Comparative Study on Social Integration of Immigrants: Based on Immigration Regime (이민자의 사회통합에 대한 국가간 비교: 이민국가 레짐을 기초로)

  • This study was initiated based on the notion that the logic regarding case selection and a perspective for case analysis has never been discussed in previous studies on immigration policy despite its significance. Given the idea, this study investigated levels of integration of immigrants which were operationalized as 1) differences in general conditions of economic, labor, social, and political life between native born and foreign born and 2) level of quality of economic, labor, social life for immigrants. For that purpose, this study analyzed the secondary data set which was a combination of several secondary data sets. Results showed that the countries that belong to traditional immigration regime including Australia, Canada, and US showed higher levels of immigrant integration at various sub categories of integration. Countries that belong to new immigration regime such as Ireland revealed relatively high levels of immigrant integration. The findings from this study implied that integration of immigrants needs to be analyzed with consideration on characteristics of social security policy of each country along with immigration policy and cultural diversity of each country.

A Comparative Study of Korea and Qingdao's Long-term Care Insurance Policy and its Enlightenment (청도와 한국의 장기요양보험 제도 비교연구와 시사점 검토)

  • The purpose of this study is to explore the enlightenment of the Korean long-term care insurance policy on Qingdao's long-term care insurance policy through policy comparison. China and Korea are very similar in terms of cultural background, living habits, and population structure. Therefore, the successful experience of Korean long-term care insurance has great implications for Qingdao even China to build a long-term care insurance system. Through the literature review, this article compares the long-term care insurance policy implemented by Qingdao City and Korea in Gilbert & Terrell's social welfare policy analysis framework. With the comparison this article discusses about the existing problems of the current pilot policy system in Qingdao, such as lack of legislation support and financial independence, assessment standards are not detailed, and human resources are insufficient. The author raises five suggestions to improve Qingdao's long-term care policy as the conclusion of this paper: legislation support, detailed assessment standard, expand categories of benefits, enrich delivery network, optimize financing sources.

A Study on the Work Experience of Social Workers: Focusing on Employees in Welfare Facilities in Seoul (사회복지사 근로경험에 대한 연구 : 서울시 사회복지시설 종사자를 중심으로)

  • This study analyzed the work experience of social workers employed in social welfare facilities in Seoul. We investigated key variables, including working conditions, job characteristics, workplace violence, work-related stress, and burnout experiences. Additionally, we utilized word cloud analysis to identify the primary opinions and experiences of social workers. The results showed that social workers' salaries were generally low, and there was dissatisfaction with the promotion and compensation systems. We also found that social workers pointed out issues related to time shortages, poor physical environments, and inadequate equipment. The analysis by institution type revealed that social workers in public institutions reported high job intensity and low satisfaction with their working conditions. Based on these findings, we propose policy and practical suggestions to improve the work environment of social workers.

Concept and Policy Developments on Eco-welfare of National Parks based on Ecosystem Service (생태계서비스 기반 국립공원 생태복지 개념정립 및 정책방향 설정)

  • The concept of Eco-welfare emerged in the process of discovering the relationship between a healthy ecosystem and human wellbeing. The objective of this study is to offer basic data for eco-welfare policy realization by conceptualizing the 'National Park Eco-welfare' since national parks are appropriate places for eco-welfare to be optimally implemented. A pre-workshop and two rounds of Delphi surveys were conducted to determine the concept of the 'National Park Eco-welfare ' and the main elements to be included in ecosystem service. Through this study, the concept of 'National Park Eco-welfare' was defined as efforts to conserve the biodiversity and sustainability of the ecosystem and create harmony between 'National Park Ecosystem Welfare' and 'National Park Human Welfare'. To establish the direction of the National Park Eco-welfare policy, we identified the main elements of ecosystem services which are appropriate for the National Park. These are comprised of 3 elements (food, fresh water and genetic resources) from supply service, all elements from regulating service and supporting/habitat service and 4 elements (aesthetic information, recreation-based ecotourism, healing, and knowledge systems with educational values) from culture service. In this study, the concept of National Park Eco-welfare was established, and its policy objectives and scope were suggested. However, further studies are necessary to develop action plans areand thereby realize the policy.

  • 창조경제시대로 접어들면서 각국은 소프트웨어 지식산업에 눈을 돌리기 시작했으며, 대표적인 분야로 문화콘텐츠 산업을 주목하고 있다 우리나라도 문화콘텐츠 5대 강국으로의 도약을 위해 콘텐츠 분야를 17개 신성장동력 산업 중의 하나로 포함시켜 산업육성 및 CT R&D 전략을 수립하고 있다. 국내 문화콘텐츠 산업은 연평균 증가율 약 7.1%로 성장, 2012년 약 100조 원을 달성할 것으로 전망되며, IT의 뒤를 이어 신시장 개척과 기존 산업의 고부가가치화를 실현하고 국민의 삶의 질 향상 등 사회복지 증진에도 기여할 것으로 예상된다. 따라서 정책을 수립하고 시행함에 있어 OSMU등 문화 콘텐츠의 특성을 고려하고 가치사슬 주체별로 차별화하여 성과확산을 극대화시켜야 할 것이다. 또한 문화콘텐츠 비전을 됫받침하는 창조 협력 경쟁의 정책철학 및 추진체계인 "3CTP 전략'을 통해 산업 및 기술 경쟁력을 강화시켜야 할 것이다.

The Improvements of the Social Welfare Field in the 6th Edition of KDC (한국십진분류법 제6판 사회복지학 분야의 분류체계 수정 전개 방안)

  • This study investigated general problems concerning the social welfare field in the KDC 6th edition based comparative analysis academic characteristics and classification system, and suggested on some ideas for the improvements of them. Results of the study are summarized as follows. First, a main field of the social welfare is generally divided into a general social welfare, social works, and social welfare services to special classes and groups including people with disabilities, young people, aged, women, and families. Second, I analyzed on social welfare from the collection database at the National Library of Korea. Based on analysis of the data. the keyword frequency of social welfare policy and management, pensions, care services, and support works for the underprivileged was relatively high. Third, modified classification of items was basically performed through the academic characteristics of the social welfare and the keyword analysis, and maintaining the existing KDC classification system caused less confusion as much as possible.

A Study on the Policy Directions of Sports Welfare in Gangwon Province for Improving Quality of Life (삶의 질 향상을 위한 강원도 스포츠복지 정책방향 연구)

  • The purpose of this study is to explore the feasible policy directions for sports welfare that can not only improve the standard of living through health but also ensure a happy and enjoyable life for the people of Gangwon Province. For this purpose, I have conducted studies such as the analysis on the sports class voucher project being implemented by the South Korean government and the case analysis in sports welfare, and present policy directions as follows. First of all, it is about upgrading the sports class voucher project. And as its implementation plans, I suggest ① increased publicity, ② the earmarking of the province's own budget for the sports class voucher project, ③ the establishment of a system for cooperation for work implementation between the related organizations and their staff in charge with a view to activating the sports class voucher project, and ④ the upgraded services for the sports class voucher project and the upgraded access to the life cycle-based universal welfare. Second, it is about using public sports facilities and developing various programs. I suggest the active utilization of the public sports facilities that enable people to learn the skills for such sports disciplines as baseball, badminton, ice sports, and golf and the development and distribution of distinctive educational programs for dance for media entertainment shows for female youths, climbing, cheer leading, fencing, surfing and horseback riding. Third, it is about nurturing the human resources and networking. For this, I suggest the creation of 'Sports Welfare Specialist Training Program' and the training of the college students majoring in sports science with the aim of creating a number of jobs. Fourth, it is about refurbishing the system and establishing the support system. I suggest the dismantling of the partitions in the welfare policy related to sports activities and the formation of (tentatively named) 'Gangwon Province Sports Welfare Implementation Committee', and the creation of (tentatively named) 'Sports Welfare Project Support Team' in Health, Welfare & Women's Affairs Bureau or Culture, Tourism and Sports Bureau in the short term and then its long-term expansion into (tentatively named) 'Gangwon Province Sports Welfare Support Center' in responding to the needs that reflect the provincial demographics, with a view to establishing a single lineup for the administrative support system. Furthermore, as budget and manpower are needed to realize customized sports welfare that suits the characteristics of the province and in which all the provincial residents can collect benefits, I suggest that the province provide the legal basis through creating 'Ordinance Promoting Sports Welfare in Gangwon Province' and pushing forward with (tentatively named) 'Gangwon Province Sports Welfare Competition' as what revises the sports class voucher project for the purpose of broadening the basis for sports welfare promotion.

다문화사회를 위한 의식개선 사업에 관한 연구

  • 우리나라는 정부차원에서 교육과학기술부, 문화체육관광부, 여성가족부, 보건복지가족부, 법무부, 지방자치단체 등 관련 부처별로 필요한 분야에 한해 다문화 강사 양성이 이루어지고 있다. 교육과학기술부에서는 2007년 다문화가정 자녀교육 지원계획을 발표하고 2008년부터 각 교육청 주관으로 다문화교육 직무연수를 외부에 위탁하여 중앙 및 각 지방 다문화교육센터를 중심으로 현직교사 대상 '다문화교육을 위한 교사 양성 연수 프로그램'을 지속적으로 운영하고 있다. 문화체육관광부 산하 한국문화예술교육진흥원에서는 2008년에 다문화강사 양성과정을 개설하여 운영하였다. 그리고 여성부는 청소년, 이주노동자, 이주여성을 대상으로 다문화교육을 제공할 목적으로 2008년에 '다문화이해교육 강사양성' 과정을 개설하였다. 그러나 이들은 모두 일회성에 머물러 지속적으로 연계되지는 못했다. 또한 보건복지가족부는 2007년에 '결혼이민자 다문화가족 지원센터'에서 종하며 교육활동을 하기 위한 다문화 강사 80명을 일차적으로 양성하였다. 최근에는 각 지방자치단체별 다문화가족 지원센터에서 결혼이민자를 다문화 강사로 활용하여 청소년들에게 다문화 이해 교육을 제공하도록 하는 '다문화강사 양성과정'을 개별적으로 개설하여 운영하고 있다(설동훈 김찬기, 2009). 한편 법무부는 2008년 5월 다문화 이해증진 및 이민자 사회통합을 위한 정책개발 추진에 우수 대학의 적극적인 참여 기회를 부여하고, 관련 분야에 대한 대학의 새로운 학문 개척 기회를 마련하기 위해 공모 절차를 거쳐 20개의 ABT대학을 최종 선정하였다. 명지대학교는 2010년 3월부터 산업대학원 산업시스템경영학과 국제교류경영학석사 과정에서 국제교류경영 전문가 양성을 운영하고 있다. 경기도 지원 경기도의 새로운 브랜드 가치 실현을 위한 '다문화사회를 위한 의식개선 사업'으로 사회통합 - 다문화사회 공동체 형성을 목표로 총4개의 컨소시엄 기관(시흥시, 수원시, 화성시외국인복지센터, 의정부시외국인근로자지원센터)이 형성되어 2010년 2월22에서 2010년12월20까지 시행되었다. 본 연구는 '다문화사회를 위한 의식개선 사업'을 통해 교육대상자 구분과 사업장 교육 지역별 구분과 일반인 교육 지역별 구분을 파악하고 이를 기초로 우리의 다문화사회에 도움이 될 수 있는 다문화교육의 개선 방안을 제시하고자 한다.

The Effects of Bicultural Acceptance Attitude on Life Satisfaction of Multicultural Adolescents : Serial Multiple Mediating Effects of Social Competence and Self-Esteem (다문화 청소년의 이중문화 수용태도가 삶의 만족도에 미치는 영향 : 사회적 역량과 자아존중감의 연속다중매개효과)

  • This study tried to examine the effect of multicultural adolescents' bicultural acceptance attitude on their life satisfaction and the serial multiple mediating effect of social competence and self-esteem in the relationship between them. To this purpose, we analyzed adolescents data from the first year(2019) of the 'Multicultural Adolescent Panel Study'(2nd group). As a result of the study, first, bicultural acceptance attitude had a significant positive effect on life satisfaction. Second, social competence mediated the effect of bicultural acceptance attitude on life satisfaction. Third, self-esteem mediated the effect of bicultural acceptance attitude on life satisfaction. Fourth, social competence and self-esteem were successively multi-mediated bicultural acceptance attitude on life satisfaction. Based on the results of this study, the implications of the results of this study were discussed along with measures to support the healthy growth and development of multicultural adolescents.

Development of a School Multicultural Climate Scale (학교다문화분위기 척도개발 연구)

  • The purpose of this study is to develop the School Multicultural Climate(SMC) scale for students and to evaluate its reliability and validity. This study comprises of both qualitative and quantitative research. Preliminary items were developed based on the theoretical literature and interviews with students. The scale was evaluated with students in grades 4 through 6 in the seven elementary schools. Exploratory factor analysis was determined that the scale was composed of four components: Equal Status, Mutual Cooperation, Friendly Relations, Supportive Norms. The scale demonstrated that Cronbach's alpha=.943 for the internal consistency of total items. And the standard error of the measurement, another way of evaluating reliability, was 3.33. Criteria-related validity was evaluated by showing that the differences of the students' recognition of the school multicultural climate level, which depend on the availability of the multiculture-related policy, was statistically significant. The correlation analysis for the convergent validity was performed with the theoretically related variables such as self esteem and school adjustment. It was found that the SMC scale was a reliable and valid measure for evaluating the multicultural climate level of elementary school.
