Analysis of ICT Converged Smart Factory and its Driving Strategy (ICT 융합 스마트공장의 분석 및 추진전략)

  • ICT converged smart factory started from German Industry 4.0 has been the driving force for the $4^{th}$ Industrial Revolution and the center of manufacturing innovation for major industrial countries. It will be developed according to industry characteristics of each country. Korea is relatively later than other competing countries in the smart factory area. So, the government is establishing related policy and tendering all sorts of supports for smart factory mainly to the small and medium-sized enterprises to spread over the manufacturing industry. It is necessary for government to categorize among similar manufacturing industry and make them share digitalized production information mutually. It will be more effective method for securing global competitiveness than the uniform support. Also, large companies need to establish cloud based production forecasting system over similar industry and share it with other companies rather than expansion of individual smart factory. Mutual development in the manufacturing industry will be realized when the small and medium-sized enterprises and large companies take part in the cooperating ground of smart factory.

A Study on the Structural Relationship among Technological Determinants, Manufacturing Operations, and Performances for Implementing a Smart Factory in Small Businesses (중소 제조기업의 스마트공장 기술결정요인, 제조운영 및 성과 간 구조적 관계에 관한 연구)

  • The digital transformation of the 4th industrial revolution is leading to changes and innovations in the global economy. Various countries are focusing on reviving their manufacturing industries and economic recovery through smart factories. The purpose of this study is to empirically identify technological determinants for the successful implementation of the smart factory and to verify teose effects on manufacturing operations and the firms' operational/environmental performances. Five factors, including sensor network, platform technology, information system, intelligent automation, and safety, were defined as core technologies. The SEM analysis results of 157 small and medium-sized manufacturing firms that have implemented smart factories are as follows. First, sensor network, platform technology, and information system had significant effects on smart manufacturing operations. Second, smart manufacturing operations have improved firm performance. This study is valuable in that it has confirmed the effectiveness of government-funded projects and systemized key technologies for implementing smart factories. Meanwhile, it is helpful for practitioners to support an efficient and effective decision-making for the new adoption.

A Study on 700MHz Spectrum Utilization for the Improvement of Terrestrial Signal Reception and Next Generation Broadcasting (지상파방송 직접수신 환경 개선과 차세대방송을 위한 700MHz대역 주파수 활용 연구)

  • Recently, the direct terrestrial broadcasting reception has been reduced rapidly and not been improved even in digital broadcast environment. The distribution plan of 700MHz frequency band(Ch.52~69) will make the problem worse because the spectrum might be allocated to mobile communication use. In this paper, we investigated the efficient frequency usage for DTV signal reception improvement and next generation broadcasting. The frequency amount required for reception improvement and for next generation broadcasting service is presented. We estimated the beneficial effect when the spectrum(108MHz Frequency Width) is used for SFN transmission technology, UHDTV and Full-HD 3DTV.

Survey for Farmland Development in Western Coast of North Korea Using Satellite Image Data (인공위성 화상데이터를 이용한 북한 서해안지역의 농지기반조성 현황조사)

  • The aim of this study was to find out and confirm the project formulation, feasibility, scale and locations on the farmland development projects such as planned and ongoing tideland reclamation and irrigation facilities along the western coast of North Korea using satellite image data, Landsat TM, JERS OPS and SPOT PAN and aged maps. In order to apply to the study, remote sensing technologies such as geometric correction. digital mosaicking, image merging, linear extraction and land cover classification were studied. As the results of the study, the reclaimable tidal flats are recognized at about 178,000 ha equivalent to 59% of announced 300,000ha. and 16,000 ha of completed, 17,000 ha of ongoing project areas although 27,000 ha were revealed to be completed during 1987-1993. Almost planned projects are appeared to be shortage of water supply due to their small watersheds, however, most projects are connected with 2000 mile canal system.

  • In the 21st century, a nation's industrial success will depend on her cultural industry. Thus, Korea has been investing much in the cultural contents industry, expecting high. A nation's potential in the industrial contents industry will be determined by 1) IT infrastructure, 2) digital convergence, 3) rich cultural heritage and 4) government's effective policies. Nevertheless, our cultural contents industry is not as much homogeneous as that of the United States or Japan, but only some parts of it have grown much. So, our cultural contents industry is not very stable, which means that it would grow in a short term but not in a long term. One of the ways to promote the cultural contents industry effectively may be derived from Jean Baudrilliard's theory of simulacra. The aim of this study is to review the ultimate simulacra required of our cultural contents industry, focusing on Disneyland which Jean Baudrilliard emphasizes as the most perfect simulacra.

기술혁신이 정보통신 사업구도에 미치는 영향 및 전망

  • 최근의 정보통신은 하루가 다르게 기술혁신에 의한 변화를 맞이하고 있는 가운데, 기술이 시장을 주도하여 신기술이 시장구조를 변화시킴은 물론 정보통신 사업구조를 크게 개편시키고 있다. 정보통신망기술은 다양한 멀티미디어 정보를 대량, 고속으로 전송·교환할 수 있는 방향으로 발전되고 있으며, 단말기는 유·무선전화서비스를 비롯하여 영상정보까지 다양하게 송수신할 수 있는 보다 작고 간편한 멀티미디어 일체형으로 발전하고 있다. 서비스분야에서는 디지털화, 고속화, 광역화에 따라 문자, 음성, 영상 등이 통합된 멀티미디어서비스가 보급되고 있으며, 특히 '7년부터 상용화된 인터넷을 통한 전화와 방송서비스는 정보통신분야에 새로운 사업영역으로 등장하고 있다. 이로인해 기존의 통신사업 질서인 “유선통신 대 무선통신”, “기본통신 대 고도통신”, “통신 대 방송”의 개념은 무너져 버리고, 기술과 시장이 상호 융항되어 새로운 통신사업 구도를 형성시키고 있다. 이의 대표적인 사례는 인터넷분야이며, 기존의 전화사업은 물론 CATV등 방송사업에까지 시장잠식과 구도변화라는 형태로 커다란 영향 미치고 있다. 국내 정보통신 사업정책도 이러한 세계적인 추세에 따라 이미 지난해 별정통신 사업자의 신설 등 정책과 제도를 바꾸었으나, 기술혁신 속도보다 늦게 반응하여 사업초기에 혼란을 주고 있는 실정이다. 최근 기술에 의한 시장구조 변화에 대응하기 위하여 정부는 기존 국가 초고속망구축사업도 대폭 수정하여, 즉 모든 가입자선로를 광케이블로 연결하는 당초의 계획을 ADSL 등 기존 전화선의 활용과 WLL기술을 선택적으로 적용시키고 있다. 통신사업자들도 유선위주의 전송망과 가입자망을 LMDS, WLL 등의 무선통신망으로 구축하려는 현상이 나타나고 있으며, 정보통신 정책도 과거의 유·무선통신을 별개로 취급하던 정책에서 선회하여 겸업 또는 연계를 권장하는 방향으로 전환되고 있다. 이와같이 정보통신분야의 기술혁신과 새로운 서비스의 도입은 기존 서비스시장의 시장잠식은 물론 유·무선영역을 무너뜨리고, 고정사업자와 무선사업자간의 영역이 허물어지는 등 사업자구도를 크게 변화시키고 있다. 이러한 기술혁신의 영향으로 시장경쟁은 심화되어 단기적으로 기존 통신사업자의 경영수지가 악화되기도 하지만, 요금인하를 수반한 신기술서비스의 공급은 이용자 입장에서 저렴하고 양질의 정보통신서비스를 제공받을 수가 있으며, 장기적으로는 서비스이용 증가로 인해 전체적인 시장크기는 더욱 확대되어 통신사업자와 이용자 모두 효율성을 나타낼 수 있을 것으로 전망된다.

A Study on the Librarians' Perception of Public Library about the Response to the COVID-19 (코로나19 대응조치에 관한 공공도서관 사서인식 조사연구)

  • With the COVID-19 pandemic being prolonged, the society is being converted into an untact society, thereby affecting the service methodology of domestic and foreign library systems. This study thus surveyed the librarians' awareness of COVID-19 response measures of public libraries, and proposed public libraries' response measures in situations where the novel infectious disease is spreading and prolonging. Specifically, the proposed measures include, first, preparing national-centered library countermeasures to jointly respond to the epidemic disease, second, strengthening various untact and online services of various public libraries through government-level budget support, third, a thorough prevention of epidemics and preemptive response from the viewpoint of employees and users, and fourth, the expansion of library services aimed at resolving the digital cultural divide among classes of people, including information unfairness.

  • The Korean film, which reached its 100th anniversary, has achieved remarkable growth. However, contrary to the facts revealed to the outside, there existed chronic problems. Representatively, the problems were classified into four types: vertical integration problems, lack of support for art and independent films, lack of diversity in video content, and sluggish exports. Therefore, in order to continuously develop Korean films, this study explored the development methods of the domestic film industry using the window theory of opportunity. As a result of the research, the Korean film industry as a late chase was developed through strategies to enter new technologies and paradigms, and strategies to enter through low entry costs for existing digital platforms, active government intervention, and changes in regulations. Through this, it was revealed that the whole film ecosystem should ultimately go through symbiotic cooperation.

  • By the dissemination of the electronic blackboard systems, smart devices, and digital contents, the Korean government is recently conducting the project that replaces the classic education which utilizes paper textbooks with SMART education using various devices. Also, teachers in the field must be easily able to use SMART education infrastructure for the activation of SMART education. Especially, since the electronic blackboard is expected as a education device which will be most common for teachers, the writing software operated on the this device must supports a simple interface. And the usage of it must be simple. In this paper, we developed the writing software for the electronic blackboard which everyone can use easily. Our writing software supports the basic writing function, the human gesture recognition function which recognizes the user gesture and performs works corresponding with that gesture, and the automatic button alignment function based on the frequency of the usages.

  • Recently in Bitcoin raising a social issue is sometimes called a horizontal and decentralized digital virtual currency utilizing the Blockchain technology such as a type of password currency. On the other hand, the Blockchain, which is a distributed ledger shared on P2P networks and it was first used in Bitcoin. These technologies are regarded as technologies that can be applied diversely in other fields, and are attracting high social interest. Looking at recent trends in the virtual currency market such as Bitcoin, price movements have increased since the Japanese government approved the virtual currency as a means of settlement last year. Therefore, we try to present theoretical practical suggestion through the viewpoint of the Blockchain technology which is core technology of Bitcoin based on innovative technology.
