Integrated Traffic Management Strategy on Expressways Using Mainline Metering and Ramp Metering (본선미터링과 램프미터링을 이용한 고속도로 통합교통관리 전략)

  • This research proposed integrated expressway traffic management strategy using ramp metering and toll mainline metering. This research suggested a traffic signal optimization model for integrated operation of ramp and mainline metering based on Demand-Capacity Model that is used to optimize allowable input volume for ramp metering in FREQ model. The objective function of this model is sectional throughput volume maximization, and this model can calculate optimal signal timings for mainline metering and ramp metering. This study conducted an effectiveness analysis of integrated metering strategy using PARAMICS and its API. It targeted Seoul's Outer Ring Expressway between Gimpo and Siheung toll gate. As a simulation result, integrated operation of mainline and ramp metering provided more smooth traffic flow, and throughput volume of mainline increased to 14% in congested section. In addition, a queue of 400 meter was formed at metering point of toll gate. This research checked that integrated traffic management strategy facilitates more efficient traffic operation of mainline and ramp from diffused traffic congestion.

  • Ramp metering has been used to solve recurrent or non-recurrent congestion on many highways. However, the existing ramp metering methods cannot control non-recurrent congestion like incident and don't have any methods to solve congestion after congestion. In addition, the methods cannot solve congestion quickly because ramp metering operates independently for each ramp. In this study, we developed SARAM which is ramp metering technique with shockwave theory in order to solve the problems. In simulation from Jangsoo IC to Joongdong IC, we confirmed that speed increased by 7.32km/h and delay time reduced by 39.14sec.

  • In spite of the proven effectiveness of ramp metering system, it has not been successfully implemented in Korean setting. The purpose of this paper is to select target locations to introduce ramp metering into the Korean expressway system. For this, domestic standards to introduce ramp metering have been presented after reviewing those of the US. The major criteria are level of service (LOS), the existence of detour route, space for queue build-up and opened ramp. 15 different locations were selected and AHP has been used to make priority among them. Intuitively, the result of priority was in accordance with the congestion and traffic volume. The core results identified in this paper is expected to be used in different cities and expressway networks elsewhere.

  • The increase in the traffic demand and behavioral pattern of its use reached the limit for the only means of road construction to bear; thus the multilateral efforts to find a solution to this problem together with the examination and research on this issue, among which the most representative strategy is Ramp Metering System controlling access traffic volume to connection roads. The operation standard and running time was re-established in consideration of geographical conditions and traffic circumstances by considering the standard of operation and running time of the currently operated Jangsu- Jungdong section of the outer ring expressway of Seoul. For this purpose, this research analyzed the operative standard of RMS home and abroad and suggested a new operative standard of ramp metering through the analysis of break points.

The Effect of Single-Entry Metering and Platoon Metering on Mainstream under the Same Metering Rate with Pre-timed Metering (정주기식 동일 미터링율 제어에서 차량진입방식에 따른 효과분석)

  • Ramp metering control is the most representative strategy of uninterrupted flow control and management system. Ramp metering is to adjust vehicles entering an expressway in such a way that expressway mainline maintains flow stability by regulating ramp vehicles. The effect of two metering strategies, single-entry metering and platoon metering, on mainstream under the same metering rate with pre-timed metering are analyzed by micro-simulation. Platoon metering shows lower performance than single-entry metering under the same metering rate in terms of speed, density, and delay, causes earlier breakdown than single-entry metering. It indicates that the selection of metering type has critical importance as the flow of mainline is high.

  • Ramp metering is a traffic management technique that reduces the congestion of Expressway by controlling vehicles entering the highway. It is widely used outside the country, and Korea is also operating in seven sites (Seoul Ring Expressway). Ramp metering has the advantage of reducing congestion of Expressway, but there are disadvantages, as queuing occurs because vehicles are waiting for ramp, and the ramp queue affects adjacent roads at rush hour. To solve this problem, we improved the ramp metering algorithm to reduce the metering rate more spaces on ramp and to increase the metering rate less spaces. In order to evaluate this, the combined evaluation index was used and it was found that the result satisfied the equity and efficiency at the same time.

  • In this study, a scheme of ramp metering that uses Off-ramp Exit Percentage instead of the O/D table required for systems of integrated control of ramps at the target freeway segment is presented. The segment from Gyeyang IC to Jangsu IC on the Seoul Outer Ring Expressway was selected for the study because the segment frequently shows large volume of traffic on the short distance between the two ICs requiring an integrated on-ramp control by taking the traffic situation on an entire expressway into account despite an unavailability of O/D data. Thus the information of Off-ramp Exit Percentage at each IC were collected instead of securing the O/D table through actual survey, and the congestion on the segment was analyzed to identify the validity of the use of off-ramp traffic instead of O/D data. In addition, the scheme of ramp metering that exploits the off-ramp traffic information was prepared through simulations conducted in a way supporting the traffic control for respective access roads thereof by taking traffic situations and queues on each ramp into account. The results obtained from the simulation analyses revealed an improved level of travel speed and traffic volume on the main line and validated the use of off-ramp traffic instead of the O/D table for the ramp metering.

유고를 고려한 고속도로 교통축의 동적통합제어모형 구축

  • 고속도로 교통축은 고속도로와 운전자가 대체도로로 이용할 수 있는 표면가로로 구성된 가로망을 말한다. 이러한 고속도로에서의 도로망의 효율을 극대화하기 위해서 시행되고 있는 제어기법으로는 고속도로 진입램프에서의 램프미터링과 표면가로에서의 신호시간조정 등을 들 수 있다. 그러나, 이를 통합한 제어전략은 아직 고려되고 있지 못하다. 고속도로에서 사고나 극심한 혼잡으로 인해 지체가 되었을 경우 단순히 진입램프에서 램프미터링만을 실행하는 것이 아니라 부체도로로의 경로전환을 통해 고속도로교통축의 효율을 극대화할 수 있다. 이는 지능형교통체계(ITS)에서 고려하고 있는 경로안내시스템과도 결부된다. 그러므로, 고속도로 교통축에서는 진입램프에서의 램프미터링전략과 진출램프에서의 경로전환전략, 표면가로에서의 신호최적화전략을 통한 제어를 실행할 수 있다. 따라서, 본 논문에서는 고속도로에서의 진입램프미터링과 진출램프를 통한 경로전환, 표면가로에서의 신호시간조정을 통합한 제어모형을 구축하고, 그에 따른 통합제어알고리즘을 개발하는 것을 본 논문의 목적으로 한다. 통합제어모형은 적정 제어변수의 값을 구하기 용이하게 하기 위해 선형계획법을 적용하였으며, 시뮬레이션을 통해 통합제어알고리즘을 우수성을 검증하였다.

Density-Based Ramp Metering Method Considering Traffic of Freeway and Ramp on ITS (지능형 교통시스템에서 도시 고속도로와 램프의 교통량을 고려한 밀도 기반 램프 미터링 방법)

  • Ramp metering is the most effective and direct method to control a vehicle entering the freeway. This paper proposed the new density-based ramp metering method. Existing methods that use the flow data had low reliability data and can have various problems. Also, when the ramp metering was operated by freeway congestion, the additional congestion and over-capacity can occur in the ramp. To solve this problem with the existing method, the proposed method used the density and acceleration data of the freeway and considered the ramp status. The developed strategy was tested on Trunk Highway 62 west bound (TH-62 WB) in Minnesota Twin-City and compared with Stratified Zone Metering(SZM), which had been operating in the Twin-City freeway. To constitute the experiment environment, the VISSIM simulator was used. The Traffic Information and Condition Analysis System (TICAS) was developed to control the PTV VISSIM simulator. The experiment condition was set between 2:00 PM and 7:00 PM, Oct 5th, 2014 during severe traffic congestion. The simulation results showed that total travel time was reduced by 20% for SZM. Thus, we solved the problem of ramp congestion and over-capacity.

Development of Exit-Ramp Control Strategy Avoiding Mainline Spillover for Urban Freeway (과포화 신호제어 기법을 응용한 도시고속도로 진출램프 제어전략의 개발)

  • 내부순환로의 진출램프 중 성산, 홍은, 홍제, 길음, 마장 진출램프에서는 램프의 지체가 심각하여, 진출차량의 대기행렬이 내부순환로 본선에까지 이르는 대기행렬 역류현상이 발생하고 있다. 이러한 본선으로의 대기행렬 역류는 본선의 혼잡을 가중시키고 교통사고의 위험도 증가시킨다. 본 논문에서는 이러한 도시고속도로의 진출램프 혼잡을 개선하기 위해 진출램프 제어전략을 개발하였다. 진출램프 제어전략의 목표는 진출램프의 대기차량이 본선으로 역류하지 않도록 하는 것이다. 대기행렬의 역류를 막기 위해서는 진출램프의 차량이 인접한 간선도로로 원활하게 진행하도록 해야 하며, 간선도로와 진출램프의 대기행렬을 제어정책에 따라 관리할 수 있어야 한다. 이를 위해서 진출램프 진출부에 신호를 설치하여 간선도로차량의 흐름을 제어하고, 진출부 하류부 교차로와 연동제어를 하여 진출공간을 확보하였다. 또한, 대기행렬의 관리를 위해서는 대기행렬 관리계수를 정의하고 이 값에 따라 현시를 결정할 수 있는 제어식을 유도하였다. 진출램프 제어전략은 과포화 신호제어 기법을 응용하여 개발하였으며, 그 중 Equity offset과 내부미터링 기법을 연동제어에 응용하였고, Imbalanced split 기법은 대기행렬 관리계수에 따라 현시가 결정되는 제어식의 개발에 응용하였다. 진출램프 제어전략을 평가하기 위하여 진출램프의 혼잡으로 인해 본선으로 대기행렬 역류가 발생하는 내부순환로의 홍은, 홍제 진출램프를 선정하였으며, NETSIM을 통해 진출램프 제어전략의 효과를 분석하였다. 분석결과 진출램프의 혼잡이 크게 개선되며, 운영자의 관리목적에 따라 대기행렬의 관리가 이루어지는 것을 볼 수 있었다. 진출램프 제어전략은 내부순환 도시고속도로뿐만 아니라 진출램프 제어가 필요한 타도시고속도로에서도 적용을 하면 좋은 효과를 얻을 수 있을 것으로 예상된다.
