Study on the Analysis and the Application of State-of-the-Art Daylighting Design Cases - Based on the Case Studies of LEED(Leadership in Energy and Environmental Design) Multi-Family housing - (최신 자연채광 디자인 사례들 분석 및 그 적용에 관한 연구 - 미국 LEED 인증 공동주택 사례분석을 바탕으로 -)

  • The purpose of this study is to analyze the state-of-the-art daylighting design among LEED(Leadership in Energy and Environmental Design) multi-family housing cases and to explore the feasibilities for their applications in domestic housing design. Occupants in multi-family houses are reported to consume more electricity power than those in single houses. That may imply the problems of daylighting design in domestic housing design for multi-family houses have better insulation system and less windows and outside walls than single houses. Therefore two systems, daylight delivery system and daylight control system, are scrutinized for daylighting design with LEED cases. The findings show when windows as a daylight delivery system are combined with overhangs, fins, louvers, fenestration materials, speciality fenestration, or interior controls as a daylight control system, the outcome goes with more energy savings and better facade design. Beside those, lightshelves as a daylight delivery system seem to have potentials in domestic multi-family houses with deep plans and less outside walls. Daylighting designs in domestic multi-family houses need to pursue available options more to achieve the integration of energy and aesthetics values.

Comparative Analysis on National Housing Survey of Six Countries: Policy Implications and Recommendation for Korean Housing Survey (해외 6개국의 주거실태조사 비교 분석 및 국내 시사점 : 미국, 영국, 프랑스, 네덜란드, 호주, 일본을 중심으로)

  • The aim of this study is to discuss ways to improve Korea's housing survey by comparatively analyzing the housing surveys being carried out in six other countries. The subject countries are the United States, the United Kingdom, France, the Netherlands, Australia, and Japan-the countries that conducts large-scale surveys for more than 20,000 households on a national level and where data collection is easily available. The comparative analysis items include survey history, purpose, subject, project owner, survey item, data collection method, and the use of survey outcome. The comparative analysis results showed that each of the six countries are conducting national housing condition surveys on a regular basis considering each nation's characteristics of housing stock and policy goals, and the survey results are being used as the basis for setting policy guidelines including the selection of policy targets and the determination of appropriate rent standards, and the basis for housing assistance budget planning. Korea's housing survey has been conducted three times up until now since 2006. There should be efforts to systemize and standardize the survey components, establish standards for monitoring the changing trend of national housing stock, standards for determining policy targets, and measures to open data and provide feedback considering the preceding studies of overseas countries in order to better utilize the housing survey data for policy development.

An Empirical analysis of the Effect of Variables on Maintenance Expenses of Public Rental Housing (공공임대주택 시설물 유지관리비 영향요인 실증분석)

  • The maintenance expenses of public rental housing have drastically been increased as facilities become obsolete. As an effective means of managing such a situation, accurate estimating of maintenance expenses and securing financial resources are crucially important. It, therefore, is necessary to analyze major factors affecting on maintenance expenses of public rental housing's facilities, and develop an effective instrument to estimate them. On the other hand, the U.S.A, where approximately 60 percent of public rental housing's operating costs are supported by the state, has already developed an effective tool to forecast operating costs based on several years' actual data. As a result, public rental housing has been operating with a reasonable level. However, there have been no remarkable researches and studies in this field in Korea. In this context, this study attempts to examine principal determinants of maintenance expenses of public rental housing's facilities, and their influence based on the latest five years' actual operating costs. This study may contribute to develop an objective and precise tool to forecast maintenance expenses of public rental housing.

The Evolution of Public Housing in the United States: Focusing on Social Services in Choice Neighborhood Initiatives (미국 공공주택의 진화: 초이스 네이버후드 계획의 생활지원서비스를 중심으로)

  • The purpose of this study is to introduce the design and early implementation results of Choice Neighborhoods(Choice) initiative, which is the most recent version of public housing policies in the United States designed and implemented under the Obama administration. The Choice initiative aims to support a wide range of strategies locally driven to address problems in disadvantaged neighborhoods with an emphasis on a comprehensive approach to transforming those neighborhoods. In this study, first, I briefly review the history of public housing policies since 1937, particularly focusing on limitations of HOPE VI(Housing Opportunity for People Everywhere) projects to understand the context behind the advent of the program. Second, I introduce the overall design of the Choice program and point out how this programs' design differs from previous public housing programs by reviewing the literature on federal guidelines for the Choice program. This study particularly focuses on introducing social services given to existing residents in public housing and their neighborhoods in redevelopment processes. These social services are intended to address poverty-related problems that public housing residents often confront, to help them break out of the cycle of poverty, and to minimize the negative impacts of relocation triggered by redevelopment. Third, to examine how this program has been implemented and has revealed limitations so far, I review an interim evaluation report based on five cities. This study ends with discussing policy implications for public housing providers and housing policy-makers in South Korea.

A Study on the Evacuation Character and Regulation for High-rise Apartment Buildings in Korea (고층 공동주택의 피난특성 및 관련 법규정에 관한 연구)

  • Apartment buildings have teen increasing it's height since first appearance in the late 1970 in Korea. Likewise, fire risk and the fire damage of this new dwelling type have become a serious problems. However the applying fire safety design method and regulations are minimum level of requirements based on the current fire codes. The purpose of this study is to figure out the evacuation characteristics in high-rise apartment buildings and improve countermeasure by comparison egress codes between Korea, Japan and U. S. A. The result shows that means of egress of this dwelling should be reviewed by the fire code as well as expected evacuation safety performance by a fire protection engineer to minimize fire 1osses including life safety.

Analysis of Flood Reduction in Downstream Urban Areas for the Storage in Apartment Complex (하류 도심지 침수저감 분석을 통한 공동주택 단지의 우수저류조 계획)

  • 연구목적:본 논문에서는 기후변화로 기존 도심지 침수 발생이 증가하는 현 상황에서 공동주택 단지에 소규모 우수저류시설을 계획하였을 때 기존 하류부 도심지 침수량 증가율과 기존 도심지 침수량 저감 정도를 분석하고자 한다. 연구방법:미국환경보호청 SWMM 모델을 활용해서 대규모 하수도 모델을 구축하고 시뮬레이션을 통해 하류부 기존 도심지 침수영향을 분석하였다. 구축한 모델은 개발지구, 하류부 기존 도심지, 우수를 방류하는 하천유역 전체를 포함하였다. 연구결과: 대규모 개발행위 시 연구대상지역에서 공동주택 블록별로 최소 우수저류조 용량을 산정하여 시뮬레이션한 결과, 하류부 기존 도심지에서 방재성능목표강우량 1시간 기준 4,893m3, 2시간 기준 25,815m3, 3시간 기준 55,528m3의 침수량을 저감할 수 있을 것으로 나타났다. 결론:본 연구와 같이 하류부 기존 도심지까지 고려한 대규모 침수 시뮬레이션을 실시하였을 때 하류부 도심지 침수가 크게 증가하는 것을 알 수 있고, 개발전 공동주택 단지 블록별로 필요한 우수저류조 용량을 계획하고 개발시 비용 지원 등으로 우수저류조 건설을 권장한다면 하류부 기존 도심지 홍수 부담을 감소시킬 수 있다.

An Estimation on Development Capacity under Urban Growth Management Policies: A Case of Maryland in the U.S. (도시성장관리정책 하에서의 개발용량 추정과 정책적 함의: 미국 매릴랜드 주를 사례로)

  • Using MD Property View database on 15 counties in Maryland in the U.S., this study attempts to explore the estimation process on the housing development capacity under the Maryland's urban growth management policy known as the Smart Growth Initiatives. This study also seeks to draw the implications of the estimated development capacity by individual counties on successful implementation of the urban growth management policy. The finding shows that this region has land for residential use enough to accommodate growth for the next 30 years. However, contrary to the goal of the Smart Growth Initiatives, a majority of development capacity is located not only outside the Priority Funding Area designated by the Smart Growth Initiatives but also at counties that are located far away from the major metropolitan area. In addressing this problem, the state does not need to either abolish or immediately expand the Priority Funding Area. Rather, the state requires local governments to include housing elements in their comprehensive planning, to provide periodic estimates on housing and employment capacity, and to establish and manage database on the location and the capacity of developable land.

Interior Designs of Rural American Housing and the Satisfaction Rates of Koreans Living in the Housing Units - A Case Study of Koreans Residing in Columbia, Missouri - (미국 지방 주택의 실내 인테리어와 거주 한국인의 만족도 - 미주리주 컬럼비아시에 거주하는 한국인을 중심으로 -)

  • The purpose of this article is to offer a guideline for residence planning for Koreans living in the United States. To achieve the goal, this article examines the Korean family's satisfaction rates of interior design and living conditions of houses in American cities, with a case study of families in Columbia, MO. A total of 105 valid samples(126 collected) out of 200 survey questionnaires distributed was acquired and processed with the statistical-aid software SPSS PC+ window version 14.0. The survey was analyzed using frequency, percentages, means, standard deviations, and multiple response analysis. The results are as follow: 1) Most of the Koreans preferred interior design and environment similar to their previous Korean residences. 2) Participants were not satisfied with partial/indirect lightings typical in the United States and desired more bright illuminating lights. 3) Participants kept their habit of taking off shoes indoors while living in the United States, therefore when designing a house for Koreans living in the U.S., designers should take this into account when designing for Korean residents. 4) Among the American interior elements, storage such as walk-in closets and bathroom cabinets were highly demanded by Koreans, thus possibly to be adopted to Korean houses. Researchers expect the results of this study would contribute to supplying comfortable and convenient living environments to those Koreans living in the United States.

Climate Change and Regional Land Use Planning : The Formulation of California Senate Bill No. 375 (기후변화와 광역토지사용계획: 캘리포니아의 Senate Bill No. 375의 사례)

  • This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.

Study on Improvement Measures of Green Standard for Energy and Environmental Design for Expansion of Applying Green Roof - Focused on LEED in the USA and BREEAM in the UK - (옥상녹화 적용확대를 위한 녹색건축인증제도 개선방안 연구 - 미국 LEED 및 영국 BREEAM의 비교·분석을 중심으로 -)

  • Green roof in Korea has been recognized as part of landscape area and local governments enacted municipal ordinance for supporting green roof thereby assisting part of expenses spent for green roof within a range of budget for buildings which are eligible for the green roof support of existing buildings. However, it is necessary to enforce a regulation of mandatory green roof for new buildings in order to expand green roof application and provide a variety of assistances such as subsidy payment, tax relief, and mitigation of floor area ratio-related regulation as done in other advanced nations. In particular, LEED(Leadership in Environmental and Energy Design) in the USA applies additional point directly for green roof in terms of the reduction in heat island effects. For example, the following items are beneficial to have additional points: habitat preservation or restoration, external space, rainwater management, reduction in outdoor water usage, minimum energy performance, and optimum energy performance. In addition, the BREEAM(Building Research Establishment Environmental Assessment Method) in the UK specifies green roof as one of assessment items to be complied in terms of diversity of species. As such, LEED and BREEAM reflect direct and indirect effects of green roof on assessment criteria, which suggest a direction to green building certification criteria in Korea where only additional points are given for green roof according to soil depth.
