Limits and improvements of the river master plan with the change of public water management system (물관리 체계 개편에 따른 하천기본계획의 한계 및 개선방안)

  • 하천관리정책은 국가의 자연적, 사회적 환경에 크게 영향을 받으며 각 나라에 맞는 고유한 방향으로 정착하였다. 우리나라의 경우 치수와 개발이 중심이 있는 되는 일본식 하천관리체계를 오랫동안 유지하여 왔으며 개별 하천의 관리에 기본이 되는 하천기본계획체계는 일본의 신하천법의 형식을 유지하고 있다. 이에 반해 물관리체계는 2019년 6월에 시행된 물관리기본법에 의해 수량과 수질 통합관리 체계로 크게 개편되었다. 현행 물관리체계에서는 수질과 수량은 관리주체가 통합되었으나 하천관리는 하천시설물과 하천수의 관리주체가 분리되어 있다. 기후변화로 인해 주요 선진국은 하천관리에서 치수의 중요성이 높아지고 있으나 우리나라의 경우에는 하천의 치수관리에 대한 정책적 중요도는 떨어지고 있으며 환경관리에 대한 중요도가 높아지고 있다. 하천기본계획은 개별 하천에 대한 치수, 이수, 환경의 유일한 종합적 계획으로 광범위한 조사/분석/계획 등을 포함하고 있으나 타계획과의 연관성이나 활용성이 높지 않은 편이다. 본 연구에서는 국가 차원의 종합적인 하천관리정책 수립, 일관성 있는 치수, 이수, 환경 계획의 수립, 정부의 효율적인 하천관리 실행 등의 관점에서 현행 하천기본계획의 한계를 살펴보고 변화하는 기후 및 사회 환경에 탄력적으로 대응할 수 있는 개선방안을 검토하였다. 이를 위해서 우리나라와 일본, 미국, 유럽 등 선진국의 하천관리체계를 검토하고 도로, 상하수도 등 유사 분야의 계획 체계와 하천계획 체계를 비교하였다. 물관리 체계 개편을 고려한 현행 하천기본계획의 주요 논점을 정리하고 현행 법체계와 사회환경을 고려하여 하천기본계획이 실질적인 하천에 대한 종합적 계획의 의미를 살릴 수 있는 체계 개편 방안과 구체적인 실행방안에 대해서 고찰하였으며 장단기 개선방안을 제시하고자 한다.

  • 우리나라에서 물관리체계를 개편하려는 노력은 오랜 역사를 가지고 있다. 물관리기본법의 추진은 1990년대 후반기의 입법부(1997년), 2000년 전반기의 시민사회(2000년~2004년), 2000년대 후반기의 행정부(2005년~2008년) 주도로 국회에 상정하였으나 실패하였다. 그러나 2009년 정치권인 입법부에서 3명의 국회의원이 물관리기본법안을 각각 대표발의를 하였다. 국회에 발의된 3개의 물관리기본법안은 기존 물관리체계의 행정적, 업무적 비효율을 개선한다는 점에서 동일한 시각에서 접근하였다. 또한 기후변화에 대한 능동적인 대응과 지속가능한 발전, 그리고 삶의 질 향상과 같은 다양한 요구를 수용하고자 하는 노력을 확인할 수 있다. 본 연구의 목적은 18대 국회에 발의된 3가지 물관리기본법안에 대한 심층적인 비교검토를 통하여 논리적인 장단점을 분석하는 것이다. 이를 위하여 3가지 법안별로 유사점과 차이점을 분석하고 통합물관리의 이론에 입각한 방향성을 파악하였다. 물관리체계의 개편은 단순히 행정조직의 구조개편이 아닌 통합물관리라는 큰 틀(big picture) 속에서 재구성되어야 한다. 본 연구에서 파악한 3가지 물관리기본법안에 대한 비교검토는 우리나라에서 미래지향적이고 효율적인 물관리구조를 조기에 정착시키는데 큰 기여를 할 것이다.

How to Change Korean Water Management System? : Focused on Expert's Recognition Analysis (물 관리 행정체계 어떻게 바뀌어야 하는가? : 전문가 인식조사를 중심으로)

  • Climate change asks the government to make changes in water management system. Although water demand is increasing according to urbanization, clean and safe water supply is limited. Therefore efficient water management is one of the key issues. Korean water management system is evaluated inefficient because it is executed by five different ministries. This study reviewed previous literature about Korean water management system, analysed present function sharing among 5 ministries, and conducted survey on improvement of water management system. Experts recognized that the most important problem of water policy is the failure of policy coordination among Ministries, and the solution of it is to make a new integral organization or to integrate related functions into one Ministry. Based on them, this study conclude that the central government functions related with water management need to be integrated on a new organization or Ministry of Environment focused on water quality improvement in the light of preservation instead of development.

  • The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government. Korean Government had completed these projects and then reorganized records management system to reduce creation of archival documents systematically in 1979.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

Productivity Changes by Public Transport Reforms in the Seoul's Urban Bus Industry (서울의 대중교통체계 개편에 따른 시내버스업체의 생산성 변화)

  • The Seoul City Government recently reformed the entire public transport system in an effort to prevent further deterioration in urban bus system's performance and service level. To analyze into impact on the productivity of Seoul's urban bus firms, this paper measures firm-level technical efficiency and productivity change with data envelopment analysis and Malmquist index approach. The paper then conceptualizes that these forms produce three kinds of output (bus-kilometers, passengers, or bus-kilometers and passengers) using five inputs (driver, maintenance, management, vehicle and fuel). The findings show that most (over one half) firms experienced a decline (an improvement) in productivity in the case of specifying only bus-kilometers (passengers) as output. As a result, it is discovered that an average firm had no change in productivity in the case of combining bus-kilometers and passengers as output. This is because the efficiency of an average firm declined due to increase in employees per bus and to an decrease in kilometers per bus. while its effectiveness improved due to an increase in passengers per bus which was caused by an increase in routes and a change in fare structure.

  • Recently, the integrated management of the quantity and quality of water was been derived by the Ministry of Environment in Korea. This reconstruction in the national government organization can be recognized as the major politic measure. For this IWRM (Integrated Water Resources Management), it is necessary to be able to fairly distribute, operate and manage water resources in a situation where related techniques are needed to fully support, such as measuring exactly the demand and supply of water resources. The reason why IWRM is difficult, despite the development of related technologies, is because the management entities are highly diverse and their interests are much complicated. Thus, this study is tried to suggest specific improvement for current policies by benchmarking the KPX (Korea Power Exchange). In the field of water management as similar to the electric industry, there is an essential need for a working-level organization that can manage, control, monitor, and regulate water resources with practical and plenipotentiary control like the non-profit organization, KPX. Such time has come for decisive policy changes through benchmarking the structure, system, productivity, and challenges of the electricity industry in the water policy.

  • Firstly, this study is to compare two types of productivity changes in Seoul's urban bus industry by public transport reforms: one with considering accident costs (ML), the other without considering accident costs (M). The directional distance function (DDF), which is a form of data envelopment analysis, and the Malmquist (Luenberger) productivity index (ML, M) are used for the analysis. The results show that productivity increased regardless of accident costs over time, and the ML index is a little higher than the M index, which means that most firms experienced more of a reduction ratio of accident costs than a reduction ratio of inputs. Secondly, this paper is to analyze how reforms affect productivity changes. The results show that operational speed improvements or passenger increases most affect productivity increases, which means that the installment of median bus lanes or introduction of free transfers among public transport modes were effective in reducing both inputs and accident costs. However, operational system reforms including mid-public management were related with productivity changes but they were not as effective.

Analysis of improvement directions on the Current Appraisal System of Public Records in Electronic Record Environments: Focusing on Appraisal Methods and Appraisal System (전자기록 환경 하의 현행 평가제도 개선방향 분석 - 평가방식 및 평가체제를 중심으로 -)

  • Appraisal in electronic record environments is performed focusing on not content but function in which the records are created. Functional appraisal is practically supported in that electronic records composed of 0 and 1 of the bit-stream is unable to be evaluated individually. But the most important reason functional appraisal is performed in electronic record environments is that functional appraisal can select electronic records which assure business context and recordness, and need to run organization and perform business. In Korea, functional appraisal has adopted in course of renovation of national record and archive management system, but methods and logics of functional appraisal have numerous problems. To do so, this article discusses current appraisal system and methods of korea which has renovated confronting with electronic record environments, and then proposes the improvement directions on appraisal system and methods of Korea in electronic record environments from the perspective of long-term views. In this respect, this article proposes the improvement directions on current appraisal system and methods of Korea as follows. First, business functional analysis of each agency in functional appraisal should greatly strengthen. Second, it is necessary to devise proper methods for selecting primary values at current stage of electronic records, and to reinforce appraisal of records as knowledges and informations. Finally, functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. Therefore this article suggests the necessity of archival appraisal strategies that complement functional appraisal. This appraisal system is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.
