Research for Relations between Satisfaction of Participants and Intension of Participation in terms of Evaluation Indicators of Public Management System (공공관리제도의 평가지표에 대한 사업참여자의 만족도 및 사업참여의사에 관한 연구)

  • This research made a evaluation indicators of public management system for operating efficient urban and housing redevelopment. We analyzed how satisfaction of participants about the evaluation indicators are used to parameters and affects intension of participation structure by using PLS structural equation model. We choose result evaluation tools: Foucs Group Interview and Balanced Score Card for appraising public management system. Specifically, We categorized setting business planning and selecting business tool, operating participation groups, motivating participation, post management and sustainability, and economics of business. As a results of the evaluation, setting business planning and selecting business tool, post management and sustainability, and economics of business influence comprehensive satisfaction. Post management and sustainability, economics of business, and setting business planning and selecting business tool turned out that they are very influential in the arranged order.

  • Purpose: The purpose of the Activation of Public Transportation by Analysis of Factors Influencing Satisfaction of Commuting Hours in the Metropolitan Area. Method: This study analyzed the factors affecting wide-area commuting time and satisfaction for office workers who perform wide-area commuting. Result: in the case of commuting satisfaction for wide-area commuting hours by region, commuting time satisfaction was relatively low in the metropolitan area as the average commuting time was high, and commuting time satisfaction was relatively high in the non-metropolitan area as the average commuting time was low. Conclusion: In the future, the government will establish or improve express railways and wide-area buses to reduce wide-area commuting time, and build urban highways to shorten passenger car use time, which will reduce commuting time, but qualitative indicators are more important. In other words, even if commuting time is long, life satisfaction increases, so quality of life is important, and it is necessary to improve commuting time satisfaction rather than simple indicators of commuting time, so both qualitative and quantitative aspects of commuting time need to be improved.

  • SWG(Smart Water Grid)는 한정적인 수자원을 효율적으로 이용하고 사용자 입맛에 맞춰 물을 안정적으로 공급하고자 하는 양방향 개념으로 수자원 분야에서 각광받는 실정이다. SWG의 성능을 평가하는 연구사례는 많지 않으며 현재 국내의 경우 실증단지를 구축하고 있는 단계이다. 그러므로 성능평가를 수행하기 위한 실측자료가 부재하므로 성능평가 지표선정에 활용 할 수 있는 자료가 제한적이다. 따라서 미국의 Leed, 영국의 BREEAM, 일본의 CASBEE, 호주의 Green Star의 인증 기준에서 수자원에 대한 항목과 기존의 IWA, World Bank, AWWA, JWWA, OFWAT 같은 해외 상수도 수행능 지표와 상수도 및 정수장 기술진단에서 제시하는 기준을 바탕으로 성능평가지표를 선정 보완하여 Water Facility Index, Smart Index, Optimum System Index로 분류하여 각 세부의 성능평가지표를 선정하였다. 선정된 지표는 AHP기법를 활용하여 1-4단계에 걸쳐 계층화를 실시하고 Bottom-up방식으로 4단계에서부터 1단계로 평가를 진행하도록 구성했다. 4단계에서는 계층 별 쌍대비교 결과를 바탕으로 중요도에 따른 가중치를 부여하고 차등 점수를 적용하며, 이는 3단계에서 필수적으로 만족해야하는 지표들을 설정하고 평가하기 위해 사용된다. 3단계에서는 지표평가 후 "보통" 이상의 점수를 획득해야 2단계로 진행할 수 있고, 2단계에서는 3가지 큰 지표를 설정 후 총점 기준 60%이상의 최소득점 기준을 만족해야 1단계로 진행할 수 있도록 구성했다. 이러한 절차를 바탕으로 마지막 1단계에서는 100점을 만점으로 하는 6단계의 최종성능을 평가하는 결과를 제시할 수 있다. 본 연구에서는 국외 성능평가 사례 중 SWG와 관련된 지표를 구성하여 성능평가를 수행할 수 있는 기법을 제안하였다. 향후 지속적인 연구 진행 결과와 실측자료를 수집하여 수정 및 보완이 수행될 예정이다.

Service Satisfaction Evaluation of Each Travel Section in Seoul's Subway Junctions (서울 도시철도 환승역의 통행구간별 서비스만족도 평가)

  • Unlike the existing subway service evaluation system, service evaluation indices by travel section in 26 subway stations were developed and appraised. Travel sections were classified into (1) subway station approach, (2) from entrance to platform, (3) platform, and (4) passageway for transfer, after which weights by travel section and by service evaluation index were estimated using analytic hierarchy process (AHP) by transportation experts. Subway service satisfaction data was gathered from 2000 passengers at the 26 subway stations. The results showed that the weights of (1) subway station approach and (4) passageway for transfer were highest and the weights by travel sections were different if kinds of services were the same. Comfort on the platform, crowdedness in the passageway for transfer, and transfer information from entrance to platform were highest in order in terms of satisfaction. Meanwhile, the results of the IPA showed that services in the passageway for transfer were high in terms of weights but were relatively low in terms of satisfaction. Therefore the services in passages for transfer needed to be reformed preferentially.

  • Recently, devices that help the general public's urination activity have been developed, but products that take into account the user's urination habits, device functions, and user accessibility are still insufficient. This study conducted a usability evaluation to find user satisfaction and improvement points of products based on smart automatic urine disposer that have convergence and complex functions such as automatic suction functions. There are 21 indicators used in usability evaluation, and were developed based on safety, operability, and satisfaction. As a result, functional satisfaction was high, but in terms of design, problems to be improved such as handles were presented. Therefore, through this study, it was found that the satisfaction of the automatic urine disposer in terms of performance cannot be representative of the product, and the importance of developing usability evaluation index to find product problems.

  • This study examined the relation between MBTI personality types and job satisfaction, job satisfaction's effect on the customer orientation and willingness to change job and MBTI personality types's moderating effect on the relation among job satisfaction customer orientation, willingness to change job. Research results are as following. First, MBTI personality types didn't influence job satisfaction significantly. Second, job satisfaction affected customer orientation positively and willingness to change job negatively. Finally, MBTI personality type's moderating effect was analysed using Psychological Function and Attitude Index. Moderation effect of Psychological Function was significant only on the relation between job satisfaction and customer orientation. Moderation effect of Attitude Index was significant both on the relation between job satisfaction and customer orientation and the relation between job satisfaction and willingness to change job. These results of current study can be useful to recruit, organize, educate life planners based on the personality types of MBTI. And the applicability of MBTI test will increase by using these results.

Transition and prospect of quantitative indexes for integrated water management (통합물관리 정량지표의 변천과 전망)

  • 통합물관리는 2000년 이전부터 필요성이 논의되다가 2019년 물관리기본법이 제정·시행되면서 수량, 수질, 수생태, 방재 등 분야의 물관리 통합이 단계적으로 추진되고 있다. 수자원장기종합계획, 물환경관리 기본계획, 국가물관리기본계획, 4대강별 유역물관리종합계획 등이 수립되거나 수립중에 있다. 2021년 6월에 수립된 국가물관리기본계획에서는 통합물관리 정량지표들을 물환경, 물이용, 물안전, 물산업, 거버넌스의 5개 분야로 구분하여 제시하였고, 4대강 유역물관리종합계획(안)에서는 국가기본계획의 지표들을 근간으로 유역별 특성을 고려한 정량지표를 설정하고 있다. 수자원장기종합계획부터 유역물관리종합계획까지 통합물관리 정량지표들의 변천 내용과 현황을 검토하였다. 수자원장기종합계획(2016~2020)의 전략과 목표는 "①맑은 물 공급: 급수보급율, 관망 복선화율, 댐 부족량 공급기준, 비상급수 피해인구, 스마트시티 음용률, 누수율 저감, 물 기본법 제정, ②홍수안전 기반구축: 하천기본계획, 하천정비, 수해금액, 도시하천 종합치수대책 수립, 국가하천 홍수예보 지점, 홍수예보시간 단축지점 비율, ③친수환경 조성: 하천유지유량, 하천 이용객, 어류종 및 철새종 증가, ④수자원산업 및 기술개발: 일자리, 수자원산업 육성제도, 해외수주액, 외국 MOU, 국제회의, 남북공유하천 협의"이었다. 물환경관리 기본계획(2016~2025)의 전략과 목표는 "①물순환 체계: 불투수면적률 25% 초과지역, ②깨끗한 물 확보: 상수원 수질달성, ③생태계 서비스 증진: 수생태계 건강성 달성, ④물환경 기반 조성: 산업폐수 유해물질 배출저감, 상수원 4대강 보의 총인 농도와 남조류 세포수, ⑤경제·문화적 가치 창출: 국민체감 만족도"이었다. 국가물관리기본계획에서는 "①물환경: 하천·호소 목표수질 달성률, 수생태계 건강성 B등급 이상 비율, ②물이용: 수돗물 만족률-직·간접 음용률, 노후 상수관로-하수관로 개량, ③물안전: 가뭄피해 인구, 홍수피해 인구-피해액, 댐안전성 강화율, ④물산업: 물관리 R&D 예산, 수량·수질·수생태 통합측정 중권역 비율, 물산업 매출액의 수출액 비중, 한국 주도 국제협력 의제, ⑤거버넌스: 미정"을 계획지표로 하였다. 유역종합계획에서는 4대강별로 거버넌스를 포함하여, "①물환경: 국가계획지표, 주요 상수원 수질, ②물이용: 노후 상하수관로 개량, 지방상수도 유수율, ③물안전: 한해 인구, 수해 인구-피해액, 하천정비율, ④물산업: 물산업 일자리 창출, ⑤거버넌스: 물포럼, 시민참여활동"을 정량지표로 고려하고 있다.

A Study on the Development of Satisfaction Index in the Medical Tourism of Foreign Tourist (외국인관광객의 의료관광 만족지표와 척도개발 연구)

  • The purpose of this study was a methodological research to develop an instrument to assess the medical tourism satisfaction of foreign tourist. A primary instrument with 63 questions was developed based on literature review. A group of experts revised individual questions and removed 9 irrelevant questions. This secondary instrument, then, was distriuted from Jury 1, 2012 to October 20, 2012. It was tested with 589 members of foreign tourist. After factor analysis on the final 42 questions, 7 factors were identified; quality of medical service, correspondance, tourism connection, sympathy, convenience, believability, and economical efficiency. The total variance explained was 60.9%. This instrument was statistically reliable and valid to measure medical tourism satisfaction of foreign tourist.

  • Previous performance evaluation focusing on objective data of service agency has the limitations that did not reflect user-centered evaluation. With the expansion of voucher service, importance of perspective of service user such as satisfaction index is increasing. As voucher service has been delivered by the financial burden of government and user, we need the performance evaluation system that reflects the both performance indices to meet the accountability of two stake-holders. So this study focuses on deriving integrated evaluation system developing systems what mixed objective and subjective performance. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users. Using General Satisfaction Index and Efficiency Index by DEA, this study analysed the correlation between efficiency and satisfaction index, and integrated performance evaluation model is constructed through portfolio map. This study has the following implication. This study theoretically explains the relation of objective performance and subjective performance and gives practical guidance in performance evaluation criterion and interpretation of performance.
