 methodology.

  • 지난 호에 일제 강점기의 석유관련 법령의 변천을 소개한데 이어, 이번호에서는 미군정 및 한미석유협정시기의 석유관련 법령의 변천과정을 소개한다. 한미석유협정은 한미경제원조협정중 석유에 관한 내용의 이행을 위하여 1949.1.4 최초로 체결된 이후 1949.10.1, 1955.8.6, 1964.5.12의 3차례 체결되어 모두 4개의 협정시기로 다시 나눌 수 있는데, 이 시기의 석유제품 공급은 미국의 원조에 의존했다. 1964.4월부터 대한석유공사의 정제시설 준공으로 석유제품의 생산 및 공급이 대한석유공사법 및 대한석유공사에 의해 이루어지고, 1970.2월부터는 석유사업법이 시행되는데, 이 때까지의 변천내용을 정리하였다.

A Study on the Importance of Improvement Measures for the Revitalization of Urban Regeneration Projects in General Neighborhood in Pyeongtaek City (평택시 일반근린형 도시재생사업 활성화를 위한 개선방안의 중요도에 관한 연구)

  • Based on the challenges encountered in the urban regeneration projects (general neighborhood-type) of Anjung District and Sinjang District in Pyeongtaek City, this study aims to explore the key factors of improvement measures for urban regeneration projects. Using the first survey conducted among shopping mall owners, employees, and residents, this study finds a significant level of awareness and very strong needs for urban regeneration projects. On the other hand, the overall satisfaction levels are observed to be low across the three factors: social, economic, and cultural. The second expert survey and the subsequent Analytic Hierarchy Process (AHP) analysis conducted for improvement measures reveal notable discrepancies in the prioritization of factors between administrative experts and practical experts. For the importance of administrative experts, the establishment of network-type regional governance was ranked first for the importance, followed by hosting events related to the U.S. military and long-term pre-market operations, and expanding exchange and cooperation between the U.S. Forces Korea and the community. For the importance of working-level experts, hosting U.S. military-related events and long-term pre-market operations was ranked first, while supporting U.S. military-related festivals and developing local natural landscape resources was ranked second. Our findings suggest the need for proactive measures such as attracting commercial facilities to stimulate demand from both the U.S. military and local residents, thereby revitalizing general neighborhood-type urban regeneration projects, developing programs for local tourism, and operating pre-market operations in the long run. Therefore, this study highlights the importance of regional government cooperation for urban regeneration projects.

A Study on the Effective Method for Linking Time Series Triangulation Points (시계열 삼각점의 효율적인 연계방안에 대한 연구)

  • The national geodetic control point is very important as a framework for drafting plans for construction and civil engineering works as well as mapping for various development and utilization plans related to the national land. Since the 1910s, Korea has established and managed the national geodetic control points, the triangulation points and the benchmarks. Currently, these point information is provided through the land information platform. The national geodetic control point has been changed through the process of loss, re-establishment, and re-location by the events and environment of the times. Therefore, it is very important to provide information by linking these past national geodetic control points in time series. In this study, we classified the triangulation points into five groups(Japanese Government General of Korea, YUCCA Project, National Construction Institute, Past Control Point Data Sheet, and Current) by age and then suggests a method to match the same control points in each time period. Finally we also applied the proposed method to Jecheon and analyzed the results.

Influence of American and Japanese Architecture on Building the Post-war Korean Contemporary Architecture (전후 한국현대건축에 미친 미국과 일본건축의 영향 -미국에서 연수한 김정수와 일본에서 유학한 김수근을 중심으로-)

  • This paper is a study to discover the influence of American and Japanese Architecture on Building the post-war Korean Contemporary Architecture by looking through the architectural works of KIM Jongsoo and KIM Swoo-Geun. To overcome the deteriorated Korean architectural production system, these two architects chose different solutions; KIM Jongsoo developed new materials and introduced industrialized production system based on his own research, and KIM Swoo-Geun tried to develope engineering capability via Korea Engineering Consultant Corp. supported by Korean government which led Korean economic development plan. The difference of their solutions was due to their different background; fund of studying abroad, architectural education system in USA & Japan respectively and preferred solutions of personal or national dimension.
