The Systematic production of Culture and Arts Statistics in Korea (문화예술 통계자료의 체계적 생산에 관한 연구)

  • UNESCO Framework for the Culture Statistics(FCS) is composed of cultural media and cultural activities. It's structure has become a standard and criteria for cultural statistics of the nations in the world. In this paper $\ulcorner$Culture and Arts Statistics in Korea$\lrcorner$ and $\ulcorner$Culture and Arts Statistics of Developed Countries$\lrcorner$ has been analyzed based with FCS, in the respect of the structure and equality of the statistical items in cultural fields. The former has been published rationally through the steps of structural research, producing items and renew the structure, but the latter hasn't. The latter needs the policy to select the nations and research for the cultural structure to apply for them.

A Study on Evaluation Indicator Development of Cultural Value of Library (도서관의 문화적 가치 평가지표 개발에 관한 연구)

  • The present study develops an evaluation indicator for cultural value of library. First, a preliminary evaluation indicator was developed based on analysis of both domestic and foreign studies on the value of library. The preliminary evaluation indicator was used for three rounds of Delphi survey conducted by 10 experts for development of the final evaluation indicator. The final evaluation indicator consists of four evaluation areas community cultural development, succession - and promotion of cultural heritage, contribution to local residents' enjoyment of culture, and establishment of community culture and 10 evaluation items, and 50 specific evaluation indicators.

  • The objectives of this study is to develop evaluation indicators for the quantitative evaluation of construction safety culture level in order to prevent accidents by evaluating the level of safety culture and each safety culture elements of the construction site and to present the areas that should be focused on improvements. In this study, it was presented assessment indicators of the construction safety culture by analyzing previous studies for safety culture, by categorizing items as an important element of safety culture hierarchically and by reflecting the opinion of the construction site professional personnels using AHP analysis methodology. The assessment indicators of the construction safety culture were structured the details of the leadership, systems, and personal characteristics and derived weighted value by the pairwise comparison to quantify the detail assessment indicators in order to assess the construction safety culture level. This study presents a safety culture assessment indicators for the construction site to suggest directions for improving the construction site safety culture and prevent the accidents of the construction site by derived via a safety culture assessment of construction site.

A Pilot Study for Library Statistics and Indicators in Korea (한국도서관 통계 및 지표개발에 관한 기초연구)

  • Library statistics is used for internal decisions to know and assess library operations or for external justifications to show of how libraries meet users' needs and contribute to the organization. It is included same frameworks with social indicators and cultural indicators in national level. In this basis, national library statistics, they are ANSI/NISO Z39.7, Canada's Core library statistics, LIST of united Kingdom, are examined and Delphi method is used for new scheme of korean library statistics. As the results, it is suggested that new korean framework of library statistics is composed of 7 parts with 31 items. There are 6 parts with 21 items of social indicators or cultural indicators related to library items as well.

  • There are various definitions of Science Culture nowadays. In this study we redefine Science Culture as a union between Science and Culture. We also develop the Framework of Science Culture Indicator (FSCI). which consists of five fields; History of Science, Philosophy of Science, Literature and Art of Science, Scientific Social Activity and Scientific Media. In this study we also investigated the level of the Science Culture of secondary school teachers, and compare them by teachers' majors: Science, Liberal Arts and Social Studies. To analyze the data, the Kruskal-Wallis Test is adopted. It is found that there are significant differences in the level of Science Culture by teachers' major, and the group of science teachers has the highest level of science culture.

Developing the Indicator System for Diagnosing the National Status Quo of Science Culture (국가 수준의 과학문화 실태 진단을 위한 지표 체제 개발)

  • During the past two decades or so, science (or scientific or scientific & technological) culture has become one of the main themes not only of policy makers but also of science educators. Although, the idea of science culture has been taken as a desirable goal, there is little agreement about what it means and how to measure it. Particularly in Korea, there has been a rapid growth of science culture projects and programs, either by governmental or non-governmental, but with little systemic monitoring and evaluation for its practice. The purpose of this study is, thus, to explore a model of measuring science culture and develop a comprehensive indicator system for it. We reviewed many literatures on definitions of science culture and the surveys for related terms, particularly, of recent national and international surveys (e.g. US Science and Engineering Indicators, Eurobarometer, Japanese Science and Technology Indicators). Based on this review, a model for science culture is proposed and then used to define the Science Culture Indicators (SCI). This model encompasses two dimensions(i.e. individual and social), which are further divided into two aspects (i.e. potential and practice). Each dimension is expected to represent citizen literacy of and national infrastructure of science culture respectively. Each category in this $2{\times}2$ matrix is further divided into several sub-categories. The discussion concerning how the model and the indicators can be used to check the states of science culture at social as well as individual levels will be given with some concrete examples, such as indicators particularly related to science education.

  • 지방자치단체(이하 지자체)는 경제, 사회, 문화 등 다양한 분야의 지표 및 데이터를 관리하고 있다. 지자체의 데이터를 수집하여 분석하고자 하는 사회과학 분야 연구자들은 이렇게 지자체별로 흩어져 있는 관련 데이터를 수집하는데 많은 시간과 노력을 투여하고 있다. 만약 지자체의 경제, 사회, 문화 등 관련 지표를 통합적으로 제공하는 데이터베이스가 구축되고, 이를 다양한 기법으로 검색할 수 있는 시스템에 구축된다면, 사회과학분야 연구자들에게 많은 도움이 될 것이다. 본 연구는 지난 5년 동안 구축한 지자체 통합데이터베이스(이하 통합DB)에 대하여 소개하고, 통합DB를 활용하여 구축한 경제, 사회, 문화 지표 통합 검색 시스템에 대하여 소개하고자 한다.

A Basic Study on the Evaluation Index of the Crime Prevention through Environmental Design of Wooden Cultural Buildings (목조 건축문화재의 범죄예방환경설계 평가지표에 대한 기초연구)

  • To protect cultural heritages from damage and destruction, evaluating the crime prevention environments is considered extremely important. This study analyzed the crime patterns related to cultural heritages, classified the crime environments by their types, and deduced the elements of the CPTED(Crime Prevention Through Environment Design), aiming to present the indices for evaluating the crime prevention environments. The results of this study can be summarized as follows. First, the crimes related to cultural heritages that must be prevented were identified as the night time trespassing and arson. According to the results of the analysis of external environments based on crime actions, the crime prevention environments of cultural heritages were classified into 10 types. Second, the important evaluation principles of the cultural heritage CPTED were the access control, surveillance reinforcement and the surrounding environment. Third, the access control that cover the internal region, boundary, external region and surroundings were classified into 22 indices. The surveillance reinforcement covers natural, organized and mechanical surveillance with 21 indices. Fourth, the applicability of the CPTED evaluation index was presented according to the types of the cultural crime prevention environments. The results confirmed that the maximum 43 indices were applicable to the seowon(lecture hall), hyanggyo(Confucian school), and gwana(district government office), and the minimum 10 indices, to the ramparts. Finally, the 43 indices were applied to Donam Seowon to validate their applicability. The results confirmed that most of the indices were applicable with the partial supplements. The evaluation index presented in this study is likely to contribute to studies in the cultural heritage CPTED field and to the protection of cultural heritages. Furthermore, this study is considered significant because it unleashed continuous concerns on and developments of CPTED. However, as the field survey to validate the applicability of the indices was limited to only one type, it may require further objective verification such as through an expert's examination of the validity and applicability of the evaluation index. In addition, to accommodate the index in related policies and systems, more precise verifications of the indices by type are considered necessary.

An Empirical Study of the Effects of Cultural Differences on Trade Scale (문화적 차이가 무역규모에 미치는 영향에 대한 실증연구)

  • This study investigates how cultural differences between countries affect bilateral trade volumes, using Hofstede's cultural index that reflects nations' cultural characteristics. Empirical analyses of the impacts of Hofstede's five cultural characteristics on bilateral trade volumes are conducted either in each separate equation or simultaneously. Bilateral trade data of OECD countries plus China as of year 2010 is used for regression analysis on gravity model. Regression results from individual equation for each cultural index variable show tthe smaller the index gaps of power distances and uncertainty avoidance among countries, the larger bilateral trade volumes. On the contrary, the larger the index gaps of long-term orientation among countries, the larger bilateral trade volumes. If five Hofstede cultural indexes are regressed in a single equation, however, only variables of power distance and long-term orientation are significant. The analysis largely confirms that bilateral trade among countries with similar culture have much potrential to grow. It implies that policy actions for cultural proximity are very important for furthering bilateral trade.

  • This study examines the appropriateness of indicators and methodologies through the evaluation of cultural services in border areas and uses them as basic data for the ecosystem service-based management of border areas, which are key domestic ecological assets. Accordingly, in this study, seven border cities and counties were evaluated and compared based on the evaluation indicators and methods presented by the National Institute of Ecology. As a result of the cultural service evaluation, it was found that Paju City was superior in leisure and tourism, Inje-gun was best in scenic beauty and heritage, and Yanggu-gun was strongest in education, and Inje-gun in heritage. Accordingly, through this study, future tasks for comprehensive cultural service evaluation were presented as follows. First, in order to evaluate ecosystem services at the national and regional levels, it is necessary to establish an indicator system for cultural service evaluation and monitoring. Second, when building a cultural service evaluation index system, it is necessary to review upper and lower conceptual units and the consistency between indicators according to the scale of the evaluation region. Third, a specific review of DB utilization for cultural service evaluation should be conducted depending on the type of ecosystem. Lastly, given the significant lack of domestic cultural service research, additional basic research must be conducted to evaluate cultural services including non-material and qualitative perceptions. In order to evaluate cultural services in the future, additional basic research is needed for each ecosystem type, and a process of finding appropriate evaluation indicators and methods through research is necessary.
