기존과 현행 수자원 관련 의사결정은 법, 정책 및 규정의 틀에서 이루어진다. 그러나 우리나라에서 재현되고 있는 물의 사회적 현안과 갈등들을 생각할 때 이들 의사결정을 위한 틀이 충분한 역할을 하고 있는가에 의문을 제시하고 다른 길을 모색할 필요가 있다. 본 논문은 물 의사결정과 행동을 주도하기 위한 기존 틀의 보완책 또는 새로운 대안으로 섬진강 유역의 수자원 이용 사례를 통하여 물 윤리의 도입과 제도화를 제안한다. 물 윤리(water ethics)는 물 정책, 관리 및 실무 등 실제행동의 복잡한 환경에서 우리의 가치를 적용하기 위해 채택하는 원칙이다. 대부분 물 윤리적 행동선택은 여러 개의 상충되는 가치를 포함하고 있어 원칙이 필요하며, 존중할 가치와 무시할 가치를 선택해야한다. 또한 이러한 가치 결정을 신속하고 효율적으로 수행하여 물 갈등해소를 지원할 필요가 있다. 물 윤리의 가치 영역은 환경, 사회, 경제, 문화, 거버넌스 등 5개로 분류할 수 있다. 섬진강 유역에는 1960년 이후 경제발전을 위하여 섬진강댐, 주암댐, 보성강댐, 동복댐, 동화댐 등 6개의 댐이 건설되었고, 이들 댐에서 확보한 수량의 60%는 섬진강 유역 외의 생·공용수, 농업용수 및 발전용수로 도수되고 있다. 송정지점을 기준으로 연평균 유출량은 댐건설 전·후에 40%로 감소한 것으로 추정되었다. 물 윤리 차원에서 이들 정책은 1960년 정부가 추구했던 경제 가치에 최우선하는 물 관리라고 할 수 있다. 이러한 물 관리는 하류로 흘러가는 수량의 부족을 초래하여 하구 생태계 훼손을 초래하였다. 특히 하구 기수역에서 상류 유입량 감소로 인한 염수의 유입으로 재첩의 생태환경이 악화되어 전통적인 재첩채취 어업문화를 이루어 왔던 어민들이 고충을 겪고 있다. 물 윤리 차원에서 섬진강의 물 관리는 경제와 함께 환경, 사회, 문화 및 거버넌스 가치의 비중을 높일 필요가 있다. 또한 하구의 환경생태 가치 보전에 필요한 환경유량을 확보하기 위해 공업용수와 농업용수 이용 효율성(재이용, 절약, 경제성), 생활용수의 수요관리, 공급시설의 최적 운영 전략을 물 윤리적 차원에서 평가해야한다. 최종적으로 확보된 환경유량의 효과적 활용을 위하여 그동안 물 관리에서 소외되었던 어민을 포한한 지자체, 수공·농어촌공사·한수원 물 관리기관, 중앙정부 등 이해관계기관의 거버넌스 가치를 높여야한다.

This paper considers the relationship between ethics and archives by asking the question "who is the archivist?". Aside from this, the researcher also emphasized the following theses. First, archival science should search for ethics as a discourse and not just the Code of Ethics. Second, an archivist should state his/her view in their archives field. Third, archival science should search for both personal and practical knowledge. Aside from these, this article argues also that an epistemological approach is necessary for ethics.

The purposes of this study were to inquire the status of academic integrity of the student in mentorship program at a science gifted institute attached to university and to seek the teaching plan of academic integrity. We administered questionnaire to 51 students who passed the enterance exam of mentorship program at the science gifted institute in 2013. The questionnaire consisted of three topics, 1) using reference, 2) purchasing, deputizing & plagiarizing of homework, 3) cooperative learning. As results of survey, students have a ethic in the following order: 'purchasing, deputizing & plagiarizing of homework', 'using reference', and 'cooperative learning'. Especially, the lack of conscious about 'cooperative learning' turned out to be a problem, because students have to research by cooperative learning during mentorship program. And there was no significant correlation between each topic. Finally, there was no correlation between ethical knowledge and degree of practicing it.

전문도서관을 둘러싼 정보유통 및 이용환경의 변화로 인해 전문도서관 업무영역 및 서비스 다변화를 위한 많은 노력이 진행되고 있다. 본고에서는 이공계 연구중심 기관의 전문도서관을 중심으로 연구개발 사업의 전주기 지원 및 논문을 중심으로 하는 연구 성과물 관리 서비스의 일부분으로서 연구윤리 교육 및 학술지 논문투고 지원서비스의 가능성과 현황을 살펴보았다.

The Incheon Medical Center Institutional Review Board (IRB), a department that reflects the characteristics of Incheon Medical Center, a medical and public institution, was established in 2013. IRB contributes to performing its role as a local accountable care hospital and protecting researchers and subjects by proving the ethics of research conducted at the medical center. So far, IRB has reviewed a total of 80 research proposals for human subject research and human-derived material research, and it currently exists as an independent department directly under the president of the medical center. This paper aims to explain the registration and preservation of IRB-related records, the maintenance of the Records Management Standard Table and related regulations, and archives, as well as to present limitations and improvements in the disclosure, utilization, and classification of records.

The Bioethics and Safety Act provides a set of rules to regulate biobanks and research activities using human biological material, but the law seems to be defective in several folds. The law requires that, prior to collection or use of human biological materials, researchers should obtain the informed consent of the donors, but the law does not obligate biobanks to do so. Even in cases where the law requires informed consent, the ordinance of the Ministry of Health and Welfare allows open (or blanket) consent. In addition, a new article in the Act, Article 42-2 which will take effect from October 24, 2019, allows medical institutions to provide biobanks with remaining biospecimens collected in the course of diagnosis and treatment, unless the donors express their intent to opt-out, without obtaining specific consent from them. Given the need to protect the autonomy of donors and the unique characteristics of biobanks and research activities that use human biological materials, this paper concludes that such open consent-based law may not be suitable to protect the autonomy of the donors and that the broad consent requirement may be a desirable policy option. The paper acknowledges that the international community has long questioned whether broad consent (as well as open consent) is an effective choice to regulate the use of human biological materials. The paper stresses that the baseline requirement in designing the law is that the secondary use of human biological materials should be based on informed consent of the donors; the core value of the law should be a governance structure that promotes transparency and protects donor participation.

컴퓨터와 정보통신 기술의 급속한 발달은 우리생활 전반에 많은 변화를 가져왔다. 그러나 정보통신 기술은 순기능 못지않게 많은 역기능을 가지고 있다. 이러한 정보화 사회에서 정보통신기술을 활용하여 초등학교 고학년 학생들의 성인식 향상을 살펴보고 사이버 공간에서의 음란물이나 성 폭력물에 접속하는 것을 스스로 제어할 수 있는 의식 향상을 위해 성윤리 의식 실태를 조사하였다. 그 결과를 근거로 초등학교 학생들부터 인터넷을 통한 성윤리의식을 강조하는 교육이 이루어져야 하겠다.

월간 <건축사>가 지난 3월 21일 함인선 광주광역시 총괄건축가를 만났다. 그는 인터뷰를 통해 의무가입 시대를 맞아 건축사 윤리 확립을 위한 윤리강령 제정, 신뢰 기반의 공공건축 설계공모 심사 도입 및 건축 인허가 제도에 대한 평소 생각을 전했다. 또 건축계가 의무가입 건축사법 시행과 새 정부 출범 등 변화의 시기를 겪는 상황에서 좋은 건축을 위해서는 건축사에 대한 사회적 신뢰를 더욱 두텁게 해야 한다는 뜻을 전했으며, 공공건축 설계공모에 대해선 명목적 공정성에 집착하기보다 심사위원 재량을 강화하고 문제가 생길 경우 책임을 확실히 묻는 '신뢰 기반 심사제도' 도입 필요성을 강조했다. 또한 현행 건축심의 관련 건축물의 성능과 디자인에 관련된 사항은 건축사 재량에 맡기고 공공성에 대한 것을 심의 대상으로 삼는 방향으로 제도가 개선돼야 한다는 생각도 밝혔다. 함인선 총괄건축가의 저서로는 '구조의 구조', '정의와 비용 그리고 도시와 건축', '건물이 무너지는 21가지 이유' 등이 있다.

This study investigated professional values on which the practices and the perceptions of professions were based, then identified common professional values and different ones. The codes of ethics by professional organizations of libraries, archives, or museums in the U.S., Canada, the U.K. and Australia were selected for the analysis. Predicated on the literature review, common professional values were derived from the existing studies. While conducting the analysis, 13 values were identified and finalized. As a result, it was found that common professional values included access, privacy, stewardship, professional conduct and professional responsibilities to the society. Intellectual freedom in the library area, records as an evidence in the archive area, and research and interpretation in the museum area are those emphasized and unique in each area.
