Recognizing the Value of Religious Cultural Heritage and Establishing a Preemptive Preservation Foundation: A Case Study on Cultural Heritage as Observed at the Headquarters of Daesoon Jinrihoe (종교 문화유산의 가치 인식과 선제적 보전 기반 마련 - 대순진리회 여주본부도장 문화유산을 사례로 -)

  • Designating and registering cultural heritages are actions taken to effectively preserve and utilize something's value as a form of cultural heritage. It is the designation and registration of cultural heritage that establishes a legal basis for preservation and utilization. The preservation and utilization of cultural heritage starts with recognizing a given object, entity, or idea's value as a form of cultural heritage. Protecting and utilizing these forms of heritage properly can only occurs after something is recognized as a form of cultural heritage. In light of this, new religions, given their relatively short histories, naturally have fewer sites or objects designated or registered forms of cultural heritage. They tend not to actively recognize the value of the heritage they have inherited. Cultural heritage can be appropriately preserved when we recognize that it has potential value cultural and historical that can be designated and registered in the future. Among the designated and registered forms of cultural heritage, those associated with religious culture account for a large proportion; however, most of these are Buddhist. Since new religions have also been around for over 50 or even 100 years in some cases, they should have a foundation to proactively protect various items, sites, and traditions that may be designated and registered in the future. Selecting and listing forms of cultural heritage to be protected, minimizes further change to instead focus on historical and cultural value. This process also involves preparing internal regulations within the religious community regarding the protection and promotion of research on cultural heritage values, preservation, and management of the selected example of cultural heritage. Furthermore, comprehensive management, including cultural heritage and its surrounding environment, are necessary requirements for this process. Although potentially valuable as forms cultural heritage, many have items and sites end up damaged or go missing before they have a chance to be designated and registered. Establishing a foundation for preserving and managing cultural heritage internally within religious communities is meaningful because it preemptively preserves that value even prior to formal designation and registration. Daesoon Jinrihoe's Yeoju Headquarters Temple Complex, houses objects that have obvious value as cultural heritage such as Cheonggye-tap Pagoda. This pagoda and other comparable items at the headquarters should be properly and preemptively preserved in light of their cultural value.

Study on of cultural heritages through the case of Le Havre, France (프랑스 르아브르(Le Havre)시의 사례를 통해 살펴본 문화유산의 활용에 관한 연구)

  • In this study, we introduce the French concept of 'valorisation' of heritage which corresponds to 'utilization(활용)' of heritage in Korea. As interests on the social, economic and identity values of heritage are increasing, it is considered as not only a target of protection and preservation but also an object of utilization. Even though this global transition has been formed quickly, the concepts regarding utilisation of heritage has not been academically founded and its related foreign terms or cases were not studied in depth. In particular, modern cultural heritage requires more attention and researches on the protection and utilization as it represents a relatively large range of utilization but it doesn't have strong protection policies. We justify the needs to introduce the concept 'valorisation' in Korea while analyzing Le Havre case that shows how to promote economic and social values of heritage as well as heritage values from 'local' to 'country' and to 'world'. This case was selected as it allows to identify the meaning of valorisation and heritagization process from modernly rebuilt areas after World War II to World Heritage Site.

A Study on the Value Criteria and Relative Importance for Conservation of Modern Cultural Heritage (근대 문화유산의 평가 기준과 상대적 중요도에 관한 연구)

  • This aim of this study is to support the value criteria that citizen evaluate themselves it when they found modern heritages in their town. To understand the changing of value criteria for the cultural heritage, we have to begin from early 20 century that were, however, diversified after 80's. As a result, early they evaluated with the architectural and aesthetic value mainly, after they evaluated with the social-cultural value and academical value, and nowadays they try to include the economical value and educational value. So this study rearranged and divided that value with the preservation and using value. The preservation value include the historical value, aesthetic value, social-cultural value and academical value, and the using value include the economical value and educational value. The criteria, however, don't have the equal importance, This study try to redefine relative importance score with paired comparison. As a result, Historical value is proved that most important criteria, but aesthetic value got the score lower than social-cultural value, and similar with academical values. And in using values, economical value and educational value got the low score. It means that if some researcher insist about the importance of economical value, it should evaluate lower than preservation values. This study insist that we have to include diversified values and that values have relatives score. Actually, now we mostly evaluate with the architecture and aesthetic values about modern heritage, so we are losing a lot of modern heritage. If we include the diversified values, social-cultural, academical and educational value, we can conserve our important modern heritage and revitalizing town with tourism of historical heritage.

  • 경주 문무대왕릉은 신라 30대 문무왕의 무덤이다. 한반도 동해안에서 200m떨어진 바다에 있는 수중릉으로 세계적으로 유래를 찾을 수 없는 건조물이다. 이 수중릉은 천녕을 넘는 예부터 내려오는 찬란한 해양문화으 결정체이다. 이 위대한 해양문화유산은 그 진정한 가치를 정립해야 할 것이고, 그를 토대로 하여 보전과 활용(Conservation & Utilization)의 맥락에서 해양문화콘텐츠로 활용되어야 할 것이다.

  • This paper examines the concept and process of heritagization, as well as other measures for the value enhancement of food culture as heritage, through the case of the gastronomic meal of the French, which has a long history as a socially constructed heritage. Heritage refers to what a society perceives as worthy of being transmitted. Thus, a heritage is something that a society or group chooses to preserve and that represents its identity. In the 19th century, France began to designate and protect heritage through a policy of preserving historical monuments, and heritage became both a social construct and creation with the purpose of preserving and enhancing values. Interest in heritage spread around the world with globalization, and has grown even greater since the 1972 UNESCO Convention. This interest has progressively extended to nature, urban landscapes and intangible cultural heritage. In 2003, the UNESCO Convention for the Protection of the Intangible Cultural Heritage was adopted, and this has strengthened the interest in intangible cultural heritage worldwide. Food-related heritage has been excluded from the list due to difficulties in establishing inscription criteria and concerns about the potential commercialization of heritage. However, in 2010, the food cultures of the Mediterranean, Mexico, and France were inscribed on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity, which prompted interest in food culture and efforts to inscribe the food heritage of a number of other countries, including Korea. France has a long history of interest in gastronomy as a cultural heritage and part of its national identity. Efforts to preserve and popularize gastronomy as a part of the national identity and heritage have been made at both the private level, by gourmets and associations, and at the governmental level. Through these efforts, the culture of gastronomy as a heritage has been firmly established through theoretical discussion, listing of food-related heritages, and policies. Sustainable development of the heritage is pursued through certain ongoing institutional approaches, including the City of Gastronomy network, the National Food Program, and the promotion and labeling of the Year of the French Gourmet.

강원도 영월지역의 지질다양성과 활용

  • 지구상의 광물, 암석, 화석 그리고 지질구조, 지형 등의 개개의 지형 지질학적 요소의 특성과 다른 대상과의 상호관계를 지질다양성이라고 한다. 지질다양성은 지형 지질에 내재되어 있는 본질적, 문화적, 심미적, 경제적, 기능적, 연구 및 교육적 가치를 이해하고 보전함으로써 유지 할 수 있다. 이 연구는 지질다양성에 대한 흥미와 이해를 높이기 위해 학술적 보전 가치가 있는 강원도 영월지역을 선정하여 그 특징을 분석하고 지질다양성을 효율적으로 활용하는 방안을 제언하고자 한다. 강원도 영월지역의 지질다양성에 대한 조사는 지형경관 자원과 지질특성의 희소성, 대표성, 학문적 가치 및 활용가치에 중점을 두고 전문가와 협의하여 보존가치가 있고 지리적으로 접근하기 편리한 노두 8곳을 선별하였다. 선별된 8곳의 노두는 고생대의 암석과 지층, 뚜렷한 퇴적구조, 화석, 규모가 크고 전형적인 하천지형이 나타나는 곳으로 지질유산(지형 지질)의 내재적 가치와 지구과학적 이해를 도울 수 있는 대상지이다. 대상지의 지질다양성에 대한 조사를 토대로 야외 지질학습장과 지질공원 및 지질명소, 과학적 특별흥미지역 등을 개발하여 제공함으로써 지형 지질에 대한 자기주도적 학습 능력 신장과 지구과학에 대한 흥미와 이해를 증진시키는 장을 마련해 줄 수 있을 것이다. 또한 과학적 가치와 더불어 사회적, 문화적 가치를 부여하여 보전함으로써 지질유산(지형 지질)에 대한 새로운 시각이 생길 것이다.

A study on Issues and Implications of World Heritage Listing through the Case of 'Sacred Island of Okinoshima and Munakata Region' in Japan (일본의 오키노시마 유산군 사례로 본 세계유산 등재의 쟁점 및 시사점)

  • This year marks the 40th anniversary of the first inscription of 12 UNESCO World Heritage sites in 1978. Based on an overview of the implementation of the 'Convention Concerning the Protection of the World Cultural and Natural Heritage', this article examines the current issues of the inscription of cultural heritage over the past 40 years. In particular, this paper focuses on the case study of 'Sacred Island of Okinoshima and Munakata Region' nominated by Japan, which was inscribed on the World Heritage List at the 41st World Heritage Committee in 2017. Also, it demonstrates the recent trend and investigates the issues of imbalances in the evaluation and the decisions among relevant actors in the nomination process of World Heritage. Furthermore, this article attempts to derive feasible implications and lessons, and to generate heritage discourse by examining Japan's management in 'heritage diplomacy' of the World Heritage Convention, which is rapidly changing in the course of its nearly half a century of implementation. In conclusion, the research is expected to provide Korea with strategic guidance marking the 30th anniversary of its entry into the Convention, and to steer the future direction for the inscription and conservation of cultural heritage.

A Study on the Development of Metadata Schema for Intangible Cultural Heritage Based on Multiple Entity Model (다중개체모형을 적용한 무형문화유산 메타데이터 요소 개발에 관한 연구)

  • This study has developed standard metadata for intangible cultural heritages based on multiple entity model. By analyzing "Preservation and Promotion of Intangible Cultural Heritage Act", which was newly legislated in 2016, intangible cultural heritages archiving books, archival information resources and guidelines of organizations which conducted resources investigations, the transmission status of intangible cultural heritages, and the current status of intangible cultural heritage digital archiving and information services of related organizations, we obtained information lists required for intangible cultural heritages and took them into account in the process of selecting elements for intangible cultural heritage metadata. In addition, developing the intangible cultural heritage metadata based on the multiple entity model made it possible to provide comprehensive information by organically linking numerous sorts of information-with intangible cultural heritage information, which is the most essential, in the center, information on agents related to intangible cultural heritages, archival information resources information that they produce, and record management task information required to manage these archival information resources. By maintaining various relations of intangible cultural heritages and keeping the information up-to-date, the developed metadata is expected to provide rich contextual information on intangible cultural heritages in addition to the efficient management of information; and ultimately, make contribution to sustainably developing the value of intangible cultural heritages.
