  • How an organization communicates to relevant stake-holders in a crisis is critical to gain continued social acceptance and legitimacy. In this paper, we examine the evolution of crisis communication strategies by the Arts Council Korea(ARKO) in response to the Blacklist case that unfolded from 2017 through 2019. In doing so, we focused on the 'Pop-up Theater case', where ARKO officials had exercised their discretion to have the play produced by theater artists be discontinued because they had viewed that the play was engendering the imagery of the Sewol-Ho tragedy. Using a case study methodology, we follow a series of events that occurred during this crisis management process, analyzing three apologies issued by the ARKO. In doing so, we draw on Hearit (2006)'s crisis management theory to evaluate how ARKO's crisis communication was managed. Overall, our study highlights that without incorporating truthfulness and sincerity congruent with stakeholder expectations, an organization's crisis communication is likely to be less successful.

  • In modern society, efforts to improve quality of life and happiness are emphasized compared to the past when economic growth was emphasized. The government has been implementing various policies to realize the happiness of the people through culture. The purpose of this study is to investigate the effect of Cultural Arts on the improvement of the happiness index of Seoul citizens by dividing them into demand (enjoyment) and supply side by setting Cultural Arts as independent variable, unlike existing limited surveys or literature surveys, under the control of change, the temporal range was set for more than 10 years and then analyzed quantitatively by panel analysis. The results showed that the demand for cultural arts affects positively on the improvement of happiness index of Seoul citizens, but the supply of cultural arts had a meaningless effect. In order to improve the happiness index of the citizens of Seoul through supply, it is necessary to supplement the existing space and to promote cultural demand through differentiated cultural arts programs aimed at diverse classes but also the policy implication that cultural indifference groups and active participation of cultural underprivileged groups should be increased.

By survey, data from 1,000 respondents are used for analysis after applying proportional sampling based on the proportion of sex and age indicated in the population statistics. Exploratory factor analysis and reliability analysis were conducted based on the collected data using SPSS v.22.0. The results obtained from the empirical analysis are as follows. First, regarding culture and art activities (experience, type, frequency) and subjective well-being, the results are as follows. H1. Those who experienced culture and arts activities have higher subjective well-being than non-experienced ones. H2. Participating in culture and art activity increases subjective well-being more than just spectating culture and art programs. H3. Heavy participants in culture and art activities have higher subjective well-being than lighter participants. These results indicate that culture and art activities are important variables that have a positive effect on subjective well-being. Therefore, participating in culture and art activities may be an appropriate way to enhance subjective well-being because they are life experiences that individuals can experience in their daily lives. Second, H4. internal motivation and external motivation, sub-factors of participation motivation in culture and art activities, have a positive effect on subjective well-being, and amotivation has a negative effect on subjective well-being. Therefore, in order to improve subjective well-being, it is important to strive to lower amotivation and increase internal and external motivation.
