전 세계적인 인구증가와 도시화로 메가시티가 점차 증가하고 있으며, 2016년 기준 37개의 메가시티 중 60% 이상(23개)이 아시아 지역에 집중되어 있다. 통상, 메가시티는 불투수율이 높고 인구가 밀집되어 있어 수재해로 인한 피해규모가 크며, 인구증가에 따른 용수부족 및 수질악화로 인해 수자원 확보가 어렵다. 특히, 아시아 지역은 몬순의 영향으로 수자원의 변동성이 크며, 최근 기후시스템의 변화는 몬순의 시 공간적 변동을 증대시킬 것으로 전망된다. 즉, 아시아 몬순지역에 위치하는 메가시티는 기후변화에 더욱 취약하며 이에 따른 수자원 확보 및 수자원 관리의 어려움은 더욱 가중될 것으로 예상된다. 본 연구에서는 AR5 기후변화 시나리오를 활용하여 아시아 몬순지역 내 메가시티를 대상으로 미래기간에 대한 기온, 강수량, 유출량을 전망하고 그 특성을 분석하고자 한다. 국가별 인구 통계자료를 기반으로 아시아 몬순지역 내 존재하는 19개 메가시티를 선정하였다. 기후전망을 위해 테일러 다이어그램을 활용하여 GCMs의 몬순모의 성능을 평가하였으며, 아시아 몬순특성을 잘 반영하는 다수의 GCMs을 선정하였다. 아시아 메가시티를 평가하고자 이중선형보간기법(Bilinear method)을 적용하여 $0.5^{\circ}$ 간격의 공간해상도로 상세화하였으며, Delta method를 이용하여 편의보정을 수행하였다. GCM 모의자료의 편의를 산정하기 위해 APHRODITE의 일단위 강수자료를 이용하였으며, VIC (Variable Infiltration Capacity) 모형을 이용하여 유출량 분석을 수행하였다. 평가결과 각 메가시티의 평균기온, 강수 및 유출량이 모든 미래기간 2020s, 2050s, 2080s에서 다르게 나타났다. 해안/내륙, 경 위도 등 메가시티의 지리적 위치에 따른 변화특성 분석을 수행하였으며, 각 메가시티에 대한 여름 및 겨울철 몬순의 변화 특성을 분석하였다.

The number of megacities are increasing, due to the global urbanization. Along with this change, climate change, social development and technology advance make the calamities complicated and more devastating. Especially, megacities are hyper-netted, hyper-connected and hyper-converged with population more than 10 million and their domain. When calamities break out, the damage will be aggravated for they lead to another ones. Since megacities are the center of politics, economics and culture of a nation. so when complex disaster break out in megacities, this may be developed to a peril to the national security. Therefore, pan-government effort must be concentrated in preparing abilities to forecast, react, rapid response and resilience.

Recently, major advanced countries are fostering megacities through policy for reasons such as solving population problems, political and economic issues, and strengthening national competitiveness. The trend of change is accelerating. In Korea, following Seoul and Gyeonggi, mega city policies are being promoted in Busan, Ulsan, Gyeongnam, Daegu and Gyeongbuk, Gwangju and Jeonnam, and Daejeon, Sejong, South Chungcheong and North Chungcheong areas. Due to this urbanization phenomenon, military experts predict that the future battlefield environment will be space or a large city (mega city). From this perspective, Korea will not be able to effectively respond to the threats facing megacities if it does not prepare in advance. Therefore, underground facility operation capabilities optimized for the huge scale of the mega city and the characteristics of the underground operational environment are required. Against this background, the characteristics of the underground operational environment of mega cities and cases of preparation for underground facility operations in advanced military countries such as the United States and Israel were analyzed. Based on this, the capabilities required for underground facility operations suitable for the underground operational environment within Korean megacities are developed from an idea perspective to military organization and combat system, securing special equipment and materials to ensure combatant survival, developing small unit combat techniques, and establishing a training system. As urbanization progresses in Korea, megacities are being formed around the metropolitan area, the central area, and the southeast area. In addition, it is accelerating the development of urban air mobility (UAM) that can be operated by Mega City as a new growth engine industry in the future. At the same time, in order to become a space powerhouse, Korea plans to establish its own Korean positioning system (KPS) by 2035. Therefore, if urban air mobility and location information services provided by the Korean positioning system are used in combination, urban air mobility can be stably operated in future megacities.

As the technologies of the 4th industrial revolution develops, spatial information is becoming digitized. Now, even with a smartphone, we can easily identify the location of national & military critical facilities located in the mega cities. As a result, mega cities' national & military critical facilities were exposed to not only traditional threats, but also non-traditional threats such as terrorism, cyber hacking, and criminal activities. This study suggests a way to protect national & military critical facilities of mega cities from such threats. Considering limitation of time & resources, protecting perfectly all national & military critical facilities is impossible, so we should focus on their critical nodes. Specifically, We suggest ways to protect the critical nodes by converging some measures such as design & arrangement in harmony with the surrounding environment, underground construction & covering, and visual deception. Transparency of digital spatial information will further increase with the advent of urban air mobility and autonomous vehicles in the future. Therefore, in order to prepare for future threats, we should take measures to minimize the exposure of critical nodes.

Megacities of the Repulic of Korea(ROK) will have increased by urbanization and the fourth industrial revolution. Mgacities are absolutely the opportunity factor to make human life enriched. Simultaneously, those are the challenge foctor considering the crucial conventional threat such as massive artillery and multiple rocket launcher from the North Korea. Israel that has faced the geopolitical situation of ROK developed the Multi-layer air defense system to offset the low altitude threat from the neighboring nations. As a result, Israel substantially removed plenty of Hamas' rockes and suicidal drones in 2021. Applying Israel's concept, North Korea's low altitude threat toward the ROK's megacities can effectively be eliminated. Furthermore, this Multi-layer air defense system can be a game-changer that gets rid of the low and high altitude threat from North Korea and neighboring nations with both hyperconnected sensor-C2-shooter and artificial intelligence. Through this approach, the ROK will be able to achieve the prosperity and prowth of nation at the center of Megacities concentrated on PMESII(Politics, Military, Economy, Society, Information, and Infrastructure) factors.

Megacities are emerging all over the world and gradually becoming the center of an country. Therefore, Megacities are inevitably exposed to various threats such as existing, potential, supra-national, and non-military. In particular, as seen in the recent Ukraine-Russia war, national infrastructure systems has become a major target of enemies. However, considering the size of Megacities, various types of threats, and limited resources, it is impossible to completely protect all national infrastructure systems. Therefore, wisdom is necessary to identify and protect critical nodes. The critical node is the vital point to which the national infrastructure is connected. To this end, in this study, as a method for logically and systematically identifying critical nodes, Node centrality analysis method, which is a network theory, and the Center of Gravity analysis method, which is a military theory, were presented.
The aim of this paper is to explore the formation of the Seoul-focused network city for technological commercialization compared with Seoul as a mega city. The growth of Seoul and subsequently, the Seoul metropolitan region as a mega city and mega region has led the uneven regional development in Korea since the 1960s. To reduce a huge gap between the Seoul metropolitan and the non-metropolitan region, the concept of network city can be suggested in terms of the functional and spatial division of labor. More specifically, such division of labour throughout the formation of the Seoul-focused network city concentrates on technological commercialization which is deeply concerned with R&BD (research and business development). For this network city, there are 4 axes such as the axis of South-North Korean cooperation (the axis of R&BD for complex technologies), that of the expansion of a mega city (that of R&BD for green growth technology), that of the linkage of small and medium-sized cites (that of R&BD for life science and technology) and that of megalopolis (that of R&BD for basic technology) with regards to the axis of urban development and technological specialization. It shall be argued that the formation of Seoul-focused network city can be an alternative to the contemporary uneven regional development between the Seoul metropolitan and non-metropolitan region in Korea.
