The purpose of this study Is to investigate the possibility and the limit of the application of the registration data to the description of records and archives by analyzing of the elements in the registration of records prescribed in the Record and Archives Management Act of Korea. Registration data provides the descriptive information of records at item or file levels. And also the registration data makes an important role of providing the primary descriptive information for progressively describing the series and group level of archives by archivist, which eventually conform the principle of the multi-level description. Therefore the registration of records is one of the management process of records which makes records to be a manageable objects. In addition to that the registration of records is the first level in building the multi-level description of records and archives.

This study examines the critical features of 'Library Law' introducing the public library registration system. Accordingly, we conducted a document analysis to explore the legal meaning of registration in the 'Library Law'. We also surveyed participants in the gathering of 34 regional registration authorities to gauge their perception of the registration system. The analysis revealed that the registration with 'Library Law' is a permission system in terms of procedure and method but has the effect of notarization. The estimated national registration rate is 26 percent. The perception survey of the registration authorities' officials exposed the registration-related problems such as inconsistency described in supplementary note, excessive workload, difficulties in staffing, and ambiguity in registration criteria and target. To remedy these problems, we proposed an alternative method for the government to increase the effectiveness of 'Library Law'.

The purpose of this study is to analyze the current status and effects of open access conversion of journals from 7 societies that participated in the "Open Access Publication Declaration Academic Societies in the Field of Library and Information Science", and to identify problems and suggest improvement directions. To this end, the study analyzed the current status based on the elements presented in the "Roadmap for Open Access Publishing Conversion of the Library and Information Science Journals in Korea" and analyzed citation rates. The following problems were identified. First, some journals were not applying CCL or were unable to register it accurately with KJCI, and none of the 7 journals were registered with DOAJ. Second, the newly used journal platforms had not yet registered all previous issues after the conversion. Third, there was a tendency for the article processing charges to be partially increased, and there was also a tendency for editorial staff expenses to increase. Fourth, citation indexes after conversion were lower for both journals compared to the previous 4-5 years. This study proposes that joint publication of journals is necessary to solve practical problems jointly with societies while promoting economies of scale and suggests the need for further development of a roadmap.

Sharing and reusing data has become essential. Data repositories are a key tool for sharing and reusing this data. The purpose of this study is to propose the service of EcoBank, which is being built and operated by the National Institute of Ecology. To achieve the research purpose, 10 out of 123 foreign data repositories in the field of ecology registered on re3data.org were selected, investigated, and analyzed. As a result of the analysis, three services were derived in common. The three services consist of first, research data policy, second, research data quality review, and research data management training and workshops. Here, in order to share EcoBank's global data, it is necessary to register with a data repository registry such as re3data.org, and it is proposed that certification be promoted to ensure the reliability and quality of the repository.

검색이란 데이터베이스에 축적된 막대한 데이터로부터 필요로하는 데이터를 찾아내는 조사로서, 통신회선을 이용하여 리얼타임으로 결과를 인출하는 것이 온라인 검색이다. 데이터베이스의 내용으로는 학술문헌, 신문기사, 물성 데이터, 통계 데이터, 기업 데이터 등 여러 분야에 대한 자료를 포함하며 특허도 이에 포함된다. 본 자료는 특허 조사에서 온라인 검색의 역할과 특징에 대하여 이야기 하고자 한다. 특허에는 특허와 실용신안 그리고 이들의 공개, 공고, 등록의 여러 형태가 존재하나, 여기서는 이를 총칭하여 특허라는 용어로 사용하고자 한다.

Recently the coast is an important area in terms of spatial land use and natural environment conservation such as the expansion of a national land and the development of a coastal industrial zone in Korea. We can not provide a proper solution for a boundary determination raised by a land ownership dispute due to the insufficient coast land registration. We observed the status of the coast land registration and analyzed the problem through the investigation of the difference between a land title and a coast land in the study area. We selected the west coast with the big difference between the ebb and flow of the tide as the study area from a paper review, compared a cadastral line with a coast line and suggested a good guideline to solve the problem through understanding the status of the coast land title registration in Korea.

오늘날 지식기반사회에서 새로운 과학의 출현이 새로운 산업으로 확산되어 국가경쟁력에 이바지하고 있다. 일반적으로 논문을 통한 연구는 과학을 대변하고, 기술은 특허로 대체되는 것으로 인지하고 있다. 현재 과학은 SCI 의 인용색인 데이터를 바탕으로 각 문헌에 대한 인용통계정보를 제공하는 저널평가 테이터베이스인 JCR을 활용하여 분석하고 평가, 파악하고 있는 실정이다. 과학기술 분야의 누적된 논문수, 인용횟수, 연구자 분석 등 다양하게 적용할 수 있다. 반면 특허는 전체 출원, 등록건수 등 국가의 거시적인 흐름을 평가하는 수단으로는 주로 활용되어지고 있으나 정보소스의 한계나 분석시의 한계로 인하여 다양한 분석이 활용되기 어려운 실정이다. 인용정보로서 활용시 이를 위한 과도한 전처리 작업이 요구되며, 분석이 번거롭고 용이하지 않는 현실이므로 다양하게 분석시 사용하기가 어렵다. 이를 활용하여 문헌에 적용된 분석을 활용하여 새로운 고부가 정보를 제안해 보고자 한다.

Indigenous yeasts in Korea have been actively studied since 1910 in light of various fields, including environment, food fermentation, brewing, and medicine. However, a complete list of indigenous yeast species has not been addressed or reported. In this study, a comprehensive analysis of the literature including yeast isolation from Korean materials and the strains preserved at culture collections was performed. The results of this study indicate the following: i) there are 128 genera and 681 species (including 26 variants) of yeast reported in Korea, ii) the reported species were trimmed into 142 genera and 500 species (including 9 variants), iii) among which only 166 species were registered in the National Species List of Korea (2020). Therefore, follow-up studies are required to register more indigenous yeast species in the National Species List of Korea.

Article 50 and article 18 related to orphan works in the Copyright Act of Korea and Enforcement Decree of the Copyright Act of Korea define 'considerable efforts' to locate copyright owners. This study analyzed the reasonableness of the efforts for mass digitization in libraries. The findings of the study were the duplication of searches on the 'Finding Copyright' website and the inquire to copyright trust management organizations by document, ambiguity of search criteria through information networks, and problems due to non-use of international standard identifiers in managing works on copyright register, works with undistributed compensation, and copyright trust management organizations. This study suggests that copyright trust management organizations should register trust works, the government should develop a guideline for detail guidance for searching information networks, and copyright works should be managed using international standard identifiers.

The purpose of this study is to analyze the reference data of the National R&D Report database built by the Korea Institute of Science and Technology Information(KISTI) to derive problems and to find complementary points for the construction technical items in the system. To this end, we investigated the descriptions of references in the National R&D Report constructed in the KISTI DB and analyzed the construction process, guidelines, types, items, etc. Based on this, the appropriateness and accuracy of the classification results of the reference types constructed with the DB were checked. As a result, the problems of the items built into the system and corrections to the construction guidelines were derived. Through this, database construction can proceed efficiently and data quality is expected to improve. In addition, a follow-up study was proposed on the convergence service plan that can be provided in the future through standardization of technical regulations.
