A study of the Impact of viewers's cognition of public value on the necessity of public service broadcasting and the willingness to payment of TV license fee (시청자 공적 가치 인식이 공영방송의 필요성과 TV 수신료 지불의사에 미치는 영향)

  • This paper is designed to study how public values of viewers impact on the necessity of public service broadcasters and the willingness to payment of TV license fee based on the public-opinion survey regarding raising KBS TV license fee which was submitted to the National Assembly in 2013. To investigate this influence, seven main projects presented by KBS are classified into five public values of public (service) broadcasters such as quality, diversity, universality, social value and global value. The seven key performance tasks were presented by KBS. The study results are summarized as follows. Firstly, the survey group who selected the digital welfare enlargement by free terrestrial multi-channel broadcasting among public values recognized as highest the necessity of public service broadcasting as the most highly. Secondly, regarding the question of raising license fee, 72.4 percent of respondents were in favor of 1,000 won and 43.9 percent of respondents were in favor of 1,500 won. The result of this study shows that public service broadcasting has the possibility of securing the legitimacy of license fee policy when public service broadcasters faithfully carry out the five public values as above.

A Study on the Fabrication of the 4 Port In-Phase High Power Combiner (4포트 동위상 고출력 전력결합기의 구현에 관한 연구)

  • The broadband high power 3-way combiner was designed and fabricated for the digital TV repeater. To achieve increase of the bandwidth and the high power capability, Wilkinson type power divider was adopted in our research. First of all, Wilkinson type power divider of equal-split and unequal-split were combined, and the characteristics of the four port in-phase power combiner was simulated for each thickness of dielectric substrates. As the results of simulation, the power combiner fabricated by using dielectric substrate of 120 mil-thickness has the characteristics as follows: insertion loss of less than -651 dB, reflection coefficient of less than -13 dB, isolation among the output ports of less than -15 dB, and pose difference among the output ports of smiler than 13$^{\circ}$. Therefore, this power combiner was possible to improve the limit of microstrip line width due to high impedance, the problem of power loss due to interaction between strip lines in a high power combiner and narrow bandwidth simultaneously. Furthermore, making broadband and high power could be achieved since the fabricated 3-way combiner has good characteristics of insertion loss, the reflection coefficient, separation between ports, and phase difference.

  • The goal of next generation digital broadcasting is offering the interaction among consumers and providers as well as variety services. One of the important factors for this new broadcasting environment keeps the interoperability among providers and consumers since the environment is distributed. Therefore a standard metadata for digital broadcasting is required and TV-Anytime metadata is one of the metadata standards for digital broadcasting. The terminal nodes of TV-Anytime metadata are defined by using MPEG-7 metadata. MPEG-7 metadata is standard metadata for describing multimedia content. Therefore, if we use the MPEG-7 metadata for describing broadcasting content can offer multimedia search services like content-based search by the extension of metadata. The efficient management system for these metadata is important for offering the services with high Duality on real broadcasting environment TV-Anytime metadata and MPEG-7 metadata are technically defined using a single XML schema, so its instances are XML data. Currently, a lot of systemsfor managing XML data are proposed in many researchers and we can expect to adapt these systems for managing broadcasting metadata. But the methods used in these systems are not specific methods for managing broadcasting metadata because of methods for general-purpose. In this paper, we find the properties of broadcasting metadata and develop an efficient metadata management system that is based on the found properties. Since our systemis implemented on real broadcasting environment, we expect that the system is most efficient and suitable. Also our system is interoperable since we use XQuery as query language for querying broadcasting metadata.

  • 최근 TV 디지털 방송에 대한 많은 관심이 집중되면서 국내의 디지털 텔레비전 방송(Digital Multimedia Broadcasting: DMB)과 유럽의 디지털 텔레비전 방송((Digital Video Broadcasting: DVB)에 대한 기술 개발이 지속적으로 이루어지고 있다. 국내의 DMB는 지상파 DMB와 위성 DMB가 있고, 유럽의 DVB는 일반 방송국으로부터 가정용 또는 사무실용의 고정된 장치에서 수신을 하는 DVB-T와, 휴대 전화기나 휴대용 영상기기 등의 저전력, 이동성, 휴대성을 고려한 DVB-H가 있다. 또한 휴대폰이나 PDA와 같은 휴대 통신단말기의 기능복합화 요구에 따라, 국내에서는 휴대폰에 TV 방송기능과 인터넷을 이용할 수 있는 네트워크 서비스가 내장된 단말기가 속속 출시되어 치열한 경쟁구도에 접어들고 있다. 이러한 시장요구에 부응하기 위해 다양한 분야에서 기능 복합화를 실현하고자 하는 " Ubiquitous Convergence화"가 급속도로 진행되고 있다. 그러나 단일 시스템에서 2가지 이상의 기능(GSM/GPRS & DVB-H)이 Convergence화 되어있을 경우, 시스템 상호간 간섭영향으로 각 장치의 기능 저하가 발생하고 있다. 특히, 동일 주파수대역 사용에 의해 방생하는 간섭영향에 대한 적절한 대응이 요구되는 시점이다. 본 고에서는 무선 통신 분야 기술개발의 한 부분으로 부품의 초소형화 및 동일 주파수대역 사용에 의해 발생하는 간섭영향을 제거하는 내용에 대해서 기술한다.

  • 디지털 TV 방송을 수신하기 위한 디지털 TV 수신기의 핵심 부품을 5개의 IC로 개발하였다. 5개의 칩 세트는 VSB로 변조된 신호를 수신하기 위한 2개의 채널 디코더 IC와 3개의 비디오 신호처리 IC로 구성되어 있다. VSB 수신용 IC는 Syne 및 Timing 복구와 채널 등화 기능을 수행하는 SyncEq와 전송시의 오류를 정정하는 VSB 채널 디코더로 구성되며, 비디오 신호 처리부는 MPEG2 다중화 방식의 Transport Stream을 디코딩하기 위한 역다중화용 IC와 MPEG2 비디오 압축/신장 규격의 MP@HL의 비트스트림을 디코딩하기 위한 비디오 디코더 및 18가지 비디오 포맷을 단일한 출력 포멧으로 변환하여 주며 OSD 등 디스플레이 기능을 위한 비디오 디스플레이 처리용 IC로 구성되어 있다. 이 칩 세트는 VHDL로 설계되었으며 RTL 시뮬레이션과 하드웨어 Emulator로 시스템 레벨에서 검증되었고 0.6u, TLM, CMOS 공정을 이용하여 제작되었다.

  • 디지털 방송은 위성 뿐 아니라 케이블을 거쳐 지상파 방송에까지 도입되었다. 디지털 방송 수신에 필요한 필수 장비 중 하나로 STB(Set-top Box)를 들 수 있는데, 현재 상용화 된 STB들은 전 세계의 각 지역마다 다른 방송 표준을 지키기 위해, 또 방송 사업자의 편의와 방송되는 지역의 지형적 특성을 고려하기 위해 저마다 다른 미들웨어를 사용하고 있다. 그러나 이렇게 서로 다른 미들웨어를 사용하면 몇몇 불이익과 비효율성을 가지게 된다. 따라서 이 논문에서는 이를 보다 편리하고 효율적이게 만드는 미들웨어 구조를 제안하고 이를 통해 얻을 수 있는 장/단점에 대해 설명한다. 또한 추후에 후속 연구로 얻어질 수 있는 이점에 대해서도 간단히 생각해 본다.

A Study of Industrial and Firm's Strategic Factors Affecting Diffusion of Convergent Media - The Case of Global IPTV Services (융합미디어 확산에 영향을 주는 산업, 기업전략 요소에 관한 연구 - 해외 IPTV 실증분석)

  • The study aims to explore industrial and firms' strategic factors affecting diffusion of digital convergence by studying major global IPTV markets. Market and firm variables are selected using the Industrial Organization's SCP approach. Data for the variables are collected from global 31 IPTV operators representing 20 countries. The analysis indicates that the penetration of broadband Internet and the market share of a dominant player in the Pay TV positively affect the penetration of the IPTV service, whereas the penetration of Pay TV, ARPU, firms' strategy and resource do not have influence on its penetration. The study is the cross-country analysis and contributes to the media study by exploring the relationship between market variables and the development of convergent media. Consequently, the study is expected to help policy makers tailor their digital policy for local environment.

  • Nowadays, people get images from various media like TV, magazines, newspaper, internet. Such images directly influence people's thoughts and lives, either consciously or unconsciously. In the past, reproduction devices have been mainly used in reproducing an original scene accurately. Lately, the cognitive preference became a key value in the scene reproduction, and it was affected by the surrounding media. Recently, the most commonly used device in reproducing an original scene is the camera. The core of an image is the light, in other words, the exposure. Most digital cameras are set to adjust exposure automatically in order to reproduce a scene physically as identical as possible. However, physically right exposure does not always give images that people prefers. Numbers of tests were done to find the exposure value that makes an image cognitively more preferred. Skin tones which are highly sensitive to color and changes in density has been used in the tests. A male and a female model have been used to classify changes in cognitive preference due to gender differences.

  • This paper deals with the viewing rate trends of digital media service special reference to terrestrial real time broadcasting of IPTV. In a few years, TV viewership of young people is decreasing, the audience viewing rate of the terrestrial broadcasting which is the representative of the media decreases, and the change of the broadcasting industry is progressing. Especially after the terrestrial broadcaster 's VOD holdback was extended, the viewer' s movement on the competitive channel & mobile media was rapidly progressing. Researcher assumed that the viewing rate of the terrestrial real-time broadcasting has influenced the comprehensive channel, CJ E&M subsidiary channels. As a result, researcher verified using statistical methodological time series analysis and regression analysis. Based on these results, researcher expects media players to prepare policies for viewers' satisfaction and symbiotic growth of markets.

  • This paper deals with the exploratory study & experimentation for foundation & theoretical base of menu structuring & design improvement of digital media (IPTV, Digital cable TV) service players. Digital media service providers had been offered many cases of menu structure since their service launched. Researcher set a research topic which verification of eye tracking velocity when media user feels with perceived ease of design and the familiarity. Researcher arrives at a conclusion through as stated above experiment that vertical type of menu and horizontal type of menu are differentiated from the contents characteristics. Research conclusions & implications are strong theoretical base with digital media service players when they planning and designing their service structuring.
