A Qualitative Study for Building up the Concept of Culture Welfare (문화복지 개념 정립을 위한 질적 연구 - 휴먼서비스 실천가들의 인식을 중심으로 -)

  • This study aimed to build up the concept of culture welfare. For this purpose, we analyzed the practitioners' understanding about culture welfare in culture and social welfare by Modified Grounded Theory Approach. The results showed that the practitioners did not understand the concept of culture welfare clearly, and revealed being in confusion. Their understandings about culture welfare were classified into five types, 1) a type denying a terminology, culture welfare itself, 2) a type without awareness about culture welfare, 3) a type regarding culture welfare as sub realm in the special domain of culture and social welfare, 4) a type undividing and integrating culture and social welfare, 5) a type recognizing an independent domain of culture welfare. But despite of large deviation like this, the practitioners were common to give emphasis on giving opportunities to everyone in the enjoyment of culture, for heightening the quality of life. Summing up, culture welfare is defined as 'all direct and indirect effort in culture and arts, in a narrow sense to economical vulnerable class, and in a broad sense to everyone, to raise cultural susceptibility, creative thinking, and potential competence for realization a life worthy of man. The significance of this study is in establishment the definite and practical concept of culture welfare through a deep analysis the practitioners' understanding. This will give the theoretical basis to the study and the development of various programs in culture welfare.

  • 고령화 사회로 인구 구조가 재편되면서 많은 사회적 문제가 발생하고 있으며, 노인의 삶의 질을 제고하기 위한 방안으로 노인문화복지 프로그램이 중요하며, 특히 노인문화기관의 역할이 크다. 따라서 노인문화기관에서 운영하는 전근대적인 문화복지 프로그램이나 노인문화기관의 운영 실태는 단계적으로 개선하고, 참여형 문화복지 프로그램으로 개편해야한다. 또한, 협의체 구성을 통해 노인 문화복지 활성화를 위한 제도와 법률 개정 등 문화복지 프로그램의 안정적인 운영이 필요하다. 이를 통해 노인의 삶의 독립, 참여, 보호, 자아실현, 자존감을 찾는다면 성공적인 노인복지기관의 노인 문화복지 프로그램이라고 본다.

The practitioners' perceptions on settlement of cultural welfare policy (문화복지 제도정착에 관한 실천가 인식)

  • This study was based on politic reality which is being developed within the ambiguity of cultural welfare, and discussed what sort of awareness the practitioners show in the settlement process of the cultural welfare policy in depth. 4 elements were discovered in the settlement process of the cultural welfare policy which the practitioners are aware of. The elements are value(pursuit of comprehensive mankind), element of practice(process of operation), elements of external influences(process of policy settlement), and elements of internal influences(reinforcement of practitioners capability). This means that not only the process of policy settlement in a narrow sense, but also value, practice, and reinforcement of practitioners' capability for the provision of better service should be considered for the settlement of the policy. This study which analyzed the cultural welfare practitioners' awareness of policy settlement process is significant in that it provides the basic data for future settlement of the cultural welfare policy.

  • This paper explores whether there is significant difference or not in the empowerment of social workers, e.g. individual's business-oriented, business relationship, and compensation system, according to the organizational culture types of social welfare facilities such as community culture, development culture, hierarchical culture, and reasonableness culture. By means of survey, this research targeted the social workers of social welfare facilities. The culture types that social workers recognize are sorted into community culture, development culture, hierarchy culture, and reasonableness culture according to the division of Kimberly and Quinn (1984). This study shows that there is significant difference in individual’s business-oriented, business relationship, and compensation system according to the type of organization culture.

A Study on Awareness of Cultural Welfare Worker on Empowerment (문화복지 실천가의 역량강화 인식에 대한 연구)

  • This study profoundly analyzed cultural welfare workers to find out how they command a strategy of empowerment according to types of action. The analysis result shows that cultural welfare workers perceive cultural welfare as an unstable human service job. Activity types of cultural welfare workers can largely be categorized into professional workers and vocational workers, and they are two extremes and continuum at the same time. On this account, a strategy of empowerment depends on types of action conducted by cultural welfare workers. There are accelerative elements that boost empowerment strategies positively and there are impediment elements that work adversely. These cultural welfare workers are making suggestion to prepare an official requirement for them to be acknowledged as a specialized worker and to increase various types of educational spectrum to meet their level. This study has significance for providing basic data for education, supervision, and policy for training human resources in future.

Mediating Effect of Hope between Acculturative Stress and Psychological Wellbeing of Women Immigrants (여성결혼이민자의 문화적응 스트레스와 심리적 복지감과의 관계에서 희망의 매개효과)

  • This study was to identify the mediating effect of hope between acculturative stress and psychological wellbeing of women immigrants. The data for the study were collected from 609 women immigrants in 10 cities and provinces of Korea. First, the acculturative stress except for homesickness was lower than the middle point, and hope and positive wellbeing scored above the middle point. Second, acculturative stress was negatively correlated with hope and positive wellbeing. Third, the mediating effect of hope between acculturative stress and positive wellbeing was testified. Finally, the mediating effect of hope between acculturative stress and negative wellbeing was also testified.

  • This study was carried out in order to verify the influence that social welfare trust organizational culture and level of empowerment. The study object 656 copies of guns were used to analysis to social worker engaged in to the community welfare agency, old man welfare agency, disabled welfare agency which was social welfare use facilities. Organizational culture and empowerment as it was for an independent variable analyzed correlation to trust and executed regression analysis to grasp a degree of an influence to be mad to trust. Research result, first, Organizational culture appeared to what I affected to trust social group culture, development cultural artist and second, Level of empowerment of social worker appeared to what I affected to trust own a task meaning result and self-determination. There's social welfare is organized in order to improve social welfare gratitude confidence, and it is group culture and development culture, and an level of empowerment to recognize a social welfare private house gives meaning anger to a task and self-determination had to heighten it.

An Exploratory Study on the Legislation of the Right for Cultural Welfare (문화복지의 법적 권리화에 대한 탐색적 연구)

  • Cultural welfare is the cultural activity provided and supported by state, a local autonomous entity, and private organizations to improve the quality of people's life. And as a basic concept as well as a premise of discussion on cultural welfare, cultural right is a social right, a right which can make cultural express, gain access to cultural activities. A statue concerning cultural activities contributed to the promotion of our people's cultural welfare interwoven with cultural right. But laws were made for the purpose of enforcing national policy and supporting regime rather than promoting fundamental human rights, and they became effective and were understood as a mere part of national government, not as perspective of their execution, security of right or realization of them. On the other hand, based on laws concerning social welfare, cultural life means human life consisting of minimum welfare system, and minimum level of life which guarantees least cultural life is becoming an objective standard. This means the standard level of cultural right, and for the handicapped cultural rights are concretely guaranteed as a right in that they will not be discriminated for their approaching to cultural activities. However, laws concerning cultural activities have limitation in that there are ambiguous concept and limitation of cultural life, and there are no concrete and active laws about cultural rights to guarantee cultural life. In a constitution and laws concerning social welfare, cultural welfare must have concrete contents about the range and the level of cultural rights. In order cultural rights to be turned into complete ones which can assert its rights, as seen in the Supreme Court, a court has to try to understand the violation of cultural rights as the violation of legal rights.

A Study on the Antecedent Factors Affecting Helping Professions' Cultural Competence - Focusing on Social Workers, Teachers, Nurses, and Social Work Civil Servants - (원조전문직의 문화적 역량 선행요인에 관한 연구 - 사회복지사, 교사, 간호사, 사회복지공무원을 중심으로 -)

  • This study examines the present conditions and antecedent factors affecting helping professions' cultural competence, focusing on such groups as social workers, teachers, nurses, and social work civil servants. The analysis of data shows that teachers' cultural competence is the highest, social workers, social work civil servants, and nurses are descending order. The study also found significant antecedent factors: (1)individual antecedent factors are age, education, and foreign language skill; (2)work-related antecedent factors are multicultural working hours and working duration; (3)organizational antecedent factors are education/training and organizational support. Finally, the study suggests policy directions and practical implications for enhancing cultural competence.
