Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.
A diverse rural development projects are continuously increasing. However, in most villages, the business run by residents is not being operated normally. Followed by these problems, a follow-up management evaluation system has been created and utilized, but the existing evaluation system is only administratively approached and not suitable for application in reality. This research emphasizes that the perspective of community and re-startup support should be added to the evaluation system as these are projects that are carried out to improve the quality of life of local residents and enhance the rehabilitation of villages. Based on the evaluation system proposed in this study, field surveys and interview surveys were conducted targeting 10 villages in Taean-gun, Chungcheongnam-do in South Korea. As a result of the study, various types that have not been activated were derived, and they were presented by categoriz ing them. The purpose of this study is to help the rehabilitation of common rural villages by providing a updated post evaluation system and items that can be applied not only to Taean-gun but also to numerous villages in the entire villages in South Korea.
The sense of crisis regarding regional extinction due to low birth rates and an aging population is expanding. Generally, the local extinction index is used to analyze local extinction. However, it is challenging to diagnose the actual situation of village extinction risk in rural areas, even though the regional extinction index can be analyzed in units such as Si-Gun-Gu and Eup-Myeon-Dong. This difficulty arises because the regional extinction index solely relies on natural population growth indicators (elderly population and female population aged 20-39). Therefore, the purpose of this study is to develop a village extinction index that can identify the disappearance of rural villages. Additionally, the aim is to apply the developed indicators to the village (administrative ri) spatial unit. The existing regional extinction index used only mortality-related indicators as factors for natural population decline and fertility-related indicators as factors for natural population growth. However, the developed village extinction index included not only the factors of natural population change but also incorporated social population growth factors and factors related to the pace of village extinction. This is the key difference between the developed village extinction index and the existing regional extinction index. In this study, the indicators of "total population," "number of young women aged 20-44," "number of elderly population aged 70 or older," and "number of incoming population" were selected to develop a village extinction index. The village extinction index was developed by incorporating both natural population growth indicators and social population growth indicators. The developed village extinction index was applied to administrative villages. This research is expected to provide a more accurate understanding of the current state of rural villages facing extinction.
In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.
This study investigated changes in the spatial structure of rural villages in Sayang Village, where accessibility restrictions to island areas were improved, and analyzed the spatial composition of houses according to changes in the living environment. First, despite the island's vulnerable transportation requirements being resolved by the completion of the land and bridge in 2018, the local economy continues to stagnate due to a vicious cycle of local living services and job losses. Second, when a survey of residents' changed living services was conducted through the continuation of the specification map, the scope of living areas was expanded by analyzing the frequency and place of visit of fresh food purchases, use of convenience facilities, and medical visits. Third, it is judged that the naturally formed village is composed of small roads to the inside of the village due to the disorganized street system and the form of walking instead of vehicles. Finally, as a result of analyzing the residential space of houses in fishing villages, the aging rate of houses over 30 years old was 62 (91.2%), and the average area of the first house space built was 65.2m2 to 14.1m2, an increase of 17.8% of the total area.
The Comprehensive Rural Village Development Project, a resident-led bottom-up regional development project, began in 2004. This study investigated difficulties and problems in the operation process after the completion of the project, and future improvement plans, through in-depth interviews with the former and current chairman of the steering committee, steering committee members, and office managers, targeting three regions in Jeollanam-do, 15 years after the completion of the project. As a result of the survey and analysis, it was effective in improving the living environment and characteristics of each village and revitalizing the area. And while there were well-run facilities depending on the type of project, there were also many idle facilities. In the case of communal facilities, there was a high possibility of problems in operation and management when the scale of the new building was large. Conflicts occurred between villages in the process of independently operating the area after the completion of the project. Therefore, it is necessary to provide an S/W project program to prepare for after completion. Local governments need to utilize City and County Capacity Enhancement Projects to support regional leaders to participate in educational programs after completion and provide guidance and supervision for village operations.
There is a serious risk of regional extinction due to low birth rate and aging in Korea. Accordingly, the regional extinction index is applied to diagnose the extinction status of cities, counties, and districts. However, when the regional extinction index was applied to rural villages, most villages were found to be at 'high risk of extinction'. There is no differentiation in the level of extinction of rural villages. Therefore, a village extinction index was developed to apply to rural villages. This study applies and compares the existing regional extinction index and the newly developed village extinction index to rural villages. The purpose is to propose an index that can better diagnose the extinction of rural villages. As a research method, the regional extinction index and village extinction index are applied to all villages in Haengjeong-ri villages in South Chungcheong Province. And the adequacy of the index suitable for rural villages is diagnosed. For this purpose, ➂ stage distribution for each two indices, ➂ demographic aspect diagnosis, and ➂ resident awareness survey were analyzed. When the village extinction index was used, the discrimination problems seen in the regional extinction index were overcome. As a result of the demographic analysis, the regional extinction index showed that villages with a population of 200 or more were at 'high risk of extinction', but the village extinction index was derived as 'high risk of extinction' for villages with underpopulated populations. Lastly, the results of the residents' awareness survey also showed that the village extinction index was well reflected in the actual situation of rural villages when applied. When the village extinction index was applied to rural villages rather than the regional extinction index, it was found to reflect the actual state of rural extinction better.

A self-administered questionnaire survey and face-to-face interviews were conducted on 150 local residents belonging to seven villages, 160 visitors and 86 experts in order to analyze the attitudes of groups of local residents, visitors as well as experts toward the development plan of Sobaeksan Jarak-gil. Reliability analysis and one-way ANOVA were performed on the data collected by a questionnaire survey using IBM SPSS Statistics 20.0 after coding. The Duncan Test was conducted as a post-hoc test. Based on the analytical results, in economic terms, the expert group expected an increase in income, improvement in living standards and increase in expenditure for the maintenance of local infrastructure. In environmental terms, the visitor group was highly concerned about the disruption of the local natural environment and ecosystem, destruction of local properties and landscape, increase in water/soil/air pollution and increase in solid waste and noise. In social and cultural terms, the expert group had higher expectation for excavation of traditional cultural properties, instillation of local patriotism and pride, and the visitor group was highly concerned about a rise in crime, destruction of indigenous culture/increase in imitations, and induction of conflicts between residents. It is estimated that these results will be used as basic data for establishing the development plan of the mountainous ecological trail reflecting opinions of various groups.

Recently, the damage caused by natural disasters such as typhoons and localized torrential rains has been increasing rapidly. The Ministry of the Interior and Safety enacted a 「law on safety management of small sized infrastructures」 and local governments have to register small sized infrastructures with the National Disaster and Safety Management System (NDMS) until March 31st every year. Recently, each local government has ordered Safety inspections of small sized infrastructures and maintenance plans and six types of facilities, including small streams, small bridges, farm roads, access roads to village, inlet weirs, and drop structures are being surveyed and digitized into a database. Each facility is being evaluated for risk, and for those deemed hazardous, maintenance plans are being developed. However, since the risk assessment method of small sized infrastructures is not clear so that is conducted through visual investigation by field investigators, risk assessment is conducted in a subjective and ambiguous form. Therefore, this study presented a reasonable and quantitative risk assessment method by providing a quantitative evaluation indicator for small stream, which has the highest disaster risk among other small sized infrastructures, so that small sized hazard infrastructures can be selected to secure transparent evidence for improvement plans and action plans.

The purpose of this study was to analyze the current status of both exotic and naturalized plants in the designated Cultural Preservation Area located in Seongju-gun, Gyeongsangbuk-do in order to identify traditional cultural places and to provide basic information to prepare a conservation strategy. The vascular plant species was identified as having 114 taxa: 50 families, 93 genera, 94 species, 16 varieties and 4 forms in King Sejong's Prince Taesil. Among them are 15 taxa of the exotic plant species and 16 taxa of naturalized plant species, which resulted in 14.04% of the Naturalization Rate and 5.90% of the Urbanization Index. The vascular plant species was identified as 68 taxa: 40 families, 64 genus, 57 species, 8 varieties and 4 forms in the Seongju Hyanggyo. Among them, the exotic plants recorded 17 taxa with 30 taxa of naturalized plants. The Naturalization Rate was 44.12% and Urbanization Index was 11.07%. The Seongbaksup, which was a grove outside of the Seongju Fortress recorded 61 taxa: 34 families, 58 genera, 55 species, 5 varieties and 1 form. Among them, the exotic plant species consisted of 10 taxa with 17 taxa of naturalized plants, with a 27.87% Naturalization Rate and a 6.27% Urbanization Index. The vascular plant species was recorded as 230 taxa: 92 families, 183 genus, 182 species, 1 subspecies, 32 varieties and 14 forms in Hangae Village. Among them, exotic plants consist of 28 taxa with 85 naturalized plant species, with a Naturalization Rate of 37.12% and Urbanization Index of 31.37%. The vascular plant species in the Seongsan Ancient Tomb is recorded as having 131 taxa: 55 families, 107 genus, 106 species 19 varieties and 6 forms. Among them, exotic plants consist of 18 classifications, and naturalized plants consist of 22 classifications with a Naturalization Rate of 16.79% and an Urbanization Index of 8.12%. The Seongju Hangyo recorded the highest Naturalization Rate among all surveyed sites in Hangae Village. All five of these surveyed sites will require a management plan to eradicate both exotic and naturalized plant species. Hangae Village especially needs to prepare a management plan. The invasion of ragweed in Seongju Hanggyo and Hangae Village, which is one of the most invasive plant species to disturb the ecosystem, is in need of management to eradicate it.
