A Study on 5.18 Discourse in Korean Newspaper: An Analysis of the $Dong-A$ $Ilbo$ (한국 언론과 5.18 광주민주화운동 담론: "동아일보"의 보도 기사와 사설을 중심으로)

  • The purpose of this study is to examine how the $Dong-A$ $Ilbo$, a prevailing newspaper in Korea, has constructed 5.18 discourse. In the last thirty years or so in Korea, '5.18(the Gwangju Democratization Movement)', in both academic and social realm, has been one of the most disputed issues in the process of political change. However, little attention has been given to this topic in the field of communication study. Thus, we attempted to illuminate the construction of 5.18 dicourse by using terms analysis and discourse analysis of editorials during the period of May 18, 1980-December 31, 2010. From the study, it is found that the use of terms has changed from 'crisis' through 'resistance', 'slaughter', 'revolt' to 'democratization movement' in the $Dong-A$ $Ilbo$. And it is also found that 5.18 discourse has been developed in the order of 'tragic incident discourse', 'truth investigation discourse', 'rehabilitation discourse', 'deferment discourse', 'punishment discourse', 'political strife discourse' in the editorials of the $Dong-A$ $Ilbo$. These shifts of terms and discourse have been mostly led by socio-political changes. Based on the research results, the central characteristics of 5.18 discourse of the Korean mainstream press were elaborated and the implications of the results were discussed.

  • The purpose of this article is to analyse the military thought of Ferdinand Foch and to present its contemporary meanings. 1.Foch's life: Since 1871 to end of World War I, he acted as a military philosopher, battle field commander, and Supreme Commender of the Unified Forces so as to be judged as Clausewitz of the 20th century. 2. Historical Background of Foch's Activity Period : The series of the domestic revolutions after Napoleon's downfall were extended to Europe for independence, unification and overseas colonial wars. Thus Foch's growing and acting period was in totally imminent danger at all fields. 3. Foch's Military Thought : Through his three books, he argued cleary the absolute importance of the immaterial power including the technical esteem and the offensive fighting will for the victory. 4. The Contemporary Application of Foch's Thought : Though the operation plan based on Foch's strategic thought was defeated at the early stage of the World War I, its offensive-oriented immaterial spirit power should be remembered. 5. Conclusion : Foch's thought which develops the penetration through the war history and emphasizes the importance of the immaterial power should be highly appraised. Thus it should be also reinterpreted and redeveloped into a modern contemporary meaning.

  • In medical industry, health insurance bill audit is unique and essential process in general hospitals. The health insurance bill audit process is very important because not only for hospital's profit but also hospital's reputation. Particularly, at the large general hospitals many related workers including analysts, nurses, and etc. have engaged in the health insurance bill audit process. This paper introduces a case of health insurance bill audit for finding reducible health insurance bill cases using decision tree induction techniques at a large general hospital in Korea. When supervised learning methods had been tried to be applied, one of major problems was data imbalance problem in the health insurance bill audit data. In other words, there were many normal(passing) cases and relatively small number of reduction cases in a bill audit dataset. To resolve the problem, in this study, well-known methods for imbalanced data sets including over sampling of rare cases, under sampling of major cases, and adjusting the misclassification cost are combined in several ways to find appropriate decision trees that satisfy required conditions in health insurance bill audit situation.

A Study on the Introduction Direction of Private Investigation Law (민간조사업법의 도입방향에 관한 연구)

  • The important items, which should be considered in Private Investigation Law, can include subjects, licenses, the scope of business, qualifying examinations, and supervisory and penal provisions. The subjects of Private Investigation Law should be permitted to be both natural persons and juridical persons in terms of providing various services, but should be permitted to be juridical persons and should be administered on a license system, even in order to ensure public interests. Concretely, the introduction scope of Private Investigation Law can be regulated to include the followings: that is, investigating the whereabouts identification of runaways and missing children, investigating the personal identification, habit, way of action, motivation, whereabouts identification, real child confirmation, association, transaction, reputation, and personality of specific persons or specific groups, investigating the whereabouts identification of missing persons, owners of government-vested properties or renounced properties, investigating the whereabouts of lost properties or stolen properties, investigating the causes of fire, character defamation, slander, damage, accident, physical disability, infringement on real estate or movable property, and investigating all sorts of accidents including traffic accidents, insurance accidents, and medical malpractices. In the qualifying examination, examinees' age should be restricted to be over age 25. The person, who is exempted from its primary examination, should be restricted to be the person, who has the career of over 20 years in related fields, in consideration of its equity with other certificates of qualification. In the supervisory institution, as the policy institution is the supervisory institution in many countries including France (the police) and Japan (public security committee), so the National Policy Agency should be the supervisory institution in consideration of management aspects. In the penal regulations, especially, we should clarify the management of personal information (personal information protection, personal information management), and so should prevent the infringement of people's basic rights, and then should ensure the public interest.

A Study on the Characteristics of lawsuits between the Freedom of the Press and Individual Rights over the Investigative Reporting Program (TV탐사보도 프로그램의 법적분쟁에 나타난 특성 연구)

  • The purpose of the study is to explore the characteristics of lawsuits against investigative reporting programs of the broadcast media. This study proposed three research questions: (1) what were the characteristics of court derisions on the investigative reporting programs? (2) what were the reasonings on which judges rely in the lawsuits for a right of reply? (3) what were the critical issues and how the libel laws were applied in balancing between the freedom of the press and the protection of individual rights. To answer these questions, the study employed quantitative and qualitative methods analysing 35 related cases. This study revealed that investigative reporting programs must deal with the Issues of 'public figures' and 'matters of public concern' to be protected under the freedom of the press. The study also found that the broadcast media must prove legitimate public interests and the truth of the facts to prevail in a case. In 1999, the Constitutional Court of Korea held that pubic figures in libel cases must be regarded differently from private figures. In accordance with the decision, the Supreme Court has applied differing criteria for public figures in libel cases. However, courts have not set a clear definition of the public figure yet. To advocate the freedom of the press, as the results of this study indicate, TV producers and journalists should behave lawfully in the course of newsgathering and provide the opportunities of reply for their news sources.

Old Age Workers' Labor Market: A Model for Understanding Its Structure and Policy Implication (고령자 임금노동시장의 구조와 정책적 시사)

  • It is usually proposed that job security of old age workers is hampered by the structure of wage increasing with age. This paper sets forth a model to comprehend the characteristic of the old age workers' labor market and policy implications derived from it. In order to stimulate demand for old age workers, policy initiatives should be taken as follows : the wage criteria should be simplified which apply differently from one institution to other; incentives relatively favorable for employing old age workers' in manufacturing sector should be also given to service sectors; employment subsidy or other tax incentives should be given for labor contract after the retirement age; licensing and evaluation system for job ability should be introduced based on occupation & job analysis. To lower the reservation wage of workers, mortgage loan for house and long-term low interest loan for tuition fees should be developed together with stabilization of housing cost. Wedding culture which requires high expense should be amended. Above all, it is necessary to install reasonable social security system. Policy orientation should also pay attention to reduce labor supply of the old aged via aiding old age workers' firm opening and voluntary civil service together with developing various honor programs for members of civil corps.

A Christian Answer to the Problem of Suicide in Korean Society (한국 사회의 자살 문제에 대한 기독교적 답변)

  • This paper deals with suicide that has become a serious problem in our society as well as in the world today from a Christian perspective. Historical position regarding suicide is divided into two; some see it as a brave and honorable act and give approval to it, the others view it as act of giving up the life that is given by God and are opposed to it. Though suicides in the Bible are mostly committed to maintain honor, because of Augustin's position it became negative in Christianity, leading to a thought that one who committed suicide goes to hell. Why then people commit suicide? The views of scholars on the cause of suicide are divided into three; biological, psychological, sociological. My position is that though each or all of them contribute to suicide, yet the decisive factor is on how a person reacts to them. Major factor of suicide is how humans as interpretive beings accept the present despair. On the basis of this understanding of suicide and humans, I conclude this paper with three new recognitions as an essential answer to suicide. First, humans are made in God's image and belong to Him, thus their life is precious. Second, Christianity views humans as ones look for the hope in the future as the eternal life. Third, suicide is a violation of the commandment 'do not kill' yet it is not an act of sin but a disease that needs to be cured. To achieve this Christianity must not only spread the idea of respect for life and also run suicide prevention center every city.

  • The purpose of this thesis is to clarify the aspect on the Leisure-Activity of the Scholar-Si in the autumn season. The Aspect on the Leisure-Activity of the Scholar-Sijo in the autumn season can be divided into three type. Three type are the recreation, the health-care, and the self-discovery. The type of the recreation is represented of the autumn scenery and the complacency in the second chapter, the type of the health-care is represented of the wholesome food and the simplification of life in the third chapter, the type of the self-discovery is represented of the autumn harvesting and the sense of well-being in the fourth chapter. In order to study the Aspect on the Leisure-Activity of Sijo in the autumn season which have succeeded up to present without interruption, it is to gather more materials, widen an appreciative eye our leisure-activity and deepen the till now study continuously.

A Study on Design Characteristics of Korean War Memorials in the United States (한국전쟁 메모리얼의 설계요소에 나타난 기념성)

  • The purpose of this study was to analyze design characteristics of Korean War Memorials(KWM) in the United States(KWMUS). Through site survey and internet searching, the researcher selected 25 KWMUS and analyzed four analysis categories: design concept, spatial form, landscape details, and sculptures. The results are as follows: 1. The analysis revealed that main concepts of KWMUS were to cherish victims of the Korean War, show membership/locality/patriotism, express feelings and the meaning of war, and explain the Korean War realistically and symbolically. 2. Most KWMUS in memorial parks and plazas were designed to pursue the completion of each memorial assuming the form of typical and symmetrical circles and squares. Also, spatial order including spatial sequence was seen in some of KWMUS. 3. Stone walls, stone monument, flags, emblems and paving were used as main landscape details. The map of the Korean peninsula and Taegeuk were often introduced to symbolize Korea and the Korean War, and the symbolic phrase, 'Forgotten War' or 'Freedom is Not Free' were written on the stone to keep the Korean War in the minds of Americans. 4. Sculptures were used as important media to represent the Korean War in a variety of ways. Most of them were formed realistically, except for a few sculptures that aimed to represent the Korean War symbolically and narratively. In particular, the sculptures in Washington D.C. KWVM and Minnesota KWM were remarkable as symbolic media of war memorials in contemporary society. Further study will be required to analyze comparatively KWM in Korea and the U.S. and to understand characteristics of KWM in the point of design style.

The Truth about October Buma Uprising and Historical Reflection: Comparative Analysis of the Busan Uprising and Masan Uprising (10월 부마항쟁의 진실과 역사적 성찰: 10·16 부산항쟁과 10·18 마산항쟁의 비교분석)

  • The Buma Uprising, which took place in Busan and Masan from 16 to 20 October 1979, was a challenge against the contradictions of the Yushin Regime. Only after 6 days from the insurrection, the 10 26 Accident transpired, in which the then president Park Chung-hee was assassinated, and the Buma Uprising, which acted as the fuse to the shooting, remained as an 'incomplete uprising'. To commensurate with the subject of the paper 'The Truth about Buma Uprising and Historical Reflection', the purpose of this study is to explore how the uprising began, unfolded, and oppressed by comparing it with Busan Uprising and Masan Uprising. It also focuses to discuss, in detail, the effect of the demonstration by college students and the general public and suppression by the forces of the police and military on President Park and his government. This year, we celebrate the 39th anniversary of Buma Uprising, and with all the issues of discovering the truth, restoration of reputation and more, there are decisions and resolves to make including amendment of the legal system. However, there are certain groups of people who act as they led the uprising and mislead and exploit the facts of the events through illegitimate records and testimony, making it impossible to determine the truth. Discovering the truth will require acquisition of objective materials, testimony of those involved in the event and field research as well as imposition of legal and social punishment on those who distorted the truth about the event.
