This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.
The influence of online platforms has become even more powerful than ever and there has been growing calls to regulate its enormous market power. Issues relating to platform monopolies have been discussed in Korea and recently the Online Platform Intermediary Transactions Fairness Bill has passed the Cabinet Council. Thus, we aim to analyze online platform regulations from stakeholder perspective and then address the regulatory direction. We first investigate the consequences of platform strategies including mergers that platform owners take. In addition, we inspect the possible effects of online platform regulations on its stakeholders. Our research can contribute to having a more balanced view on the online platform regulation that is somewhat in the favor of protecting platform complementors and consumers.

On September 28, 2020, the Korea Fair Trade Commission introduced a proposed bill entitled the "Fair Online Platform Intermediary Transactions Act." We quantify the impact of this proposed act on Naver, Korea's major digital platform. Finding a proper control unit is not an easy task in social science studies. We overcome this caveat by constructing a synthetic version of Naver using Abadie & Gardeazabal's (2003) synthetic control method. It appears that the economic cost of the proposed act is not negligible at all. Naver's opportunity loss amounted to 16.18% of its market capitalization (approximately 8.5 trillion won in comparison with its pre-regulation market capitalization). Any regulation-based approaches to resolving digital platform issues have both promises and pitfalls. The results highlight that regulatory bodies should carefully gauge the impact of such regulations, as we have seen with Naver's case.
This paper proposes a desirable regulatory measure for the rapidly growing shared economic platform. The development and innovation of digital technology is expected to create new services and new economic and industrial values, but it also raises concerns, challenges about social trust issues arising from conflicts of interest with existing industries. Although sharing economies also creates new forms of supply and demand and grows rapidly around the world with innovative trading methods, institutional limitations are still being exposed in the major cities in terms of conflicts with existing industrial values. In order to reduce the social costs associated with the regulatory process and reach the appropriate regulatory policy goal, this paper proposes a co-regulation approach considering the sharing economic characteristics.
미디어 환경은 방송과 통신의 융합으로 모든 미디어는 언제(Anytime), 어디서나(Anywhere), 어느 단말기기(Anydevice)로도 원하는 콘텐츠를 자유롭게 이용할 수 있는 방향으로 발전하고 있다. 국내 미디어 정책의 주요 변화가 있었을 때는 1995년 케이블방송 도입, 2002년 위성방송 도입, 2008년 IPTV 도입, 2013년 OTT의 등장이다. 국내의 경우 2012년 지상파TV의 디지털 전환도 큰 정책변화 중의 하나였다. 그러나 국내 미디어 정책 및 제도는 미디어 환경변화와는 무관하게 여전히 매체별 접근에 기반한 미디어 산업 균형발전 논리를 추구하고 있다. 미디어 정책변화에 따른 지상파 차세대 TV방송(ATSC 3.0) 활성화에 대한 현안 사항을 쟁점별로 분석하여 정책방안을 제언하면 첫째, 아날로그 시대부터 유지되어온 국내 방송정책 및 법제의 플랫폼별 칸막이 규제를 풀어 지상파 플랫폼 규제를 완화하여야 한다. 둘째, 정부의 지상파 ATSC 3.0 부가서비스(이동)부터 규제 완화와 지원이 필요한 시점이다. 셋째, 지상파 차세대 ATSC 3.0에 대한 재난매체 지정이 필요하다. 마지막으로 기술중립적 서비스 허가체계인 Negative 규제방식을 도입하여 사업자의 기술결합과 기술혁신에 대한 유인 독려가 필요하다.

This study attempted to examine the problems of the expression and format of native advertisements appearing on various platforms and to prepare a plan to regulate them. To this end, in-depth interviews were conducted to those in charge of advertising practice and examined. First, as a problem with the expression and format of native advertisements, it was considered that the congestion and deception of indiscriminate native advertisements appearing on various platforms could bring negative perceptions to consumers. For the second user's interaction, it was considered that customized advertising expressions through targeting by platform should be produced. Third, regarding the regulation of native advertisements, it was suggested that regulatory measures for consumer protection should be prepared and that market autonomy should be left to it. A strategic operation plan for native advertising according to various platforms should be prepared.

This study aims to suggest relaxed regulation plans for web-board games by analyzing regulations on gambling games with online and mobile platforms. One of the controversial issues in the South Korean game industry these days is legal regulations related to 'gambling'. Gambling is one of its ambivalent factors, which is necessary for fun of these games but has risks of overindulgence and addiction. This study analysis the web-board enforcement ordinance from Feb. 2014 and current relaxed regulation. Moreover, we find the plan which will be relaxed to regulation under what safety net. We propose the solution of web-board regulation policy which is available for an adult.
We analyzed research trends of 288 Korean academic dissertations and articles regarding platform work, using topic modeling and keyword network analysis method. Research disciplines of many studies were laws, business administration, and economics fields. Thigh frequent themes were platform labor protection measures and direct or indirect effects of the sharing economy. The main keywords were digital, value, industry, and labor in terms of infrastructure and structural change. Besides, the main topics were the protection of platform workers, the values of sharing services, digital paradigm, and platform regulations. Based on the results of the analysis, we derived four implications and suggestions such as researching structural frames in macroscopic contexts, generalizing case analysis, and technology supplementation by applying average and quantitative analysis methods, researching individual competency development to realize the essential symbiotic value of sustainability, and developing customized vocational education and training programs.

In accordance with global decarbonization, optimization and productivity improvement using digital twin are being sought, and software development for optimizing ship and marine energy operation is accelerating by selecting digital twin as a future core technology. In order to reduce the operating cost of ships and strengthen the competitiveness of the shipbuilding industry due to the international strengthening of regulations on carbon emissions, it is necessary to predict the carbon emission of ships in advance and provide a carbon reduction operation solution. A plan was carried out for the development of open digital platform technology and the establishment of an environment to support the securing of carbon transparency of the ship and offshore system.
The paper explores the relationship among paradigms, ecosystem which need to establish broadcasting, information and communications industry as the core of national competitiveness in the digital convergence era, and proposes the future progressing strategies and policies directions that consider environmental factors which all mass media converged on Internet. This paper makes an attempt to contribute innovative & integrated perspectives in the industry.
