정부의 주민통합서비스 실현 방안은 최근 사회복지계의 이슈가 되고 있는 사회복지전달체계의 개편 방안의 일환으로 지역중심의 통합복지서비스를 제공하려는 의도는 인정될 수 있으나 보건과 복지의 통합도 시범사업에서 실패한 경험적 사실을 깨닫지 못하고 복지, 보건, 고용, 주거, 문화, 생활체육을 행정적으로 통합하면 문제가 해결된다는 안이하고 지극히 비현실적인 접근방법이라 할 수 있다고 지적하였다.

This study suggests that multicultural education should not be limited to educational sites such as kindergartens. Since the multicultural attitudes and consciousness of young children are unconsciously acquired through parents' words and school education, they emphasized the implementation of multicultural education at home and kindergarten. In other words, multicultural education should not only be carried out in the field of education, but also in the homes of children. However, there are still few studies on multicultural education for parents. In this regard, this study highlights the importance of parents on multicultural education by examining the socio-economic status of parents with early childhood children and their actual experiences in multicultural education. The objective of this study is to discover how the performance of service is perceived by those who receive the services. For the purpose of this study, perception on service performance is defined as "the perception of the changes in daily life as a result or in the course of using Cultural Welfare Services, i.e., the users' own perception of the tangible changes made through the community experience, the perception of others arising from interaction within the community, and the perception of future social relations or vision of the future." The study was conducted by using the qualitative research method of phenomenological approach aimed at understanding the essential aspects of interpersonal phenomena as they occur in a sociocultural context. The outcomes of the study that users' perception on performance of Cultural Welfare Services is principally "a process of enabling users who have hitherto led a life devoid of meaning and values to explore the opportunities of changing the course of life by awakening their cultural sensitivity." With regard to the essence of performance, which is a higher category, the analyses have led to the following findings: "perception of 'me' within the community", "emotional stability acquired in the course of task performance", "perception of a new 'me' through community activities", "perception of 'others' face to face with me", and "exploration of opportunities for a new life".

The purpose of this study is to examine the effects of organizational culture types (rational culture, developmental culture, group culture, and hierarchical culture) on Community-Centered Social Inclusion Orientation(COSI) among social service organizations for people with disabilities. More specifically, this study developed and empirically tested two theoretical models where each of organizational culture types were hypothesized to affect COSI either directly or indirectly through market orientation. For data collection, self-administered type questionnaires were mailed to 416 social service organizations for people with disabilities across the nation and 293 responded (response rate: 70.4%) from June 1 to September 22, 2006. For analysis, however, only 263 respondents were used, excluding Independent living centers due to their small size and short history. Structural Equation Modeling was employed for analysis and Full Information Maximum Likelihood was used for estimation. Findings indicated that market orientation had a significant effect on COSI. In addition, developmental culture and hierarchical culture were found to affect COSI directly while rational culture and group culture were found to affect COSI indirectly through market orientation. These findings imply that market orientation needs to be emphasized as a strategy in order to enhance social inclusion orientation for those organizations. Given that all the four types of organizational culture have direct or indirect impacts on COSI, those organizations are also advised to develop the four types of organizational culture harmoniously rather than one single type of organizational culture.

이 사회에 장애인의 취업, 결혼 등을 비롯한 복지문제가 거론되기 시작한지도 적지 않은 시간이 흘렀다. 그러나 이러한 문제는 둘째로 하고, 장애인의 정서함양과 건강증진에 도움이 될 수 있는 일상적인 체육 · 문화 프로그램조차도 그리 많지 못한 것이 우리의 현실이다. 이와 같은 상황에서 지난 ‘89년에 발족 된 한국장애인복지체육회가 장애인을 위한 체육교실 · 문학 강좌 및 예술대전 등의 프로그램을 마련해 그런대로 갈증을 해소해 주고 있고, 장애인들의 호응을 받고 있다. 올해 장애인 편의 시설이 완벽하게 갖추어진 ’서울곰두리체육센터‘가 문을 열어 장애인들의 생활을 더욱 밝게 해주고 있다. 체육회의 다양한 프로그램이 전국적으로 파급되어 모든 장애인에게도 생활문화를 즐길 수 있는 기회가 더욱 많이 주어지기를 기대한다.
