The study on the depreciated compensation system for residual land (잔여지 감가보상에 관한 연구)

  • The compensation system for residual land in our country is largely composed of the three sub-systems, that is, the purchasing compensation, depreciated compensation and construction expenses compensation. Among those, the purchasing compensation system mainly has problems in eligibility for compensation of the land, meanwhile, there is almost no problem in construction expenses compensation system. This study aims to examine the current depreciated compensation system for the residual land and its accompanying problems, and also review and compare those systems in USA and Japan with that of our country, and thereby discover the ways for the alternative solution for the compensation system in the viewpoint of policy.

  • In the situation where the number of anguished people are increasing recently related to the remained lot purchase, there occurs the need for the specification of the 'regulation on the remained lot's purchase'. The remained lot is the remained land that is left after the allocation to the public business, and is compensated for its loss by the business implementor through the 'remained lot purchase request' by the people accommodated. This thesis presents issues based on the case studies on the remained lots that was accommodated and adjudicated in the local autonomous entity, and has the objective of implementing the protection of rights and effective compensation administration through the just compensation of the loss to the people who are accommodated.

스타트업과 벤처기업의 우수인력유치 위한 주식연계형 보상방안 연구: 스톡옵션 보완 수단으로 양도제한조건부주식(RSU)도입방안

  • 본 논문은 스타트업과 벤처기업의 임직원이 상장후 적법한 절차에 따라 스톡옵션 행사를 하였지만, 주식시장의 주가에 악영향을 미치며 일반투자자 피해가 발생하여 도덕적 해이 논란이 촉발되었고 이 문제에 대해 정부 규제당국이 직접적인 추가규제를 예정하고 있는 상황에서 주식매수선택권제도(Stock Option, 이하 스톡옵션)의 보완 수단인 양도제한조건부주식(Restricted Stock Unit, 이하 RSU)제도를 도입함으로써 시장중심적으로 이 문제를 풀어내는 선진 스타트업 벤처금융 방안을 제시하는 것이 목적이다. 이를 위해, 본 논문은 첫째, RSU의 개념에 대해 제한조건부주식(Restricted Stock, 이하 RS)와 비교논의를 통해 제시하며. RSU의 스톡옵션에 대한 보완적 특징 설명에서는 기존 스톡옵션제도와 RSU를 비교 설명하였다. 둘째, RSU의 단점과 한계점을 설명하고 그 한계점을 극복하며 국내 스타트업과 벤처기업들이 이를 효과적으로 도입 할 수 있는 방안을 제시하였다. 셋째, RSU의 도입 현황을 제시하며 향후 RSU 도입 위한 정책방안들을 제안하였다. 본 논문은 이를 통해 RSU가 기본 스톡옵션제도의 규제강화를 통한 시장 위축적인 해결보다는, 새로운 대안을 주식연계형 보상방안 대안을 제시함으로써 보다 시장친화적인 제도를 마련함으로써 국내 스타트업과 벤처기업의 인력수급 해소와 사업활성화에 큰 의미를 벤처생태계 스스로가 풀어내는데에 기여할 것으로 기대한다.

A Study for New Equity Compensation Alternative for Startups and Venture to Solid Staffing and Team Building in Korea: Focusing on Restricted Stock Units (스타트업과 벤처기업의 우수인력유치 위한 주식연계형 보상방안연구: 양도제한조건부주식(RSU) 도입 중심으로)

  • Strong Critics of' Moral Hazard, due to plummeting severely their stock price down and damage falling on plain investor, has been skyrocketed against massively and simultaneously exercising stock option right of C-Level members in Stock market listed startups right after IPO regardless of proper and legal process followed. Korean Financial Supervisory Board initiate new act of extending to apply'Lock-up Rule'even to stock option of core interest group after IPO. However, it will cause startups and venture more difficulties to recruit top level of talented staffs. This paper aims to propose RSU(Restricted Stock Unit) as alternative to breakthrough the current deadlock issue with respect to stock option controversy many startups facing. This paper to meet goal, first, including Korean introducing status of RSU, it clarify the concept of RSU by comparing exploration with Restricted Stock and define characteristic of RSU by comparing Stock Option. Second, it bring more effective ways of startups introducing RSU in Korea overcoming its limitations and challenges. Third, it carry out FGI to legal expert deeply involved of introducing RSU in Korea at policy domain. FGI focus on defining core challenging factors and their level of huddles of introducing RSU in Korea with proposing breakthrough policies to landing RSU softly in Korea. Fourth, it suggest valid policies of introducing and stabilizing RSU in Korea completely. This paper expect some contributions Korean startups and venture on finding market friendly right breakthrough out of stock option dilemma currently in.

A Proposal of Procedure for Restoring Ownership in Blockchain-based Art Trade Platform (블록체인 기반 예술품 거래 플랫폼에서의 소유권 회복 절차 제안)

  • One of the main reasons for the commercial failure of various early blockchain-based art trade platforms, including Maecenas, is the lack of clear ways for owners to fully restore ownership of artworks. In this paper, we proposed a procedure for the owner of the artwork to rebuy shares and restore his or her entire ownership in the blockchain system. Using the proposed procedure, we can find a balanced price between the owner and investors, and then restore ownership through a public purchase of the stake. The balanced price can be induced by penalizing the owner for proposing unreasonably low price, and by rewarding investors for deciding reasonable prices. The proposed procedure of restoring ownership is expected to be utilized not only on the block chain-based art trading platform but also on the block chain-based trade platform in other applications.

A Study on Flood Storage Plans of Farmlands for Extreme Flood Reduction (극한홍수 저감을 위한 농경지의 저류지화 방안 연구)

  • Extreme water events such as heavy rainfalls due to recent climate change are continually increasing and their scale has also shown an increasing trend. To overcome these natural disasters, this policy study suggests securing lateral river space as an effective method for extreme flood. To support the importance of restoration and expansion of lateral river space, Gumi upstream region of the Nakdong River basin was chosen as a target area and flood reduction analysis of the washland by using LISFLOOD model have been examined. The 500-year frequency flood was simulated for the estimation of possibly occurable flood level and it turns out that the secured lateral river space on the selected site effectively lowers about 0.53 m flood level and reduces the flood damage of the city on the lower reaches of the river. In addition, based on this result, multilateral river space securing plans were compared, and conservation easement and natural disaster insurance were suggested for sustainable and cost-effective alternatives. The costs of land purchase and conservation easement for securing the river space were also compared.

An Analysis on the Actual Condition of Land Expropriation System of Local Governments and Its Improvement Plan (지방자치단체 토지수용제도 실태분석과 개선방안)

  • This thesis is intended for addressing issues of the local expropriation committee system by drawing the policy suggestion through theoretical considerations on the land expropriation system of the UK and of the US, and for finding a plan to improve the system by focusing on the examples of land expropriation of local governments. The US' Takings utilize a public hearing and the jury system. When property is expropriated through eminent domain, stakeholders and citizens share the necessity of the expropriation and its awareness through a public hearing, and project institutes (administrative organizations) file a lawsuit to a law court to exercise takings. In the case of Compulsory Purchase in the UK, the system should be based on laws established by the Parliament, and the resolution to use CPO is also decided by district councils. So the system is able to prevent power abuse. As a plan to improve the land expropriation committee of local governments, it is necessary ${\triangle}$ to enhance the professionality of the local land expropriation committee, ${\triangle}$ to expropriate lands by the analysis of land type, and ${\triangle}$ to come up with alternative measures to prevent the rights of the expropriated.

Effect of Scion Age on Survival Rate and Initial Yield of the Grafted Tomato Seedlings (토마토 접목묘 생산시 접수연령이 활착율과 초기 수확량에 미치는 영향)

  • This research was conducted to know the appropriate leaf number of scion for tube grafting in context with survival rate and quality of seedlings, and early yield of $1^{st}$ and $2^{nd}$ cluster of cherry tomato plants. Scions were grafted when having leaves 1~2 (LF-2), 2~3 (LF-3), or 3~4 (LF-4). The treatment LF-3 showed the highest survival rates and the best results in 6 factors among 12 seedling quality factors. In case of early yield, the treatment LF-2 showed higher yield than others with the big difference. Economic analysis showed that LF-3 is desirable in case of nursery while LF-2 is better in case of farmers. The compromising solution is that farmers buy a little expensive seedlings grafted at the leaf stage of 1~2 from nurseries in terms of win/win strategy.

Performance Comparison of Reinforcement Learning Algorithms for Futures Scalping (해외선물 스캘핑을 위한 강화학습 알고리즘의 성능비교)

  • Due to the recent economic downturn caused by Covid-19 and the unstable international situation, many investors are choosing the derivatives market as a means of investment. However, the derivatives market has a greater risk than the stock market, and research on the market of market participants is insufficient. Recently, with the development of artificial intelligence, machine learning has been widely used in the derivatives market. In this paper, reinforcement learning, one of the machine learning techniques, is applied to analyze the scalping technique that trades futures in minutes. The data set consists of 21 attributes using the closing price, moving average line, and Bollinger band indicators of 1 minute and 3 minute data for 6 months by selecting 4 products among futures products traded at trading firm. In the experiment, DNN artificial neural network model and three reinforcement learning algorithms, namely, DQN (Deep Q-Network), A2C (Advantage Actor Critic), and A3C (Asynchronous A2C) were used, and they were trained and verified through learning data set and test data set. For scalping, the agent chooses one of the actions of buying and selling, and the ratio of the portfolio value according to the action result is rewarded. Experiment results show that the energy sector products such as Heating Oil and Crude Oil yield relatively high cumulative returns compared to the index sector products such as Mini Russell 2000 and Hang Seng Index.
