본고는 현대 러시아어 이중자음1의 장단 발음 경향을 연구하는 과정에서 채택된 실험음성학적 방법론을 상술하는 것을 목적으로 하며, 자연 발화에서의 자음의 상대적 길이를 설정하는 문제와, 그 상대적 길이를 고려하여 자음의 장단을 결정하는 문제를 다룬다. 자음의 상대적 길이는 해당 이중자음과 그 자음을 둘러싼 모음 전체의 길이에 대한 해당 자음의 길이의 비율을 백분율로 환산한 것으로 설정한다. 그 상대적 길이의 관점에서 자음의 장단 결정을 위한 기준을 마련하기 위하여 러시아어 자음의 장단 인지에 관한 실험을 실시하였으며, 그 결과 이중자음의 장단음 구별 불가 구간을 설정하였고, 그것을 자음의 장단 결정에서 기준으로 사용하였다.

This paper presents that in the Russian Revolution 1) socialist and alternative democratic conceptions between Marx and Lenin are very different, 2) the process and cause of failure of realizing Lenin's democratic alternative conception, 3) the interactive expansion process of the party and the state, 4) the failing process of socialist original accumulation, collectivization, and constructing planned economy. This shows that Russia could not help fail to transit to socialist society due to the combination of wrong conceptions and that new revolution and construction should combine right socialist and democratic conceptions.

본 논문에서는 향후 남한의 예비력 중대방안으로 동북아 지역 (러시아, 중국, 몽고, 북한, 한국, 일본)의 지역의 전력계통연계선로의 구성 및 동북아 지역의 계절별 패턴을 고려한 조류계산을 수행하여 전력수급의 분포도를 파악하고자 한다. 특히 한반도 전체의 전력수급을 고려하여 볼 때 남-북한의 수도권 및 영남 지역의 두 지역은 향후 계속적인 전력 수요의 증가로 인한 발전력의 부족상태가 계속되리라 여겨지며, 이러한 문제의 해결방안으로 북한의 신포지역에 2,000MW KEDO 경수로를 건설하여 공급하는 방안이 있겠으나 현재 여러 가지 정치적 상황으로는 건설을 중단하게 되었다. 이러한 정치적 상황의 변화로 다른 대안이 필요하게 되었다. 이들 중의 하나가 극동러시아나 시베리아 및 중국 그리고 일본과의 연계에 의한 예비력을 확보하는 방안이 될 것이다. 본 논문에서는 동북아 지역과 연계를 할 수 있는 가능한 지역을 고려하여 연계선로를 구성하고 계절별 효과를 고려한 조류계산을 실시하여 연계 시 융통전력의 분포도를 연구하고자 한다.

The purpose of this study is to systematically explain and discuss the return migration of Koreans in Central Asia to the Russian Far East. The Koreans' return migration is explained by the combination of push and pull factors inherent in the host and home countries. The structural or institutional push factors in Central Asia include the linguistic policy of a country, civil war, ethnic conflicts, while the micro ones are the Koreans' high concern of their children's education and the improvement of a socio-economic status. The macro pull factors operated in the Russian Far East are the permission to use the housing facilities and land previously controlled by military authorities and the laws of recovering the koreans' basic right and honor, while the micro ones are the networks of relatives and friends living in Central Asia and the Russian Far East. The two aspects related to the Koreans' return migration are also discussed. Firstly, the return migration of Koreans in Central Asia is interpreted as a migration of ethnic affinity. Secondly, the establishment of an autonomous district of Koreans in the Russian Far East is discussed.

A federal system speaks for a political system that the principle of the common sovereignty among the local governments is applied. The basic purpose of the system is to make institutional devices capable of striving for the mutual cooperation in a greater political unit, reflecting a minority race's right and demand by decentralizing a state authority into the individual region. The basic purpose for formation of a federal system is realized when a form for the supplement of political elite personnels has a autonomous nature by the subject of a federal structure. During from B.Yeltsin to V.Putin, a form for the supplement of political elite personnels into the local governments has changed by a political purpose of a central government, In company with this change, the character of federalism in Russia has been also changed. Accordingly, this study has treated a subject about how the political elite personnels of local assembly men, governors of a state, assemblymen of both Houses, and the president of Russia are suppled, and also how such a form for the supplement of political elite personnels has changed the character of federalism in Russia.

몇 년 전까지 북극해항로에 대한 각 국가의 관심이 증가하였다가 여러 가지 사유로 인해 최근에는 관심도가 많이 떨어졌다. 그러나 최근 러시아에서 북극해항로 개발 프로젝트 추진, 항해안전성 확보에 대한 노력 등의 적극적인 활동이 이루어지고 있다. 또한 Polar code 및 극지해역 운항선박의 승무원에 대한 교육의 강제화가 예상되고 있다. 본 연구에서는 향후 극지해역에서 선박운항을 하고자 하는 경우 선박회사에서 고려해야 할 사항에 대하여 다루고자 한다.

Koreans had started moving to Yunhaju in Russia for escaping from the tyrannical rule and famine in 1860's in Korea. It had been veiled and nearly known about Korean's life there because of social and political situation of Russia until the Perestroyka. This study examined the dwellings of Korean Diaspora in Yunhaju through visiting their houses and having an interview. Results of research were as following: 1) Russian traditional houses which Koreans built was followed by Russian style basically and Koreans used the space slightly different way. Korean Diaspora have been adopted Russian life style with keeping their own traditional way of living. 2) Some Korean Diaspora still have been kept traditional heating system 'Ondol' in their houses until now in Yunhaju. Moreover over, it is known that people of Central Asia prefer to set 'Ondol' recently as a very specific and expensive heating system. 3) Korean's food style in Yunhaju is the one mixed with Russian, Korean, and Central Asian foods. This study could be a first step to supply for a basic information for studying of Korean Diaspora in Russia and it is needed to take more deep research in other areas in Russia.
